世界的重慶 世界的長(zhǎng)江
——重慶旅游業(yè)的黃金時(shí)代來(lái)臨

2009年，重慶市人民政府第49次常務(wù)會(huì)審議通過(guò)了《重慶市人民政府關(guān)于認(rèn)真貫徹國(guó)家物流業(yè)調(diào)整和振興規(guī)劃的實(shí)施意見(jiàn)》，“一江兩翼三洋”戰(zhàn)略正式啟動(dòng)。

在2010年全國(guó)旅游工作會(huì)議上，國(guó)家旅游局局長(zhǎng)邵琪偉表示，重慶要緊密結(jié)合改革開(kāi)放先行先試的部署，積極推進(jìn)旅游業(yè)改革創(chuàng)新。

2010年5月，國(guó)務(wù)院批復(fù)設(shè)立重慶兩江新區(qū)，這是繼上海浦東新區(qū)、天津?yàn)I海新區(qū)之后的第三個(gè)國(guó)家級(jí)重點(diǎn)新區(qū)。

這一切，充分體現(xiàn)了中央政府對(duì)于重慶發(fā)展寄予的厚望，也為重慶加速打造內(nèi)陸開(kāi)放高地和國(guó)際化大都市提供了得天獨(dú)厚的機(jī)遇。這些機(jī)遇就如一塊巨大的蛋糕，引得全世界的“美食家”們紛紛將目光聚焦重慶。前美國(guó)國(guó)家安全事務(wù)助理、奧爾布賴(lài)特石橋集團(tuán)董事長(zhǎng)山姆·伯杰和傳奇華裔、美國(guó)維多利亞游輪集團(tuán)公司總裁畢東江就是其中之一。

立足重慶 衢通五洲

“重慶是最有希望、最好的投資城市！”9月5日，前美國(guó)國(guó)家安全事務(wù)助理、奧爾布賴(lài)特石橋集團(tuán)董事長(zhǎng)山姆·伯杰在維多利亞凱珍號(hào)游輪上發(fā)出了這樣的感嘆。

9月4日至6日，山姆·伯杰赴渝拜會(huì)重慶市的主要領(lǐng)導(dǎo)，了解重慶社會(huì)經(jīng)濟(jì)發(fā)展現(xiàn)狀及前景，同行的還有美國(guó)維多利亞游輪集團(tuán)公司總裁畢東江。他們希望通過(guò)此次考察打造一個(gè)結(jié)合重慶三峽旅游和長(zhǎng)江豪華游輪一站式服務(wù)的世界級(jí)觀光及商務(wù)旅游目的地，同時(shí)借“一江兩翼三洋”戰(zhàn)略、兩江新區(qū)等多種優(yōu)勢(shì)集中于重慶之機(jī)，發(fā)展一條全新的旅游產(chǎn)業(yè)鏈。

改革發(fā)展中的重慶將為中國(guó)西部大開(kāi)發(fā)，區(qū)域協(xié)調(diào)發(fā)展，國(guó)內(nèi)消費(fèi)市場(chǎng)培育，產(chǎn)業(yè)轉(zhuǎn)型，生態(tài)安全，民生改善等一系列國(guó)家戰(zhàn)略的實(shí)施提供一個(gè)示范性的窗口，也因此吸引著越來(lái)越多國(guó)際投資者的關(guān)注。但與此同時(shí)，這也對(duì)重慶的各項(xiàng)投資環(huán)境提出了更高的建設(shè)要求。

目前，重慶全市上下正在努力推動(dòng)“五個(gè)重慶”的發(fā)展，并適時(shí)啟動(dòng)了塑造全國(guó)最宜居城市，建設(shè)重慶國(guó)際旅游目的地和發(fā)展長(zhǎng)江三峽國(guó)際黃金旅游帶等一系列建設(shè)目標(biāo)，這都將極大程度地提升重慶的投資環(huán)境和人文形象。除此之外，為了打破內(nèi)陸城市與國(guó)內(nèi)沿海經(jīng)濟(jì)區(qū)和海外市場(chǎng)的地理隔閡，重慶也提出了“一江兩翼三洋”的戰(zhàn)略發(fā)展思路，直接瞄準(zhǔn)大西洋，太平洋和印度洋，建設(shè)一個(gè)衢通五洲、鏈接世界的國(guó)際貿(mào)易和國(guó)際物流通道網(wǎng)絡(luò)。

豪華游輪領(lǐng)銜黃金三峽游

重慶國(guó)際化建設(shè)的宏偉目標(biāo)無(wú)疑將極大促進(jìn)重慶旅游業(yè)的進(jìn)一步發(fā)展。長(zhǎng)期以來(lái)，旅游業(yè)一直是西部大開(kāi)發(fā)尤其是重慶市的戰(zhàn)略支柱產(chǎn)業(yè)。2009年在金融海嘯沖擊之下，重慶全年共接待海內(nèi)外游客1.23億人次，同比增長(zhǎng)21.88%， 實(shí)現(xiàn)旅游總收入703.23億元，增長(zhǎng)25.23%， 占全市GDP的10.8%。然而，目前隨著重慶在全國(guó)和國(guó)際市場(chǎng)戰(zhàn)略地位的再次提升，以及全市發(fā)展規(guī)劃的新一輪布局，旅游業(yè)更應(yīng)成為重慶經(jīng)濟(jì)社會(huì)發(fā)展的重要增長(zhǎng)級(jí)和新的亮點(diǎn)。

縱觀全球，游輪觀光己成為世界許多著名商業(yè)和金融巾心的城市名片，例如香港、紐約、倫敦、布達(dá)佩斯、開(kāi)羅、阿姆斯特丹、溫哥華、迪拜等。但是同許多旅游大國(guó)不同，中國(guó)的大部分地區(qū)均缺乏開(kāi)展海洋游輪或內(nèi)河游輪服務(wù)的適合水系，唯獨(dú)長(zhǎng)江沿岸，以其獨(dú)特的瑰麗景色、人文風(fēng)情加上全球獨(dú)一無(wú)二的三峽庫(kù)區(qū)水景，完全能同許多世界級(jí)著名水上觀光目的地媲美一如萊茵河、多瑙河等，因而完全具備了打造中國(guó)游輪旅游黃金河道的條件。根據(jù)有關(guān)統(tǒng)計(jì)，每年入境中國(guó)的海外游客中，80%的人都進(jìn)行了三峽游覽，三峽旅游線(xiàn)游客接待數(shù)量也預(yù)計(jì)在2015年左右達(dá)到200萬(wàn)人次。

為使三峽游提檔升級(jí)，豪華游輪的引入勢(shì)在必行。“我想長(zhǎng)江三峽以后就是高端游輪，3000元以上才能游三峽。”在2010年首屆長(zhǎng)江三峽國(guó)際旅游節(jié)期間，重慶市副市長(zhǎng)譚棲偉表示，目前運(yùn)行于長(zhǎng)江流域的許多游輪其實(shí)就是一種交通工具，其旅游功能不完善，配套設(shè)施落后陳舊，甚至有些游輪打出了兩三百元游三峽的旗號(hào)，“這無(wú)異于自己砸自己的牌子！”

據(jù)了解，目前我市五星級(jí)豪華游輪三峽游的價(jià)格在3000元左右。根據(jù)市政府的計(jì)劃，到2012年，我市三峽游的五星級(jí)豪華游輪總數(shù)將由現(xiàn)在的12艘增至30艘，提供的床位將達(dá)到一萬(wàn)個(gè)。為鼓勵(lì)豪華游輪的修建和改造，我市還出臺(tái)政策，給予修建和改造方銀行貸款貼息補(bǔ)助，去年全年的貸款貼息達(dá)到了540萬(wàn)元。

可以預(yù)見(jiàn)的是，長(zhǎng)江三峽國(guó)際旅游帶和世界級(jí)豪華游輪服務(wù)一旦形成，必將成為重慶寶貴的旅游文化資產(chǎn)，并進(jìn)一步帶動(dòng)長(zhǎng)江黃金水道的建設(shè)，最終形成重慶、上海和太平洋之間東西聯(lián)動(dòng)的國(guó)際旅游、貿(mào)易與物流通道。

蒙蒙小雨，江風(fēng)拂著江面，重慶不僅有“海棠煙雨”這樣的美景，山城的雨卻更有情趣。與艷陽(yáng)高照相比，雨中的重慶更像一副潑墨山水畫(huà)，迷人更清新。9月5日，塞繆爾·伯杰先生一行登上了世界內(nèi)河最長(zhǎng)、最大、最豪華的維多利亞游輪，欣賞兩江的美麗景色。

重慶印象

“每次來(lái)到這里都覺(jué)得重慶在變。25年前的重慶，還有2008年來(lái)時(shí)看到的重慶都不一樣。當(dāng)我坐車(chē)沿著機(jī)場(chǎng)公路，看到新的建筑，新的綠化，就覺(jué)得很興奮，重慶給我的印象太深了?！痹俅蝸?lái)到重慶，伯杰先生仍然掩飾不住心中的興奮。剛到船上坐下，便開(kāi)始與記者侃侃而談。

從前美國(guó)國(guó)家安全事務(wù)助理到現(xiàn)在的奧爾布賴(lài)特石橋集團(tuán)董事長(zhǎng)，政治到經(jīng)濟(jì)身份的轉(zhuǎn)換，伯杰先生的中國(guó)情緣卻一直沒(méi)有斷過(guò)。而重慶兩江新區(qū)的成立更是讓他看到了與中國(guó)，與重慶合作發(fā)展的新的契機(jī)與希望?！皟山聟^(qū)的崛起意味著重慶將發(fā)展成為國(guó)際大都市。這一次，受維多利亞游輪號(hào)創(chuàng)始人畢東江先生的邀請(qǐng)，伯杰先生所在的ASG（ 奧爾布賴(lài)特石橋）集團(tuán)合作成為維多利亞游輪公司的全球商業(yè)發(fā)展戰(zhàn)略顧問(wèn)，將共同帶動(dòng)和提升重慶旅游業(yè)的發(fā)展，伯杰先生的中國(guó)情緣得以再次延續(xù)。

記者：再次來(lái)到重慶，有什么樣的感受？

伯杰：1980年的重慶和現(xiàn)在的重慶是不可同日而語(yǔ)的。這20幾年來(lái)重慶發(fā)生了巨大的變化，就像是白天與黑夜的差別，看著重慶的變化就像是看著一個(gè)襁褓中的嬰兒成長(zhǎng)為一個(gè)大人的過(guò)程，這是讓人激動(dòng)的。

記者：現(xiàn)在許多外媒把重慶比作是“中國(guó)的芝加哥”，你是怎么看的呢？

伯杰：這很貼切。芝加哥是一座漂亮的城市，也有芝加哥河和游輪，人們有不同的背景，而重慶和芝加哥的確有很多相似的地方。

中美關(guān)系從未像今天這樣緊密

作為克林頓時(shí)期的國(guó)家安全事務(wù)助理，伯杰先生對(duì)于美國(guó)在世界上的地位發(fā)揮了重要作用，尤其是在建立與中國(guó)的關(guān)系，冷靜處理亞洲金融危機(jī)等，雖已卸任，這次重慶之行自然會(huì)被問(wèn)到關(guān)于中美關(guān)系的現(xiàn)狀發(fā)展問(wèn)題。

記者：你怎樣看待現(xiàn)在的中美關(guān)系？

伯杰：從1979年開(kāi)始，我就一直致力于中美關(guān)系發(fā)展，現(xiàn)在兩國(guó)的關(guān)系也是越來(lái)越好。我相信，中美關(guān)系是世界上最重要的雙邊關(guān)系之一，兩國(guó)合作一定是一種健康的關(guān)系，否則其他國(guó)家也會(huì)受到影響。

記者：你認(rèn)為“中國(guó)威脅論“存在嗎？

伯杰：即使我在白宮工作的時(shí)候，兩國(guó)關(guān)系也沒(méi)有像今天這樣緊密、健康。政府和人民之間一直有著持續(xù)的對(duì)話(huà)，我相信兩國(guó)關(guān)系的未來(lái)只會(huì)越來(lái)越好。中國(guó)是不會(huì)產(chǎn)生威脅的。一個(gè)強(qiáng)大的中國(guó)只會(huì)對(duì)世界有利，世界也會(huì)從中國(guó)得到巨大的利益，只要中國(guó)在獲取自身利益的時(shí)候是以一種和平的方式。

合作前景 未來(lái)的投資熱土

卸下了政治家的身份，如今的伯杰先生更是一位在商業(yè)行業(yè)頗有建樹(shù)的優(yōu)秀企業(yè)家，此次重慶之行也是為了了解重慶社會(huì)經(jīng)濟(jì)發(fā)展現(xiàn)狀和前景，趁著兩江新區(qū)成立的大好時(shí)機(jī)，為更多美國(guó)企業(yè)來(lái)渝投資投石問(wèn)路，交換經(jīng)驗(yàn)。

記者：以企業(yè)家的眼光來(lái)看，重慶與美國(guó)在經(jīng)貿(mào)方面的合作前景怎樣？還可能在哪些方面有所合作？

伯杰：中國(guó)政府對(duì)兩江新區(qū)的批準(zhǔn)設(shè)立表明重慶成為繼上海浦東新區(qū)、天津?yàn)I海新區(qū)后的第三個(gè)國(guó)家級(jí)新區(qū)，這會(huì)為重慶帶來(lái)更多吸引外資的機(jī)會(huì)。我們（ASG集團(tuán)）是一家全球性商業(yè)戰(zhàn)略顧問(wèn)集團(tuán)，為許多世界500強(qiáng)企業(yè)服務(wù)，這些企業(yè)也包括生產(chǎn)、醫(yī)學(xué)、高科技等不同的領(lǐng)域，他們都對(duì)重慶新一輪的機(jī)會(huì)充滿(mǎn)信心，隨著兩江新區(qū)發(fā)展的逐步展開(kāi)，在外商投資者眼中，重慶會(huì)像上海、香港一樣有更多的機(jī)會(huì)，成為外商投資開(kāi)發(fā)的新的熱土。

坐上維多利亞號(hào)游輪，山城兩江的美景近在眼前，山美，水美，城美，伯杰先生也陶醉其中，盛贊這是“世界上最美的游輪和最美的景色”。閑談之間，他告訴我們?cè)?983年的時(shí)候他也曾坐船游過(guò)兩江，不過(guò)那只是一個(gè)很普通的游船，和現(xiàn)在的游輪完全沒(méi)法比。伯杰先生對(duì)長(zhǎng)江的印象尤為深刻，對(duì)三峽的美景更是贊不絕口。

記者：再次游覽兩江感受有什么不同？

伯杰：這是我坐過(guò)的最美的游船，讓我感覺(jué)更像是一次休假旅游。（笑）

記者：如何看待長(zhǎng)江旅游的發(fā)展?fàn)顩r？

伯杰：游船對(duì)長(zhǎng)江，對(duì)重慶的經(jīng)濟(jì)發(fā)展有很大的幫助和影響。每天有這么多輪船，游客來(lái)往于三峽，兩江，對(duì)重慶旅游業(yè)的發(fā)展功不可沒(méi)。來(lái)自不同國(guó)家和地區(qū)的游客們來(lái)到這里，可以更了解長(zhǎng)江，也會(huì)帶來(lái)更多的投資機(jī)會(huì)，即使沒(méi)有，他們也會(huì)把這里看到的景象，對(duì)長(zhǎng)江的印象帶給他們的家人。

記者：你對(duì)重慶旅游業(yè)有什么建議嗎？

伯杰：我認(rèn)為，在未來(lái)，維多利亞號(hào)游輪還會(huì)有更多文章可以做，比如江海聯(lián)運(yùn)，游客坐海船來(lái)到中國(guó)之后又可以轉(zhuǎn)江船游覽重慶的一些景點(diǎn)，這也為海船旅游增色不少，帶來(lái)不少機(jī)遇，也讓重慶有很好的機(jī)會(huì)走向世界。

這次我們集團(tuán)與維多利亞游輪集團(tuán)公司合作也是為了尋求更多的合作空間，如果能與重慶政府和重慶的企業(yè)共同合作，我相信重慶的旅游業(yè)發(fā)展會(huì)更有前途。未來(lái)的三峽庫(kù)區(qū)，未來(lái)的重慶應(yīng)該整體開(kāi)發(fā)，而不是單打獨(dú)斗，重慶應(yīng)該成為世界的旅游城市，而長(zhǎng)江應(yīng)該是世界的長(zhǎng)江。

The Sino-US relations have never been c loser than today

He was asked abou t the situa tion o f the deve lopm en t o f Sino-US re la tions du ring this trip.

Jou rna list: How do you th ink o f the Sino-US re la tion s?

Be rge r:I have been invo lved in US-China re la tion since 1970, when I was wo rking in the sta tes in 1979; I've been fo llow ing and wo rking on the re la tionship fo r 30 yea rs. I be lieve US-China re la tionship is the m ost im po rtan t re la tionship in the wo rld; I think wha t we do ind ividua lly and toge the r w ill shape the en tire wo rld. Coope ra tion be tween the two coun tries m ust be a good re la tionship, o r o the r coun tries w ill a lso be a ffec ted.

Jou rna list: Do you th ink tha t “Ch ina th rea t theo ry” ex ists?

Be rge r:I think US China re la tions have neve r been stronge r than today, ou r Presiden ts speak to each o the r frequen tly; the re a re m o re con tac ts be tween peop le and gove rnm en ts. Abou t rising o f China th rea tening to the West and US, I don't think so. I think strong China is good fo r the wo rld, we bene fit from strong China as long as it pe rsist peace fu l co rpo ra tion w ith o the rs.

Broad Prospects The fu tu re investm en t ho t ground

Be rge r:I think the new Two Rive r econom ic zone which w ill m ake this the third econom ic zone in the coun try. The re wou ld be a lo t o f fo reign com pan ies tha t wan t to loca te he re in Chognq ing. My com pany as business ad vise r w ill wo rk w ith m any com panies, m anu fac tu re com p anies, high techno logy com panies, hea lth ca re com panies and o the r sec to rs. We beg in to see Chongq ing as a c ity like Shangha i and Hong Kong a g rea t p lace to a ttrac t fo reign investm en t. I think the re w ill be m o re fo re ign investm en t com ing to Chongq ing.
