中俄“兩河流域”地方領(lǐng)導(dǎo)人第四次座談會(huì)在蓉舉行重慶市副市長(zhǎng)陳綠平出席會(huì)議并發(fā)言

8月7日，中俄“兩河流域”（長(zhǎng)江流域和伏爾加河流域）地方領(lǐng)導(dǎo)人第四次座談會(huì)在成都召開(kāi)。外交部、國(guó)家發(fā)展改革委、國(guó)家開(kāi)發(fā)銀行及四川、重慶、湖北、湖南、江西、安徽6?。ㄊ校╊I(lǐng)導(dǎo)，俄總統(tǒng)駐伏爾加河沿岸聯(lián)邦區(qū)全權(quán)代表處、俄駐華大使館、聯(lián)邦區(qū)13州領(lǐng)導(dǎo)，以及雙方企業(yè)家代表等參加此次會(huì)議?！皟珊恿饔颉钡胤筋I(lǐng)導(dǎo)人再度聚首，共商攜手發(fā)展、合作共贏大計(jì)。

這是中俄雙方落實(shí)地區(qū)合作戰(zhàn)略部署的又一次重大活動(dòng)。中國(guó)國(guó)務(wù)委員楊潔篪與俄羅斯總統(tǒng)全權(quán)代表巴比奇舉行了會(huì)晤，共同主持座談會(huì)并簽署會(huì)議紀(jì)要，會(huì)見(jiàn)出席中俄青年論壇閉幕式的雙方青年代表。

楊潔篪表示，此次座談會(huì)等活動(dòng)是落實(shí)習(xí)近平主席和普京總統(tǒng)5月莫斯科會(huì)晤和7月烏法會(huì)晤成果、擴(kuò)大兩地區(qū)合作的重要舉措。兩地區(qū)合作已取得豐碩成果，希望雙方用好這一合作機(jī)制，結(jié)合中方絲綢之路經(jīng)濟(jì)帶建設(shè)與俄方發(fā)展戰(zhàn)略以及歐亞經(jīng)濟(jì)聯(lián)盟對(duì)接合作總體規(guī)劃，持續(xù)擴(kuò)大兩地區(qū)合作，不斷為中俄關(guān)系發(fā)展和全方位合作注入新動(dòng)力、新內(nèi)涵。雙方要加強(qiáng)政策、理念、信息對(duì)接，提高合作針對(duì)性、有效性和務(wù)實(shí)性，相互提供更完善、更健全的配套服務(wù)，加強(qiáng)對(duì)對(duì)方合作企業(yè)和人員合法權(quán)益的保護(hù)，積極開(kāi)展人文交流，加快培養(yǎng)專(zhuān)業(yè)人才，為擴(kuò)大兩地區(qū)合作創(chuàng)造更有利的條件，造福兩國(guó)兩地區(qū)人民。

巴比奇表示，兩地區(qū)合作已成為俄中全方位務(wù)實(shí)合作的重要組成部分。俄方愿積極挖掘兩地區(qū)合作的巨大潛力，推動(dòng)兩地區(qū)合作不斷取得新的成果，實(shí)現(xiàn)兩地區(qū)共同發(fā)展繁榮。

座談會(huì)上，來(lái)自中國(guó)長(zhǎng)江中上游地區(qū)6?。ㄊ校?，以及俄羅斯伏爾加河沿岸聯(lián)邦區(qū)的領(lǐng)導(dǎo)分別作了發(fā)言，就進(jìn)一步加強(qiáng)兩個(gè)地區(qū)之間的經(jīng)貿(mào)、投資、人文合作提出意見(jiàn)建議。重慶市副市長(zhǎng)陳綠平在會(huì)上致辭，表示非常榮幸參加這次中俄母親河沿岸地區(qū)的合作互動(dòng)。重慶與包括伏爾加河沿岸聯(lián)邦區(qū)在內(nèi)的俄羅斯各地友好交往源遠(yuǎn)流長(zhǎng)，特別是自去年2月在重慶召開(kāi)工作組第一次全體會(huì)議和6月在薩馬拉召開(kāi)領(lǐng)導(dǎo)人第三次座談會(huì)以來(lái)，雙方各層次代表團(tuán)互訪頻繁，經(jīng)貿(mào)、物流、科技、人文等領(lǐng)域合作不斷深化。2014年，重慶與俄羅斯進(jìn)出口總額近14億美元。而“渝新歐”中歐班列和由重慶直達(dá)莫斯科的“渝新俄”公共班列的開(kāi)通，更加緊密了重慶與俄羅斯之間的聯(lián)系，已經(jīng)成為中歐貿(mào)易陸上貨運(yùn)主通道。

陳綠平還表示，下一步將進(jìn)一步發(fā)揮“渝新歐”中歐班列骨干大通道作用，同時(shí)推動(dòng)機(jī)械與裝備制造、能源化工等合作，深化農(nóng)業(yè)領(lǐng)域合作，開(kāi)展金融合作，進(jìn)一步加強(qiáng)人文領(lǐng)域交往。

座談會(huì)期間，還舉行了中俄兩河合作經(jīng)貿(mào)人文成果展、經(jīng)貿(mào)旅游推介會(huì)和企業(yè)項(xiàng)目簽約、政府間協(xié)議簽署儀式等活動(dòng)。重慶市副市長(zhǎng)陳綠平與莫爾多瓦共和國(guó)總理蘇什科夫簽署了《中華人民共和國(guó)重慶市人民政府與俄羅斯聯(lián)邦莫爾多瓦共和國(guó)政府經(jīng)貿(mào)、科技和人文合作協(xié)議》。

在企業(yè)項(xiàng)目簽約和政府間協(xié)議簽署儀式上，重慶市農(nóng)產(chǎn)品（集團(tuán)）有限公司、重慶小康工業(yè)集團(tuán)分別與莫爾多瓦共和國(guó)發(fā)展集團(tuán)簽署了《重慶市農(nóng)產(chǎn)品（集團(tuán)）有限公司與莫爾多瓦共和國(guó)發(fā)展集團(tuán)合作協(xié)議》，以及《重慶小康工業(yè)集團(tuán)與莫爾多瓦共和國(guó)發(fā)展集團(tuán)汽車(chē)生產(chǎn)貿(mào)易合作意向書(shū)》。副市長(zhǎng)陳綠平見(jiàn)證了簽約儀式。

“Two River Area” （Yangtze River and Volga River） local leaders from China and Russia held the fourth meeting in Chengdu on August 7th. Ministry of Foreign Affairs， National Development and Reform Commission， China Development Bank， leaders from Sichuan， Chongqing， Hubei，Hunan， Jiangxi and Anhui Province， Russia's president delegation in federal districts along Volga River of Russia， Russia Embassy in China，13 states leaders from Russia and entrepreneurs from both countries all participated in this meeting. Leaders from the two reunited to discuss the issue of development and cooperation.

This meeting is a major event in implementing China-Russia regional cooperation strategy. China State Councilor Yang Jiechi and Russian President Plenipotentiary Babic chaired the meeting. They signed the meeting summary and met youth delegates from the two nations who were attending the closing ceremony of China-Russia Youth Forum.

Yang Jiechi said that this meeting is a significant step in carrying out the fruit of the meetings between President Xi Jinping and Russia's President Putin in Moscow in May and in Ufa in July. Based on the already gained fruit， both sides should use this cooperation mechanism and consider the Silk Road Economic Belt development， Russia's development strategy and cooperation with Eurasian Economic Union to expand the cooperation between the two nations inject power and implication into China-Russia relationship and cooperation. China and Russia should cooperate and communicate in policy，ideas and information； make the cooperation pointed， effective and practical； provide more comprehensive service to each other； enhance the protection to companies and employees in each country； promote culture exchange and personnel training to add more advantages in cooperation and benefit people in the two countries.

Babic said that the cooperation with Chinahas become a crucial part of Russia-China's allround cooperation. Russia is willing to tap the potential of the cooperation， promote the fruit of cooperation and achieve success with China.

During the meeting， China's leaders from the six provinces along the middle and upper reach of Yangtze River and Russia's leaders from federal districts along the Volga River gave speeches on the suggestion on promoting cooperation in economy and trade， investment and culture. Chen Lvping， deputy mayor of Chongqing， expressed honor to attend this meeting. He said that Chongqing and Russia，which includes federal districts along the Volga River， shared a long history of friendly communication. Since last February the first plenary meeting was held in Chongqing and the third head meeting in Samara， the cooperation between the two nations deepened in economy and trade， logistics， technology and humanities. The total export and import between Chongqing and Russia reached 1.4million dollars in 2014. And the Chongqing-Xinjiang-Europe train and the Chongqing-Xinjiang-Russia train have made the connection between Chongqing and Russia closer. The trains have become a main passage for trade between China and Europe.

Chen also said that the next step is to enhance the function of Chongqing-Xinjiang-Europe train， with pushing forward the cooperation of machinery， equipment manufacturing， energy and chemical industry，agriculture， f nance and art and humanities.

During the meeting session， an exhibition of the “two river” economic and trade cooperation，a showcase on economy， trade and tourism，projects signing between companies and agreement signing between governments were held. Deputy mayor of Chongqing Chen Lvping and Respublika Mordoviya Prime Minister Sushkov signed Agreement on Economic and Trade， Technology and Cultural Cooperation between the Chongqing Municipal Government of People's Republic of China and Respublika Mordoviya.

During the session of projects and agreement signing among companies and governments， Chongqing Agricultural Products Company， Chongqing Xiaokang Industry Company signed Cooperation Agreement between Chongqing Agricultural Products Company and Respublika Mordoviya Development Company and Memorandum of Understanding in Vehicle Manufacturing between Chongqing Xiaokang Industry Company and Respublika Mordoviya Development Company separately. Deputy Mayor of Chongqing Chen Lvping attended the signing ceremony.

The director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal Government Zhu Xiyan also accompanied and attended the activities.
