國以農(nóng)為本，農(nóng)以種為先。種質(zhì)資源被譽(yù)為“農(nóng)業(yè)芯片”，是農(nóng)業(yè)生產(chǎn)的關(guān)鍵要素，是保障國家糧食安全的基石，更是現(xiàn)代農(nóng)業(yè)發(fā)展的“生命源”。

近年來，濟(jì)南市認(rèn)真貫徹落實(shí)習(xí)近平總書記“必須把民族種業(yè)搞上去”的重要指示要求，堅(jiān)持政府引導(dǎo)、市場主導(dǎo)、企業(yè)主體、平臺支撐，以種業(yè)強(qiáng)“芯”賦能鄉(xiāng)村產(chǎn)業(yè)振興。2023年全市種業(yè)及衍生產(chǎn)業(yè)產(chǎn)值達(dá)到125億元，農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率達(dá)到69.5%，良種覆蓋率98%以上。

錨定一個(gè)目標(biāo)，聚力打造中國北方種業(yè)之都

中共濟(jì)南市委、市政府提出打造中國北方種業(yè)之都建設(shè)計(jì)劃，匯聚各方資源力量，推動種業(yè)創(chuàng)新發(fā)展。

建立高位推進(jìn)體系。中共濟(jì)南市委、市政府主要負(fù)責(zé)同志帶頭研究謀劃種業(yè)振興工作，成立由發(fā)改、科技、自規(guī)、農(nóng)業(yè)農(nóng)村等10余個(gè)部門單位組成的工作專班，狠抓整體推進(jìn)、督促落實(shí)，積極推動省市一體化發(fā)展。

完善政策保障體系。在全省率先出臺行動方案和“種業(yè)11條”專項(xiàng)扶持措施，圍繞種業(yè)科技創(chuàng)新、企業(yè)引育等送出“政策包”。加快研究制定種業(yè)扶持措施“2024版”，促進(jìn)政策舉措再優(yōu)化。

強(qiáng)化要素保障體系。先后引進(jìn)由3名院士領(lǐng)銜的頂尖專家團(tuán)隊(duì)，組建15支科創(chuàng)隊(duì)伍，建立“首席專家+崗位專家+科創(chuàng)中心”運(yùn)作體系。精準(zhǔn)梳理用地需求1700余畝，優(yōu)先解決研發(fā)型企業(yè)、科研機(jī)構(gòu)等用地難題。每年整合不低于1億元資金支持種業(yè)振興，籌建總規(guī)模2.6億元的種業(yè)發(fā)展基金。

突出兩大核心，聚力構(gòu)建現(xiàn)代種業(yè)雁陣集群

融合全鏈條發(fā)展要素，重點(diǎn)建設(shè)濟(jì)南新舊動能轉(zhuǎn)換起步區(qū)、鋼城區(qū)兩大種業(yè)核心集聚區(qū)，打造現(xiàn)代種業(yè)發(fā)展高地。

繪制種業(yè)振興“規(guī)劃圖”。在起步區(qū)布局建設(shè)百畝科創(chuàng)港、千畝農(nóng)創(chuàng)城和萬畝示范區(qū)，初步形成北方種業(yè)之都總部基地；在鋼城區(qū)投資21億元建設(shè)山東未來畜禽種業(yè)產(chǎn)業(yè)園，構(gòu)建“種質(zhì)資源+集成創(chuàng)新+中試研發(fā)+產(chǎn)業(yè)培育”的產(chǎn)業(yè)鏈生態(tài)圈。

打造集群發(fā)展“強(qiáng)引擎”。持續(xù)做強(qiáng)農(nóng)作物種子、蔬菜種苗、畜禽良種三大優(yōu)勢板塊，濟(jì)麥22種植面積連續(xù)11年全國第一，蔬菜工廠化育苗超過11億株，畜禽種業(yè)產(chǎn)值占全省10%。

強(qiáng)化企業(yè)主體“招引育”。制定種業(yè)產(chǎn)業(yè)鏈企業(yè)地圖和招商圖譜，精準(zhǔn)對接招引全國種業(yè)20強(qiáng)等頭部企業(yè)，一體推進(jìn)本土企業(yè)壯大培強(qiáng)。全市持證種業(yè)企業(yè)達(dá)到104家，擁有國家種業(yè)陣型企業(yè)3家，2家企業(yè)入選“農(nóng)業(yè)農(nóng)村部企業(yè)重點(diǎn)實(shí)驗(yàn)室”。

聚焦三個(gè)端口，聚力做強(qiáng)種業(yè)創(chuàng)新發(fā)展平臺

以種業(yè)產(chǎn)業(yè)化為主線，推動“保育測繁推”多維度一體化發(fā)展。

守好“保護(hù)利用端”。入庫種質(zhì)資源庫13萬份，建成國內(nèi)首個(gè)區(qū)域性綜合性畜禽遺傳材料收集評估儲存中心，擁有省級以上保種場7家、活體基因庫3家，明水香稻、萊蕪黑豬入選全國十大優(yōu)異種質(zhì)資源。

把準(zhǔn)“產(chǎn)業(yè)需求端”。構(gòu)建“政產(chǎn)學(xué)研用”深度融合創(chuàng)新生態(tài)，聯(lián)動推進(jìn)全國重點(diǎn)實(shí)驗(yàn)室、省級科創(chuàng)平臺和企業(yè)科研中心建設(shè)，高油酸大豆、長童期大豆獲得國家植物基因編輯安全證書，小麥“核不育”項(xiàng)目創(chuàng)制超過100萬份突變體種質(zhì)資源，“試管奶?！痹趪鴥?nèi)率先實(shí)現(xiàn)產(chǎn)業(yè)化。

敞開“應(yīng)用推廣端”。高標(biāo)準(zhǔn)建成3個(gè)國家級農(nóng)作物品種展示評價(jià)基地，相關(guān)典型經(jīng)驗(yàn)被農(nóng)業(yè)農(nóng)村部推廣。4類6個(gè)品種入選國家農(nóng)作物優(yōu)良品種推廣目錄、種類數(shù)全省第一。連續(xù)承辦5屆全國種子雙交會，高質(zhì)量舉辦5屆山東國際種業(yè)博覽會。

糧安天下，種鑄基石。接下來，濟(jì)南市農(nóng)業(yè)農(nóng)村局將不斷培育種業(yè)振興“芯”活力，塑造種業(yè)發(fā)展“芯”支撐，為種業(yè)科技自立自強(qiáng)、種源自主可控貢獻(xiàn)省會力量。在完善工作推進(jìn)機(jī)制上下功夫。加強(qiáng)種業(yè)創(chuàng)新資源和力量整合，完善高水平創(chuàng)新支持和保障機(jī)制，推動形成省市一體化共建格局；在營造開放創(chuàng)新生態(tài)上下功夫。籌劃組建泉城種業(yè)實(shí)驗(yàn)室，推動科技資源高效利用和科研成果價(jià)值釋放，促進(jìn)創(chuàng)新鏈與產(chǎn)業(yè)鏈深度融合；在塑造集群發(fā)展優(yōu)勢上下功夫。聚力推動濟(jì)南新舊動能轉(zhuǎn)換起步區(qū)、鋼城區(qū)兩大種業(yè)核心集聚區(qū)建設(shè)，推動總投資54.4億元的19個(gè)在建種業(yè)項(xiàng)目投產(chǎn)達(dá)效，打造種業(yè)總部經(jīng)濟(jì)和產(chǎn)業(yè)鏈新高地。

Agriculture is the foundation of a nation， and seeds are the cornerstone of agriculture. Germplasm resources， known as the ‘chips of agriculture’， are the linchpin of agricultural production， the cornerstone of national food security， and the ‘life source’ for the advancement of modern agriculture.

In recent years， Jinan has earnestly implemented the important instructions of General Secretary Xi Jinping that “we must promote the development of the national seed industry”， adhered to the principles of government guidance， market orientation， enterprise as the main body， and platform support， and empowered the revitalization of rural industries with a strong “core” of the seed industry. In 2023， the output value of the seed industry and its derivative industries in the city reached 12.5 billion yuan， with the contribution rate of agricultural science and technology progress reaching 69.5%， and the coverage rate of improved varieties exceeding 98%.

The CPC Jinan Municipal Committee and the Municipal Government have proposed a plan to build Jinan into the seed industry capital of northern China， gather resources and forces from all sectors， and promote innovative development of the seed industry. By integrating development elements across the entire chain， the plan focuses on building two major seed industry core clusters in the Jinan Start-up Area for Growth Drivers Transformation and in Gangcheng District， creating a highland for the development of modern seed industry. With the industrialization of the seed industry as the main line， the plan promotes the multi-dimensional and integrated development of “breeding， conservation， testing， multiplication， and promotion”.
