以色列看好重慶發(fā)展?jié)摿?br/>——專訪以色列駐華大使安泰毅

“百聞不如一見，到以色列來吧！”這是以色列大使安泰毅先生向重慶市民發(fā)出的邀請，一句中國古語從一位年過六旬的以色列人口中說出，的確讓記者吃了一驚。受四川外語學(xué)院國際關(guān)系學(xué)院和中以猶太研究所邀請，10月11日，以色列駐華大使安泰毅先生以及駐華大使館新聞與公關(guān)主任柯楷儀一行來到重慶，訪問四川外語學(xué)院。

在川外的咖啡廳里，安泰毅大使一副和藹的面容，帶著微笑坐下，向本刊記者深情地闡述著他對中國人民的友好感情；侃侃而談中以經(jīng)濟(jì)文化技術(shù)交流，與重慶的大學(xué)之間的合作。

這已經(jīng)是安泰毅大使第三次來到重慶，對這座城市自然有一種親切感。“在過去的三年里，我游覽了中國的許多地方，看到了中國的發(fā)展，我可能比一些中國人去過的城市還要多”，言談之間，安泰毅大使不禁流露出一種自豪之情。同時(shí)，他也告訴我們，此次來到川外主要是加強(qiáng)以色列與重慶的學(xué)校之間的紐帶，“中國有許多大學(xué)生都對以色列大學(xué)有很大的興趣，我們有很好的高科技技術(shù)專業(yè)。在重慶，我們看到這些大學(xué)的發(fā)展可能性，我們很高興可以將我們的好的，優(yōu)秀的知識技術(shù)傳播出去。”

以色列愿意為重慶的經(jīng)濟(jì)發(fā)展做出貢獻(xiàn)

記者：對重慶這座城市的印象是怎樣的？

安泰毅：我來自一個(gè)小國家，而重慶是一座大城市，我是抱著一種尊敬的心態(tài)來這里的。重慶正在發(fā)展，工業(yè)、通訊、交通等發(fā)展越來越快，以色列也有很多很好的資源，我們希望可以在雙方之間尋求更多的合作機(jī)會(huì)。

舉個(gè)例子，中國的水資源比較貧乏，而以色列在對水的循環(huán)利用上有很強(qiáng)的技術(shù)優(yōu)勢，如海水脫鹽技術(shù)等，在我們國家有75%的水都會(huì)被再利用。我們將先進(jìn)的滴灌技術(shù)帶到了中國的西部，希望幫助這里的農(nóng)民節(jié)約50%的灌溉用水。

在農(nóng)業(yè)方面我們也可以分享一些高新的技術(shù)。像種子培育。我們會(huì)在植物的根部放上一個(gè)感應(yīng)器，它會(huì)搜集這顆種子的相關(guān)數(shù)據(jù)，水和化肥的用量等，它會(huì)將精確的數(shù)據(jù)通過電腦傳遞給人們，這樣也會(huì)保證水的合理用量。雖然以色列人口只有重慶的1/4，國土的一半是沙漠，沒有什么自然資源，但以色列人與中國人民一樣擁有取得成功的決心和勇氣，現(xiàn)在我們都是世界上最發(fā)達(dá)的經(jīng)濟(jì)體之一。如今重慶的農(nóng)村城市化進(jìn)程正在加快，這對重慶的農(nóng)業(yè)來說是一個(gè)大的挑戰(zhàn)，城市建設(shè)及交通方面都會(huì)產(chǎn)生壓力。以色列在各個(gè)方面具備綜合的優(yōu)勢，我們愿意為重慶的經(jīng)濟(jì)發(fā)展作出貢獻(xiàn)。

教育合作 學(xué)生是最好的溝通平臺

記者：此次受邀來到四川外語學(xué)院，川外是一所辦校歷史悠久的大學(xué)，這次參觀這所校園有什么感覺？你認(rèn)為一所以傳授語言為主的外語學(xué)院對兩個(gè)國家，兩種文化的交流有什么意義？

安泰毅：這是我第一次來川外，非常激動(dòng)。你知道嗎，四川外語學(xué)院的簡稱“SISU”在希伯來語里的意思是“高興”的意思，來到這個(gè)名為‘高興’的地方，我也非常非常開心。我來中國已經(jīng)有3年時(shí)間，每到一個(gè)地方，都喜歡和同學(xué)們對話，因?yàn)槲艺J(rèn)為學(xué)生是這個(gè)國家的未來，我希望通過學(xué)生這個(gè)平臺讓中國學(xué)生更多的了解以色列，彼此交流學(xué)習(xí)，重慶是一個(gè)重要的城市，我們希望雙方之間有更多的學(xué)校進(jìn)行交流。

作為一個(gè)語言性的學(xué)校，交流是最重要的。前不久我們在以色列觀看了一場非常漂亮的中國國慶表演，展示了非常古老的近2000多年前的中國文化，讓我們印象深刻。我們也在北京播出了一系列的關(guān)于以色列的節(jié)目、展覽等，這都讓我們更加了解彼此的文化。

四川外語學(xué)院是一所學(xué)習(xí)外語的大學(xué)，相對于其他人群而言，學(xué)生更容易接受異國語言，接受異國的文化，這也是增進(jìn)雙方交流和了解的最好方式。

記者：如今去以色列的中國留學(xué)生和在中國留學(xué)的以色列學(xué)生的情況是怎樣的？

安泰毅：中國人到以色列留學(xué)的并不多，主要原因是語言障礙，以色列許多大學(xué)使用希伯來語，但以色列正在試圖改變。

在以色列，連小學(xué)都開設(shè)了中文課。10年前就有一些以色列學(xué)校在教授中文課?，F(xiàn)在，越來越多的學(xué)校都設(shè)有中文課程。在大學(xué)里，學(xué)生們對中文課有很強(qiáng)的需求，希望開設(shè)中文課程。他們希望更多地了解中國，他們知道中國正在成為全世界最重要的國家之一。他們希望了解更多的中國文化和當(dāng)代中國的現(xiàn)代化生活。所以，在以色列學(xué)校里，中文課非常受歡迎。以色列最好的巴依蘭大學(xué)剛開設(shè)了中文系，準(zhǔn)備和四川外語學(xué)院互派老師和留學(xué)生。

來中國學(xué)習(xí)的以色列留學(xué)生增長速度非?？臁Ｋ麄儊淼街袊拇髮W(xué)里學(xué)習(xí)中文，了解中國，在以色列有很多很好的中文教師和教授。這些留學(xué)生來中國大多是為了學(xué)習(xí)中文，同時(shí)更深的了解中國。

以色列很舍得為留學(xué)生花大價(jià)錢，去年我們在北京的學(xué)校選了8名留學(xué)生，其中4名有全額獎(jiǎng)學(xué)金，學(xué)費(fèi)和生活費(fèi)全免，另4名則免交學(xué)費(fèi)。今年我們計(jì)劃增加留學(xué)生的數(shù)量。中國學(xué)生過去后，可以學(xué)習(xí)比較先進(jìn)的醫(yī)學(xué)等專業(yè)。我們希望更多的以色列學(xué)生來中國學(xué)習(xí)，光是在以色列學(xué)習(xí)中文是不夠的，他們還需要去親身經(jīng)歷這個(gè)國家的一切，而我們也希望更多的中國的學(xué)生到以色列去體驗(yàn)?zāi)抢锏纳睢?/p>

看好重慶 共創(chuàng)良好的投資環(huán)境

記者：是否考慮與重慶的大學(xué)有更多的教育合作，將更多的重慶留學(xué)生帶到以色列？

安泰毅：當(dāng)然，我們接受重慶的大學(xué)的想法，同時(shí)會(huì)將這個(gè)信息向以色列的大學(xué)傳遞并推薦，加強(qiáng)雙方學(xué)校之間的聯(lián)系，因?yàn)槲覀兛吹竭@其中的重要性。我們與川外已經(jīng)有了聯(lián)接，也會(huì)向他們強(qiáng)烈推薦與像川外這樣優(yōu)秀的院校合作的。

記者：中國與以色列的交往歷史悠久，但與重慶的交往還不多，大使未來將如何加強(qiáng)雙方之間的合作交流？

安泰毅：以色列是一個(gè)能力很強(qiáng)的國家，來到中國，和中國進(jìn)行相關(guān)合作交流，我們也會(huì)先確定自己的優(yōu)先權(quán)。我們在很早以前就很看好重慶，它的發(fā)展?jié)摿κ菬o窮的，這也要看重慶方面的意愿。我們設(shè)定了目標(biāo)，但是離實(shí)現(xiàn)這一目標(biāo)還需要花很多時(shí)間去施行。

記者：目前，已經(jīng)有國際化的IT企業(yè)進(jìn)駐重慶，市長黃奇帆也表示到2015年高科技產(chǎn)業(yè)將成為重慶的支柱產(chǎn)業(yè)，產(chǎn)能達(dá)萬億。以色列是一個(gè)以科技立國的國家，高科技產(chǎn)業(yè)發(fā)展非常成熟，大使是否會(huì)考慮將以色列的高科技企業(yè)介紹到重慶？

安泰毅：以色列目前和中國合作較緊密的項(xiàng)目主要有農(nóng)業(yè)和建筑業(yè)，另外還有水利工程和IT行業(yè)等等。我印象最深的還是中國的建筑。目前，以色列的許多大項(xiàng)目都是由中國人在做，其中有不少商機(jī)。以色列是一個(gè)很小但是很有名的國家，我們也有很強(qiáng)的投資能力，很多以色列公司都希望在重慶找到好的投資入口，當(dāng)然這也要取決于重慶方面的看法，我們對這座城市的發(fā)展建設(shè)有很多的建議，愿意與重慶一起創(chuàng)造一個(gè)友好及良好的投資環(huán)境。
