在西湖申遺成功后不久,聯(lián)合國教科文組織世界遺產(chǎn)中心主任班德林,在旅法華人吳忠的陪同下前來杭州。筆者在黃龍飯店與吳忠喜談西湖申遺的前前后后。
為圓杭州人的申遺夢
杭州西湖的湖山之勝,世人皆知;千百年的人文薈萃,舉世聞名;杭州市政府這些年整治西湖的功績,有目共睹。在西湖申遺中,杭州人包括華僑,十分努力。
旅法華人吳忠是中歐名流協(xié)會(huì)的秘書長。一見面,他就說:“我是西湖申遺團(tuán)隊(duì)的馬前卒,出了微薄之力,做了些不足掛齒的事。”隨后,他向我介紹了中歐名流協(xié)會(huì)。
中歐名流協(xié)會(huì)是在法國前總理拉法蘭的倡議下,2007年3月5日在法國巴黎成立。拉法蘭擔(dān)任中歐名流協(xié)會(huì)名譽(yù)主席,法國執(zhí)政黨人民運(yùn)動(dòng)聯(lián)盟副主席阿蘭·德斯坦姆任主席。協(xié)會(huì)擁有法國國會(huì)議員和參議員以及世界500強(qiáng)企業(yè)負(fù)責(zé)人共40多位成員。作為法國忠興房地產(chǎn)公司董事長的吳忠是這個(gè)協(xié)會(huì)里的唯一華人,并榮幸地?fù)?dān)任秘書長。拉法蘭先生鼓勵(lì)他說:“你要以在法國創(chuàng)業(yè)的吃苦精神把協(xié)會(huì)的工作做好,促進(jìn)中法在經(jīng)濟(jì)、文化等方面的交流與合作?!眳侵疫B連點(diǎn)頭,工作真的十分賣力。協(xié)會(huì)成立之初,他就邀請了杭州市領(lǐng)導(dǎo)訪問法國。同年9月,拉法蘭率領(lǐng)協(xié)會(huì)20多個(gè)成員回訪了杭州。此后,杭州與法國、與歐洲手拉手,更緊密了。
正值西湖申遺,吳忠將杭州人民的事放在心上,自覺地參加了西湖申遺的行列。2009年上半年,吳忠聽說西湖申遺文本已提交聯(lián)合國教科文組織世界遺產(chǎn)理事會(huì),便打電話給杭州市領(lǐng)導(dǎo),主動(dòng)請纓,愿與聯(lián)合國教科文組織世界遺產(chǎn)理事會(huì)溝通。打完電話的當(dāng)晚,他輾轉(zhuǎn)反側(cè),徹夜未眠。他既興奮,又擔(dān)心:能為家鄉(xiāng)人民做事是他最開心的事,尤其是為圓杭州人的申遺夢,哪怕豁出身家性命也值得;然而能否為家鄉(xiāng)人民完成好這艱巨的任務(wù),確有幾分擔(dān)憂。躺在床上,他終于理出了工作思路:東西方文化有差異,東西方人思維方式有差異,要說服世界遺產(chǎn)理事會(huì)的西方專家,讓他們認(rèn)同西湖文化,必須靠西方人!于是,第二天,吳忠就去游說法國政要,先找法國前總理拉法蘭,后又找前總統(tǒng)希拉克,向他們介紹西湖的歷史和文化,懇請他們幫助宣傳自己家鄉(xiāng)的西湖。兩位法國前領(lǐng)導(dǎo)人分別致信聯(lián)合國教科文組織,信中寫了西湖申遺的事。這一來,吳忠更有勁了,又去找法國執(zhí)政黨人民運(yùn)動(dòng)聯(lián)盟副主席阿蘭·德斯坦姆,請這位副主席介紹認(rèn)識聯(lián)合國教科文組織世遺中心主任班德林,邀請他到杭州實(shí)地考察西湖。吳忠一趟又一趟,鍥而不舍,苦口婆心,終于說動(dòng)了班德林,使班德林作出了考察西湖的決定。
2009年9月29日,吳忠和阿蘭·德斯坦姆陪同班德林遠(yuǎn)涉重洋來到杭州,實(shí)地考察西湖的歷史文化。秋雨綿綿,他們撐傘來到了錢塘門遺址。在一棵古樹下,吳忠向貴賓介紹:這里是杭州十個(gè)古城門之一,城墻腳下的古磚還在。接著,他陪貴賓看了新近發(fā)現(xiàn)的城墻古磚。貴賓默默看著露出的墻腳,贊嘆杭州歷史的悠久。隨后吳忠又陪著兩位貴賓來到靈隱,在那尊著名的彌勒石佛前合影。吳忠吟起了“大肚能容天下難容之事”的聯(lián)句,使貴賓笑聲不斷。觀看飛來峰的石像時(shí),吳忠告訴貴賓這些石像已有1000多年的歷史,十分有價(jià)值,應(yīng)該好好保護(hù)。來到六和塔,臨窗眺望浩浩蕩蕩的錢塘江,這使貴賓襟懷為之開闊,心情為之振奮。吳忠又介紹了“六和”的出典,使貴賓深感西湖文化的厚重。考察西湖景觀后,班德林對西湖文化有了了解和認(rèn)知。班德林在與杭州市領(lǐng)導(dǎo)的見面會(huì)上說,西湖作為具有獨(dú)特性和唯一性的文化景觀遺產(chǎn),沒有人會(huì)懷疑她的價(jià)值,世界遺產(chǎn)專家會(huì)全面綜合地對西湖進(jìn)行考察評估和比較研究。由此,班德林對西湖申遺提出了三方面的具體意見和應(yīng)具備的三方面能力。他還針對2010年世遺理事會(huì)將派專家對西湖進(jìn)行實(shí)地考察,給予了具體指導(dǎo),并明確表示,他回巴黎后會(huì)仔細(xì)閱讀西湖申遺文本,努力為完善文本提出最好的建議,并向世界古跡遺址理事會(huì)這一獨(dú)立評估機(jī)構(gòu)作最好詮釋。從此,西湖申遺從艱難起步走入了陽光地帶。
杭州代表團(tuán)見證最激動(dòng)的時(shí)刻
吳忠陪同班德林回到巴黎后,無心顧及自己公司堆積如山的事務(wù),日夜?fàn)繏熘骱赀z文本的審查。洋洋灑灑1000多頁的審議文本要仔細(xì)閱讀是要花費(fèi)很多功夫的,吳忠常與班德林聯(lián)系,了解具體的修改意見。杭州對西湖申報(bào)文本進(jìn)行修改完善,如期提交完整的文本和相關(guān)材料。2011年4月22日,西湖申遺文本順利通過了世界遺產(chǎn)委員會(huì)的審查,將提交第35屆世界遺產(chǎn)委員會(huì)大會(huì)表決。
吳忠是個(gè)精明人,清醒地認(rèn)識到西湖申遺的成敗,在于最后成員國的投票表決,決不能行百里者半九十,功虧一簣。于是,他一方面與杭州方面聯(lián)系,另一方面馬不停蹄地與阿蘭·德斯坦姆一起聯(lián)系其他成員國的專家,分別向他們宣傳東方文化,詮釋西湖千年文化豐富內(nèi)涵,讓他們了解西湖美景和她所傳承的文化精神。
2011年6月下旬,第35屆世界遺產(chǎn)委員會(huì)大會(huì)召開,陣容整齊的杭州代表團(tuán)提前來到。吳忠自然成了杭州代表團(tuán)的編外成員,與代表團(tuán)成員日夜泡在一起。按照大會(huì)的議程,西湖申遺審議表決排在同類項(xiàng)目第16個(gè),按照規(guī)定的時(shí)間正常審議,也要到巴黎時(shí)間28日左右才輪到西湖申遺項(xiàng)目審議??珊贾荽韴F(tuán)的簽證時(shí)間都在26日前要離開巴黎。杭州代表團(tuán)自然希望能親眼目睹西湖申遺成功的最激動(dòng)人心的場面。為此,杭州代表團(tuán)領(lǐng)導(dǎo)在商討:“希望設(shè)法調(diào)整大會(huì)議程,將西湖申遺審議表決調(diào)整到24日。”吳忠一聽,腦子里“轟”的一聲像炸開了一般:調(diào)整議程絕不是易事,且只有兩天時(shí)間!吳忠雖然心里像裝了十五只吊桶,七上八下的,但為祖國和家鄉(xiāng)做事,可以舍棄一切。他自告奮勇地點(diǎn)點(diǎn)頭:“我盡力而為!”翌日一大早,他就與阿蘭·德斯坦姆一起向世界遺產(chǎn)委員會(huì)的有關(guān)人員作了實(shí)事求是的說明和解釋,獲得了對方的理解,西湖申遺議程提前到24日下午審議。杭州代表團(tuán)夸吳忠是無堅(jiān)不摧的能人。
采訪結(jié)束時(shí),我問吳忠會(huì)為杭州的后申遺時(shí)代做些什么?他嘿嘿一笑說:“我已經(jīng)走上了申遺之路,我將一如既往地協(xié)助杭州進(jìn)行運(yùn)河申遺、良渚申遺?!彼€神秘地告訴我,已征得世界遺產(chǎn)委員會(huì)的同意,2013年的世界遺產(chǎn)委員會(huì)大會(huì)將在杭州召開。屆時(shí)將有100多個(gè)國家的代表和專家,還有新聞界的朋友們來到杭州,這將極大地提高杭州和西湖的國際知名度和影響力。
Wu Zhong Helps West Lake Acquire World Heritage Status

As soon as he learned that Hangzhou had run into difficulties with some world heritage experts in the city’s campaign for obtaining a world heritage status for the historic and scenic West Lake, Wu Zhong made a phone call to the Hangzhou Municipal Government. He offered to canvass for the city’s campaign. It was in the first half of 2009. Wu Zhong is a real estate businessman of Chinese origin in Paris and secretary of Club Europe-China Cooperation, which was founded on March 5, 2007 in Paris for promoting cooperation between Europe and China. Alan Destrem, a prominent French politician, serves as the chairman of the club.
After making the call back to Hangzhou, Wu Zhong was sleepless. He was determined to do something for his hometown and he tried to figure out a solution so that the city’s application could proceed smoothly. Finally, he hit upon an idea. He needed westerners to convince the experts with World Heritage Convention of the significance of the West Lake of Hangzhou. The next day, Wu Zhong visited Jean-Pierre Raffarin and Jacques René Chirac, both distinguished former French state leaders. Wu talked about the history and culture of the West Lake of his hometown and urged the two distinguished French politicians to help Hangzhou apply for the world heritage recognition. The two former French leaders wrote respectively to the UNESCO on the matter of the West Lake. UNESCO began to pay special attention.
Through the arrangements of Alan Destrem, Wu Zhong met with Francesco Bandarin, Director of UNESCO’s World Heritage Center, and invited him to visit the West Lake. Mr. Bandarin declined, for he had never visited any site that was applying for entering the world heritage list for fear that such a visit might interfere with decision-making process. Wu came to see him many times and finally Bandarin decided to make an exception.
On September 29, 2009, Bandarin arrived in Hangzhou along with Alan Destrem and Wu Zhong. His purpose was to tour the West Lake. Wu pointed out and explained the most significant scenic spots and historical sites to the visitors. Bandarin met with the city’s leaders and briefed them on the criteria used by experts to evaluate a world-heritage hopeful. Bandarin advised Hangzhou to concentrate on three aspects and strengthen its application in three fields. He also advised Hangzhou on how to help experts with World Heritage Committee do a better job in the upcoming field study in 2010. He said he would review the West Lake application text, make improvement suggestions and, in the best possible way, explain the West Lake to the committee, the independent decision-maker.
As soon as he was back in Paris, Wu Zhong began studying the application text, which ran up to more than 1,000 pages. Wu kept in constant touch with Bandarin to learn his suggestions and advice. During this period, he also visited Bandarin at regular intervals. In two months, Bandarin formulated a list of suggestions and advice in detail. Hangzhou perfected the documents based on the valuable suggestions and advice. On April 22, 2011, the World Heritage Committee approved the application documents and decided to submit Hangzhou’s application for deliberation at the 35th session of the World Heritage Committee.
Wu Zhong knew that, to win the votes of all the member states, he needed to do more. With Alan Destrem, Wu met with experts of all the sixteen member states and talked more about the beauty of the West Lake.
Hangzhou Delegation came to Paris in late June 2010. Wu Zhong joined the hometown people day and night. However, the delegation ran into a problem. The West Lake was listed 16th on the agenda and deliberation was scheduled to start around June 28th, but the delegation must leave Paris before June 27th because the visa would expire on that day. The delegation wished to witness the historical moment if the West Lake was inscribed on the list. The delegation wondered whether it would be possible to move the West Lake up the agenda so that the session could review and decide on the application earlier than scheduled. The request astonished Wu Zhong, but he thought it worth trying. He moved up and down with the help of Alan Destrem. The World Heritage Committee on June 24, 2011 inscribed the West Lake Cultural Landscape of Hangzhou on UNESCO’s World Heritage List during the 35th session in Paris.
Wu Zhong says he will continue to work with Hangzhou as the city is now thinking about applying for world heritage statuses for the Beijing-Hangzhou Grand Canal and the Liangzhu Cultural Site.
