廣西中國(guó)東盟當(dāng)代藝術(shù)中心揭牌暨中國(guó)—東盟書(shū)畫(huà)展開(kāi)幕
3月8日,由中國(guó)建筑材料流通協(xié)會(huì)主辦、中國(guó)—東盟博覽會(huì)秘書(shū)處等承辦的廣西中國(guó)東盟當(dāng)代藝術(shù)中心揭牌暨中國(guó)—東盟書(shū)畫(huà)展開(kāi)幕活動(dòng)在廣西南寧東盟國(guó)際·鵬岱3D建材城舉行。
活動(dòng)以“大家藝術(shù),藝術(shù)大家”為主題,展示了歷屆中國(guó)—東盟博覽會(huì)書(shū)畫(huà)藝術(shù)精品,表達(dá)了中國(guó)與東盟人民友好交流的美好愿望。同時(shí),亦為促進(jìn)中國(guó)與東盟各國(guó)的文化藝術(shù)交流及推動(dòng)21世紀(jì)“海上絲綢之路”的文化建設(shè)添磚加瓦。
緬甸表示將進(jìn)一步有效使用中國(guó)進(jìn)出口銀行小額農(nóng)貸
2月24日,緬甸合作社部部長(zhǎng)在聯(lián)邦議會(huì)上表示,擬從中國(guó)進(jìn)出口銀行借貸的第二批共3億美元小額農(nóng)貸將主要用于發(fā)放農(nóng)村地區(qū)小額貸款、以分期付款方式銷(xiāo)售農(nóng)機(jī)、引水等設(shè)備及提升合作社建設(shè)等。
據(jù)悉,緬甸共有6萬(wàn)余個(gè)村社,目前小額農(nóng)貸僅能覆蓋2萬(wàn)余個(gè),缺口尚大。擬向中國(guó)進(jìn)出口銀行再次貸款3億美元的使用方案為:向尚未獲得貸款的合作社農(nóng)戶(hù)發(fā)放小額農(nóng)貸2.2億美元,向已經(jīng)獲得貸款的農(nóng)戶(hù)每戶(hù)追加10—50萬(wàn)緬幣貸款共計(jì)0.5億美元,向分期付款購(gòu)置農(nóng)機(jī)等設(shè)備的農(nóng)戶(hù)放貸0.3億美元。
印尼未來(lái)五年計(jì)劃投資指標(biāo)2917億美元
近日,印尼國(guó)家投資統(tǒng)籌機(jī)構(gòu)主任弗蘭克宣布,印尼2010-2014年期間落實(shí)的投資總額約為1632.8萬(wàn)億盾,而佐科維新政府2015-2019年期間計(jì)劃投資指標(biāo)卻高達(dá)3500萬(wàn)億盾(約為2917億美元),是前五年吸引投資總額的兩倍多。
此外,弗蘭克還表示,投資是經(jīng)濟(jì)增長(zhǎng)的重要保障,印尼希望未來(lái)5年能吸引3500萬(wàn)億盾的投資,2015年的指標(biāo)是519.5萬(wàn)億盾。2015年的經(jīng)濟(jì)增長(zhǎng)指標(biāo)為5.8%,預(yù)計(jì)2017年經(jīng)濟(jì)增長(zhǎng)率可達(dá)7%。
越南累計(jì)對(duì)外投資近200億美元
據(jù)《西貢經(jīng)濟(jì)時(shí)報(bào)》2月12日?qǐng)?bào)道,越南計(jì)劃投資部外國(guó)投資局稱(chēng),截至2014年,越南對(duì)外投資項(xiàng)目930個(gè),合同總額197.8億美元。2014年,越南對(duì)外投資約17.9億美元。其中,主要投資目的地分別是:柬埔寨,投資項(xiàng)目23個(gè),投資額占當(dāng)年對(duì)外投資總額的21%;緬甸16個(gè),占14.7%;老撾13個(gè),占12%;美國(guó)12個(gè),占11%;新加坡9個(gè),占8.2%。
內(nèi)比都地區(qū)擬建立中小型工業(yè)區(qū)
緬甸《金鳳凰中文報(bào)》消息,內(nèi)比都達(dá)其那鎮(zhèn)區(qū)擬建立中小型工業(yè)區(qū)。據(jù)內(nèi)比都市政委員會(huì)有關(guān)負(fù)責(zé)人介紹,當(dāng)局將為此中小型工業(yè)區(qū)安裝高速因特網(wǎng)、電信網(wǎng)、Cable TV網(wǎng)、電力網(wǎng)等基礎(chǔ)設(shè)施,以便在工業(yè)區(qū)建廠的中小企業(yè)順利啟動(dòng)業(yè)務(wù)。其中,待電力網(wǎng)成功安裝后,當(dāng)局將為該工業(yè)區(qū)輸送足夠的電力供應(yīng)。目前,該工業(yè)區(qū)內(nèi)正有一家氧氣廠在試營(yíng)。
絲路基金起步運(yùn)行
2月16日,中國(guó)人民銀行發(fā)布公告稱(chēng),絲路基金有限責(zé)任公司已于2014年12月29日在北京注冊(cè)成立并開(kāi)始運(yùn)行。
絲路基金是由外匯儲(chǔ)備、中國(guó)投資有限責(zé)任公司、中國(guó)進(jìn)出口銀行、國(guó)家開(kāi)發(fā)銀行共同出資,重點(diǎn)是在“一帶一路”發(fā)展進(jìn)程中尋找投資機(jī)會(huì)并提供相應(yīng)的投融資服務(wù),其首期資本金為100億美元。中國(guó)央行行長(zhǎng)周小川近期表示,絲路基金歡迎境內(nèi)外投資者的參與。
東盟國(guó)家銀行將增發(fā)公司債
近日,評(píng)級(jí)機(jī)構(gòu)穆迪發(fā)布報(bào)告稱(chēng),由于流量存款減少,東盟國(guó)家銀行將發(fā)行更多公司債,以滿(mǎn)足不斷增長(zhǎng)的貸款需求。
該機(jī)構(gòu)還指出,當(dāng)前東盟國(guó)家銀行貸款規(guī)模(不包括同業(yè)拆借)較2009年的980億美元增長(zhǎng)了71%,尤其是新加坡、馬來(lái)西亞、泰國(guó)和越南等國(guó)亟需外幣貸款以支持本國(guó)企業(yè)在東盟其他國(guó)家的業(yè)務(wù)擴(kuò)張。強(qiáng)勁的貸款需求得以保持,一是因?yàn)楦鲊?guó)不斷追加的基建花費(fèi);二是印尼和菲律賓等國(guó)金融服務(wù)業(yè)的滲透率有所上升;三是東盟國(guó)家企業(yè)跨境業(yè)務(wù)擴(kuò)張和域內(nèi)貿(mào)易增長(zhǎng)對(duì)跨境融資需求上升。
中國(guó)公司簽約緬甸水電站建設(shè)項(xiàng)目
據(jù)《緬甸新光報(bào)》報(bào)道,2015年2月12日,緬甸Namli水電站及Dunban水電站項(xiàng)目諒解備忘錄簽約儀式在緬甸內(nèi)比都電力部舉行。據(jù)悉,這兩座水電站位于緬甸克欽邦歪莫鎮(zhèn)區(qū),將由中國(guó)云南保山電力公司和緬甸Chan Rin Khu礦業(yè)發(fā)展公司通過(guò)合資/BOT形式實(shí)施,項(xiàng)目裝機(jī)容量分別為165兆瓦和130兆瓦,建成后將通過(guò)電網(wǎng)向克欽邦及其他省邦供電。
馬來(lái)西亞免除中國(guó)游客簽證費(fèi)
據(jù)中新社消息,馬來(lái)西亞政府近日宣布2015年2月15日至12月31日,免除中國(guó)游客30馬幣的簽證費(fèi),以此來(lái)進(jìn)一步推廣2015年馬來(lái)西亞節(jié)慶年及增加國(guó)家收入。
此前,由于受馬航MH370航班失聯(lián)和MH17航班墜毀事故的影響,中國(guó)赴馬游客有所減少。2015年是馬來(lái)西亞節(jié)慶年,豐富多彩的活動(dòng),以及魅力非凡的迷人風(fēng)光將吸引世界各國(guó)的游客來(lái)到馬來(lái)西亞。
東盟就撤銷(xiāo)非關(guān)稅壁壘實(shí)現(xiàn)經(jīng)濟(jì)共同體取得進(jìn)展
據(jù)日本共同社3月2日?qǐng)?bào)道,東盟(ASEAN)2月28日起在馬來(lái)西亞北部城市哥打巴魯舉行了為期兩天的經(jīng)濟(jì)部長(zhǎng)非正式會(huì)議。主席國(guó)馬來(lái)西亞的國(guó)際貿(mào)易與工業(yè)部長(zhǎng)慕斯達(dá)法表示,為了在2015年底成立東盟經(jīng)濟(jì)共同體,廢除69項(xiàng)非關(guān)稅壁壘中的45項(xiàng)一事已有眉目。
與會(huì)部長(zhǎng)3月1日發(fā)表聲明,預(yù)計(jì)2015年地區(qū)經(jīng)濟(jì)增長(zhǎng)率將為5.1%。聲明指出,經(jīng)濟(jì)增長(zhǎng)的支撐因素包括“美國(guó)經(jīng)濟(jì)的強(qiáng)勁復(fù)蘇、歐元區(qū)和日本的經(jīng)濟(jì)刺激政策”以及“原油跌價(jià)帶動(dòng)地區(qū)內(nèi)需”。
緬甸貿(mào)易進(jìn)口額超130億美元
據(jù)緬甸商務(wù)部統(tǒng)計(jì),2014年4月至2015年1月,緬甸貿(mào)易進(jìn)口額135.17億美元,其中項(xiàng)目物資進(jìn)口58.77億美元,原材料46.6億美元,日用品29.8億美元。
據(jù)悉,緬甸進(jìn)口的項(xiàng)目物資主要包括水泥、建筑材料、鋼鐵、交通工具及其零配件等。進(jìn)口原材料主要有小麥、小麥粉、石油制品、工業(yè)用油、皮革、橡膠、紙張等,其中石油制品占比較大。
中國(guó)—馬來(lái)西亞“兩國(guó)雙園”項(xiàng)目實(shí)現(xiàn)海上直通
2月8日,中國(guó)欽州—馬來(lái)西亞關(guān)丹集裝箱國(guó)際班輪航線如期開(kāi)航,航線的開(kāi)通為中國(guó)—馬來(lái)西亞“兩國(guó)雙園”項(xiàng)目搭建了海上直通橋梁。
據(jù)廣西北部灣港務(wù)集團(tuán)介紹,航線由該集團(tuán)旗下北部灣郵輪碼頭公司的“北部灣之星”號(hào)執(zhí)行,計(jì)劃每半月執(zhí)行一個(gè)航次。該直通航線將中國(guó)廣西前往馬來(lái)西亞?wèn)|海岸的貨運(yùn)時(shí)間由20多天縮短至5天,多次中轉(zhuǎn)提升為直達(dá)運(yùn)輸,特別適合如海鮮、時(shí)令水果、文件等準(zhǔn)空運(yùn)貨物的運(yùn)輸。另外,班輪還特別推出費(fèi)用低廉的“拼箱快運(yùn)服務(wù)”,適合小批量貨主,可以滿(mǎn)足貨主不同層次的服務(wù)要求。
咖啡專(zhuān)家:東盟國(guó)家中緬甸咖啡質(zhì)量最好
近日,緬甸咖啡種植協(xié)會(huì)表示,據(jù)包括美國(guó)Win rock International在內(nèi)的200名咖啡專(zhuān)家的評(píng)分結(jié)果顯示,緬甸咖啡獲得85分,成為在東盟國(guó)家中咖啡質(zhì)量最好的國(guó)家。目前,全緬咖啡種植面積約達(dá)63000英畝。
緬甸有機(jī)作物種植協(xié)會(huì)主席表示,目前已有一些外國(guó)公司進(jìn)入緬甸考察,緬甸相關(guān)部門(mén)也已就出口緬產(chǎn)咖啡豆事宜同一家外國(guó)公司簽署了合同。
東盟國(guó)家海關(guān)頻繁退證須關(guān)注
近日,中國(guó)浙江溫州一家企業(yè)申請(qǐng)的東盟產(chǎn)地證被泰國(guó)海關(guān)退回,造成價(jià)值1.77萬(wàn)美元的貨物滯留港口,無(wú)法清關(guān)。退證原因是該批貨物貿(mào)易涉及第三方,但證書(shū)未按要求填寫(xiě)第三方發(fā)票號(hào)碼,也沒(méi)有注明第三方公司名稱(chēng)。
據(jù)悉,2014年,浙江溫州檢驗(yàn)檢疫局收到退回的產(chǎn)地證共計(jì)47份,其中涉及東盟國(guó)家的有46份。東盟退證頻發(fā)的主要原因是印度尼西亞、越南和泰國(guó)等國(guó)海關(guān)加大了對(duì)原產(chǎn)地證書(shū)的核查,核查重點(diǎn)貨物的原產(chǎn)地規(guī)則、品名描述和第三方發(fā)票等。因此,出口企業(yè)須加強(qiáng)對(duì)中國(guó)—東盟自貿(mào)區(qū)原產(chǎn)地規(guī)則及政策的了解,嚴(yán)格按照自貿(mào)區(qū)規(guī)則和簽證要求申領(lǐng)證書(shū),避免不必要的損失。
緬甸2015年擬減免78種商品貿(mào)易稅
緬甸《聲音》周刊2月9日?qǐng)?bào)道,據(jù)緬甸財(cái)政部國(guó)內(nèi)稅務(wù)司透露,2015年緬甸計(jì)劃免征78種商品貿(mào)易稅,比2014年增加17個(gè)條目。其中包括緬甸國(guó)內(nèi)產(chǎn)銷(xiāo)的商品及進(jìn)口商品,主要品種為谷物、大米等農(nóng)副產(chǎn)品及特定部門(mén)使用物資。
緬甸仰光至中國(guó)上海開(kāi)通物流服務(wù)
據(jù)《緬甸環(huán)球新光報(bào)》報(bào)道,丹麥穆勒亞洲航運(yùn)公司將開(kāi)通新的仰光—上海物流服務(wù),希望以此抓住中緬兩國(guó)貿(mào)易快速發(fā)展的機(jī)遇。
據(jù)悉,穆勒亞洲航運(yùn)公司第一批1100英尺集裝箱貨輪已于2015年1月27日離開(kāi)上海,并在2月9日抵達(dá)仰光。穆勒亞洲航運(yùn)公司執(zhí)行總裁表示,新的貨運(yùn)航線的開(kāi)通使上海至仰光的貨運(yùn)航行時(shí)間從18天縮短到13天,而緬甸透明的貿(mào)易政策是吸引其來(lái)緬甸投資的原因。
泰中鐵路合作聯(lián)合工作委員會(huì)已投入工作
泰國(guó)總理、國(guó)家維穩(wěn)委員會(huì)主席巴育在參加電視節(jié)目談及“還民眾以幸?!惫ぷ鲿r(shí)表示,國(guó)家投資建設(shè)與鄰國(guó)連接的復(fù)線鐵路專(zhuān)案即將開(kāi)啟,與本地區(qū)國(guó)家的交通連接可提升泰國(guó)作為東盟中心的地位。
與中國(guó)政府的合作開(kāi)發(fā)專(zhuān)案,目前雙方的聯(lián)合工作委員會(huì)已經(jīng)投入工作,估計(jì)今年內(nèi)可動(dòng)工,計(jì)劃在2018年建成投入運(yùn)行。而與日本政府合作的建設(shè)專(zhuān)案,目前正聯(lián)合進(jìn)行鐵路線建設(shè)可行性研究、路線設(shè)立合理性研究和共同投資方式等問(wèn)題的討論。
Feb.26, 2015 (Xinhua) -- China announced it would encourage private investment in the elderly care service industry to help with its aging population. Investors are encouraged to run elderly care facilities, including nursing homes and recreation centers, according to a document issued by the Ministry of Civil Affairs, together with nine other government departments. It said that private investors could cooperate with the government to build and develop facilities. The government will also increase investment in this sector. More than 50 percent of welfare funds collected through lottery sales should be channeled to elderly care and no less than 30 percent should be used to support private-owned services, according to the document.
Feb.10, 2015 (China Daily) -- On Jan 19, the draft of China's Foreign Investment Law was released for a public comment period that runs until Feb 17. One of the most signifi cant changes in the draft legislation is the adoption of a de facto review of the variable interest entity, or VIE, structure of corporate ownership. This is a workaround structure that is used by foreign and Chinese investors in many industries where foreign direct investment is restricted or prohibited in China. Under a VIE structure, a Chinese entity holding all the necessary licenses to operate a business in a restricted or prohibited industry is de facto controlled by a wholly foreign owned enterprise through contractual arrangements. The profi ts of the domestic entity fl ow back to the controlling WFOE or joint venture. This arrangement enables foreign investors to engage in Chinese industries that they would otherwise be excluded from by law.
Feb.17, 2015 (China Daily) -- The long-anticipated detailed rules for capital-account transactions, which will allow companies operating in the China (Shanghai) Pilot Free Trade Zone to borrow abroad under a simpler regulatory regime, have been released. The new process may help FTZ-registered companies cut their financing costs in half. The rules will allow FTZ-registered enterprises that borrow abroad to choose the length and currency of the loan. FTZ-registered enterprises that seek fi nancing overseas will be monitored by the PBOC during and after the financing process, but they will no longer need to seek prior approval. "The new rules will benefi t enterprises when doing foreign trade and overseas mergers," said Zhang Xin, deputy head of the Shanghai Head Office of the People's Bank of China.
Feb.10, 2015 (China Daily) -- China is expected to take a signifi cant step in its capital market reform after the market regulator decided to relinquish control over new listings and transfer them to the Shanghai and Shenzhen bourses. Sources close to the China Securities Regulatory Commission said that the change is expected to come into effect from June 1. After that, all IPO applications will be vetted by the stock exchanges, while the CSRC's public offering review committee will be disbanded. The move has been widely anticipated by investment bankers, stockbrokers and securities analysts since the CSRC initiated discussions early last year on its intention to abandon the principle of approval in favor of one that emphasizes voluntary disclosure by the management of enterprises that are seeking to raise capital in the stock market through new listings.
Feb.2, 2015 (Xinhua) -- Chinese leaders sketched out priorities for the "Belt and Road" initiatives, highlighting transport infrastructure building, investment and trade facilitation, fi nancial cooperation and cultural exchange. The Silk Road Economic Belt is slated to be established along the ancient Silk Road trade route, while the 21st Century Maritime Silk Road will run through the country's south to Southeast Asia. China will join hands with countries along the Belt and Road to build a community of common interests, common responsibilities and a shared future, featuring political mutual trust, economic integration and cultural inclusiveness. Under the initiatives, more highways, railways and air routes will be built and Chinese regions will further integrate resources, policies and markets to connect with the outside world.
Feb.7, 2015 (China Daily) -- China plans to draw up a guideline to help its equipment makers, particularly railway and nuclear companies, to expand exports, the country's top economic planning body said. Formulation of the guideline has just begun, and it will include supportive fi nancial policies to promote exports of Chinese-made equipment. The development was announced by Wang Xiaotao, vice-minister of the National Development and Reform Commission, at a news conference. "There is global enthusiasm for infrastructure projects, and railway construction has become an important measure for many countries to promote growth, both in developing and developed nations," Wang said. "This provides a key opportunity for China's railway fi rms to go global."
Feb.13, 2015 (China Daily) -- China's measures to offer subsidies to manufacturers in certain industries is in conformity with WTO rules and will help the country ship more quality products to the world market, the Ministry of Commerce said. The comment came after the Office of the United States Trade Representative challenged China at the WTO, claiming that the Chinese government offers subsidies for the exports of seven industries through "demonstration bases" that receive free or discounted services from suppliers. Given current global economic conditions, building model manufacturing bases and public service platforms to off er subsidies to cash-starved domestic companies is a practical way for them to seek and gain new market growth points, as well as improving the technical content and environmental protection standards of their products, the ministry said in a statement.
Feb.12, 2015 (Xinhua) -- China launched a parallel import scheme for cars, a move expected to help bring down prices of luxury cars. Chinese consumers normally buy cars from dealers authorized by auto makers. The prices of imported cars are often much higher in China than in other countries. Cars sold under the parallel import scheme will be at least 10 percent cheaper than those in 4S shops, according to auto dealers. A comprehensive maintenance center will be built near the Shanghai FTZ to provide after-sales service for cars sold through the parallel import scheme. The Shanghai Commission of Commerce and the Shanghai FTZ Administrative Committee jointly issued a circular of the parallel import scheme, which listed requirements for companies wishing to join the program.
