        Regional Studies and the Cultural Rise Strategy of the“One Belt and One Road”Developmental Concept〔* 〕

        Ⅰ.Background

        Human social economic activities always occur in certain space,which have constituted an organic space network according to their relative location,the process of gathering and diffusion and scale organization,thus constituting the space organization of regional social economic organization.Chinese culture and cultural“regional diversity”have led to the regional trade of merchant system,which is the major reason of China’s steeping out of the regional narration mode dominated by“the change of dynasty”.It is unrealistic to“regulate”or“unify”the development of various countries by one standard or mode in the current world.China should insist on its own development mode,unswervingly construct socialism with Chinese characteristics,realize the Chinese dream of cultural renaissance and adopt the cultural rise policy of regional development.

        Since the Marco Polo age of the 13th century,the western world has tried to involve China into its ideological and material system.Therefore,the western world has come up with a series of opinions,theoretical framework and concept model to interpret the complexity of Chinese history and civilization.It is a new academic system that we need badly to study the research results of under developed countries by means of Chinese discourse.At present,there are various voices in the global economic discourse.China,as a new emerging economy,has become the foundation of world manufacturing.Therefore,when it comes to the problem of how to enter world economy,there are many new titles.Obviously,the linguistic insight acts more like the guidance of the significance of life than real time for all development theories,which answers the philosophical question of post-development in terms of laying a solid foundation for a new type society and development.

        Obviously,Chinese discourse boasts profound wisdom basis,and researches are in bad need of statistic basis against the broad backdrop.Is the“One Belt and One Road”a proposition of“promotion”or“pattern”?The former involves the problem of development mode and the choice of path,while the latter the adjustment and integration of policy.According to current researchers,both“promotion”and“pattern”belong to the overall strategy of“One Belt and One Road”.The requirement of various countries and China’s manufacturing and supply are restricted by the overall economic system.However,“One Belt and One Road”is more than a problem of the relation between supply and demand,and instead,it is the propelling of the overall economic system.That is to say,regional strategy needs to solve two problems:first,which regions can lead the competitive edge of China in globalization;second,how to bridge the development gap between regions in China.The problem is that the propelling of overall economy is based on an unbalanced normal state.As an economy of peaceful development,the basic proposition is obviously normal social system.Showing respect for the cultures of the countries of“One Belt and One Road”is in line with the foreign policy and the development of national relation since the liberation of China.

        Therefore,we can clearly understand that the“solid cultural foundation”is the“basis”of“One Belt and One Road”.“One Belt and One Road”is a basic system.As an oriental society,it is our core cultural proposition of the research on“One Belt and One Road”to form an economic society when the western world enters the integrated economic zone.On the other hand,the ancient oriental philosophy faces a popular interpretation of society.“One Belt and One Road”,which is suitable for the mass age,has become an important spiritual and material demand of people.Researches on economies and a series of relevant questions have become more and more important and caught the attention of the academic world.The research on economies are still in the preliminary period,and there is no consensus among the basic concepts and discourse of discipline construction and development,which not only hinders the further development of the research on“One Belt and One Road”,but also influences the economic function and value orientation of economic subjects.Therefore,based on the foundation of Chinese culture,the core value of development has turned to the study of community,and“One Belt and One Road”is trying to find out the new path of common value.

        Ⅱ.“One Belt and One Road”studies:theoretical framework and conceptual model

        1.Regional integration is the fundamental existing mode for human beings

        Regional system incudes group organization,social organization,industrial system and production mode.The basis of the proposition of“One Belt and One Road”is pointed to the core value of all nations.We are faced with a tough transformation of traditional ideology.We are under the pressure of economy,military,diplomacy and security because we are a huge national,economic and cultural system.China is a great nation with outstanding wisdom and a carrier of the hope of developing philosophy based on the basic understanding of heaven,earth and human.We need to be confident about the huge development system of our country and the brave Chinese people.The development of China is still in the basic stage of being integrated into the world,and the integration mode of China into basic environment has gained increasing cultural identity.The basic question of China is to seek“steady increase and organizational adjustment”.

        What is the philosophical implication of“steady increase and organizational adjustment”?Regional integration,as a modern social phenomenon of human,is a style of human social life.Regional activities of human social life belongs to the scope of social communication,which is due to the fact that economic activities are real social life and activities and that activities themselves are spiritual experience and enjoyment,a most basic survival mode of human in the environment.

        2.Regional development is the discourse reconstruction of the social development union

        At present,Asian countries have realized the value of restoring traditional regional culture,refused to be continuously influenced by other powers and pursued a regional development discourse that has transcended the traditional development discourse of war and peace.A series of measures adopted by China is building a cultural development mode of“One Belt and One Road”.It should be pointed out that as a result of media intervention,the data used in the research on“One Belt and One Road”are likely to be limited.The future research can be conducted from the perspective of increasing the choices of academic media so as to provide a more accurate reflection of the research on the regional organizational system and economic cultural unity of oriental countries,which will be beneficial to the formation of“One Belt and One Road”,the communication of cross-disciplinary academic thinking and the spread of knowledge.

        The early development mode of China focused on the research on the mutual communication of regional culture,thus giving rise to a folk normal form of“regionalism”.Regionalism is not a regional problem,but a regional social phenomenon that transcends research field.On one hand,regionalism can be understood as the reflection,response or acceptance of cultural perspective and the assimilation and digestion of Chinese knowledge.Therefore,only sensible people know that all things are interlinked,based on which the social view of regional development and the aim of building a friendly society have been raised.

        3.Regional rise depends on the resources integration and cultural fusion

        People’s livelihood and society are an interactive association.The strategy of“One Belt and One Road”should provide a new development opportunity for the world,especially Asian countries.Many scholars interpret the surviving dream by means of folk customs,which has ignored the cultural integration of living world and natural system.With the implementation of the strategy of“One Belt and One Road”,Northeast Asia,Southeast Asia,western China,Central Asia and West Asia will realize the complementation of resources and infrastructure and seek common development.

        As we know,Confucian school is a social public theory based on the society of etiquette and custom.Therefore,Confucian school is an active theory of social development.On the other hand,regional rise is a constant dialogue and understanding of nature.With the change of China’s status and identity,the relation between China and international system has been changing.Major challenges have been presented to foreign policies.Many guidelines and principles adopted by China need to be redefined or adjusted.In fact,as is pointed out in the construction of“One Belt and One Road”,rationality that has not yet been fully recognized still exists in the existent ration,emotion,instinct of human as well as the existent common sense,experience,habits and order.Despite that the research on“One Belt and One Road”,humanity that has been the focus of literature and philosophy and life wisdom witnessed and passed on in our life and family have adopted different angles and have their respective advantages,they also influence each other and are likely to share the same destination.

        “One Belt and One Road”is based on the fact that individuals master the objective universal laws by individual rationality and that there is no additive value atta-ched to the law.The value of regional strategy should find the new path for China’s revolution and construction under the theoretical guidance of Marxism.Regional reconstruction is the ideal world reconstruction featuring cross-regional cultural integration.

        Ⅲ.Method and attitude:abandoning reality adaptation and reconstructing regional development

        The theory of“One Belt and One Road”,as a new-type development view,must jump out of the policy propelling of“reality adjustment”and reconstruct a new-type classic of“regional evolution”.There is no doubt that the“adjustment theory”in the broad sense and the“survival theory”in the narrow sense constitute the view of“survival of the fittest”.At present,we have proposed many new development views;however,regional evolution has not yet become a consensus.

        First,the regional thinking of“One Belt and One Road”shows that the regional development of China cannot do without the constant upgrading of China’s subjectivity.History has shown that the promotion of regional subjectivity is the basic condition of the peaceful development of China in the 21st century.

        Second,the strategy of“One Belt and One Road”shows that the standpoint and choice of China should be based on the status of China in the international system,including the national situation of China.

        At last,“One Belt and One Road”has decided that whether China can influence international system is dependent on whether China can adopt proper practical policies according to specific situations,which is manifested as the strategies and polices adopted by China in dealing with its relation with international system.

        In one words,regional development mode puts forward that survival is an ideology of regional identity in this age.In order to occupy a more important status and exert greater influence,China should be confident about its culture and improve the material and spiritual subjectivity of China.
