再精深的研究、再顯著的成果，如果沒有轉(zhuǎn)化平臺，無法落地，那就只會成為被塵封的檔案，被束之高閣落滿塵灰。

濟(jì)南，很懂人才“不想浪費(fèi)青春”的心思，所以在筑高臺上不遺余力。

于2022年3月成立的山東大學(xué)雙創(chuàng)示范基地，無疑是一個科研“高臺”。這個高臺，依托山東大學(xué)人才及科學(xué)研究成果，按照“轉(zhuǎn)化—孵化—產(chǎn)業(yè)化”的發(fā)展思路，打造成果轉(zhuǎn)化及創(chuàng)業(yè)孵化兩大創(chuàng)新服務(wù)平臺。如今，這里先后獲評“山東省科技成果產(chǎn)業(yè)化基地（試點(diǎn)）”“濟(jì)南市創(chuàng)業(yè)孵化基地”“泉惠企”企業(yè)服務(wù)站等榮譽(yù)稱號。

科研高臺，不是一“搭”了之，而是要真正發(fā)揮功效，助人才百尺竿頭更進(jìn)一步。

起擂臺——不是一“賽”了之

樂意把人才“抬”起來“愛”的城市，自然要考慮人才“自我展示”的需求。起擂臺就是一個很好的主意。

但是，起擂臺，不是一“賽”了之，不是發(fā)個獎就罷，而是要有強(qiáng)大的資本支撐、項(xiàng)目支撐、市場支撐、服務(wù)支撐。

落地、生根、發(fā)芽、開花、結(jié)果，才是打擂臺的正途。

就拿剛剛啟動不久的第七屆中國（濟(jì)南）新動能創(chuàng)新創(chuàng)業(yè)大賽來說，其重點(diǎn)不是“賽”，而是“賽”前的摸底，“賽”中的評估，“賽”后的服務(wù)。

賽前，濟(jì)南爭取到了國科資本、興證創(chuàng)新資本、上海山藍(lán)資本、深圳合創(chuàng)資本等投資機(jī)構(gòu)，以及多家高校科技成果轉(zhuǎn)化中心，提前介入，持續(xù)跟蹤有潛力的參賽項(xiàng)目，提供政策推介、成果轉(zhuǎn)化、項(xiàng)目孵化、路演答辯等資本助力、智力支持。

賽中，將引導(dǎo)投資機(jī)構(gòu)在參賽各環(huán)節(jié)，圍繞5大產(chǎn)業(yè)領(lǐng)域和5個特色賽道人才項(xiàng)目，分類進(jìn)行前期評估，深入了解項(xiàng)目情況，在市場拓展、技術(shù)創(chuàng)新、資本運(yùn)作等領(lǐng)域研判合作的可能性。

賽后，符合條件的決賽獲獎項(xiàng)目將按程序納入人才工程管理，給予100萬元-300萬元資金扶持，以“真金白銀”的支持鼓勵更多人才項(xiàng)目落地濟(jì)南。

落地時，濟(jì)南將持續(xù)完善“天下泉城，人來無憂”全生命周期人才服務(wù)體系，通過建立“項(xiàng)目實(shí)時信息庫”“落地綠色通道”，配備“一對一服務(wù)專員”，為落地項(xiàng)目提供全鏈條、全方位、全過程服務(wù)保障，解決人才來濟(jì)創(chuàng)新創(chuàng)業(yè)后顧之憂。

這樣重落地、重轉(zhuǎn)化的擂臺，已成為濟(jì)南招才引智的關(guān)鍵載體、吸納全球創(chuàng)新創(chuàng)業(yè)資源的重要窗口。

搭舞臺——不是一“唱”了之

人才，是社會中的人，也需要多姿多彩的生活，需要五光十色的舞臺。

聚焦青年人才，濟(jì)南用心搭建了兩個青春大舞臺。一個是“濟(jì)南大學(xué)生畢業(yè)典禮”大舞臺，另外一個是“濟(jì)南大學(xué)生開學(xué)典禮”大舞臺。

今年已是濟(jì)南連續(xù)第4年以城市之名為大學(xué)生舉辦畢業(yè)典禮，充分體現(xiàn)了對青年人才的關(guān)心與關(guān)愛。

而在9月，濟(jì)南還將舉辦大學(xué)生開學(xué)典禮，讓來自全國各地的大學(xué)新生一進(jìn)入濟(jì)南，就能充分感受到濟(jì)南對青年人才的熱情友好和真情實(shí)意，幫助他們更好地感知濟(jì)南、融入濟(jì)南。

如何讓人才長久地留下來？如何讓人才對這個地方保有持久的愛？這絕不是一“唱”了之就能辦到的。

我們從濟(jì)南的兩個科研高臺建設(shè)時對“多功能性”的“傾斜”就能看出，在抬人、抬轎、抬愛方面，濟(jì)南是有很好的想法的。

今年1月23日，中國科學(xué)院濟(jì)南科創(chuàng)城數(shù)字科技產(chǎn)業(yè)園開工，這是“科研街區(qū)”的重要項(xiàng)目。

原來，中國科學(xué)院濟(jì)南科創(chuàng)城有“科學(xué)園區(qū)、科研街區(qū)、創(chuàng)新社區(qū)”三大功能區(qū)。從園區(qū)、街區(qū)、社區(qū)的劃分就能看出，這是一個多彩舞臺。

而山東大學(xué)雙創(chuàng)示范基地呢？也致力于建設(shè)“大學(xué)校區(qū)、科技園區(qū)、公共社區(qū)”。這里，不僅把“街區(qū)”換成了校區(qū)，園區(qū)的開放性、社區(qū)的交際性同樣被重視。

到校區(qū)里充充電，到街區(qū)里開開眼，到園區(qū)里交交友，到社區(qū)里歇歇腳，在這片大舞臺里尋找共性，保護(hù)個性，推崇特性，人才也就找到了身在一個城市中更多的認(rèn)同感和發(fā)展空間。

這樣的平臺，“剛剛好”，也“杠杠好”！

The most profound research and remarkable achievements， without a platform for transformation and implementation， will ultimately become nothing more than archived relics， gathering dust and forgotten on a shelf.

The Shandong University Shuangchuang Demonstration Base， inaugurated in March 2022， also serves as an esteemed platform for scientific research. It has garnered prestigious titles such as the “Science and Technology Achievement Industrialization （Pilot） Base of Shandong Province” “Jinan Entrepreneurship Incubation Base”， and the “Quanhui Enterprise Service Station”.

The platform of scientific research is not merely a structure； it is a catalyst designed to truly unleash its potential， propelling talents to ascend to new heights and achieve further strides.

Starting the contest - a grand spectacle

Cities that are eager to elevate and embrace talented individuals naturally have to consider their need for self-expression. However， setting up a contest platform is not just about competition. The true essence lies in the journey from landing to taking root， sprouting， blossoming， and finally bearing fruit.

The 7th China （Jinan） New Growth Drivers Innovation and Entrepreneurship Contest， which has just commenced， places its emphasis not merely on the competition itself， but rather on the groundwork preceding it， the evaluation conducted during it， and the services offered after it.
