濰坊在拓展創(chuàng)新“三個模式”中,發(fā)動全社會參與,開拓創(chuàng)新發(fā)展的新局面,高技術(shù)、好產(chǎn)品大量涌現(xiàn)。
說起樂器的生產(chǎn),人們習(xí)慣性認(rèn)為這是專業(yè)人士才能勝任的工作,但在昌樂縣鄌郚鎮(zhèn),從事樂器生產(chǎn)的卻是一群“扛起鋤頭種地、放下鋤頭制琴”的追夢人。他們用實(shí)干和奮斗,把一個農(nóng)業(yè)小鎮(zhèn)變成了全國聞名的“吉他小鎮(zhèn)”。
昌樂縣鎮(zhèn)樂器產(chǎn)業(yè)發(fā)源于上世紀(jì)70年代,經(jīng)過50多年發(fā)展,樂器生產(chǎn)及配件加工企業(yè)已有108家,各類從業(yè)人員5000余人,年產(chǎn)電聲樂器200萬把、配件500萬套,年?duì)I業(yè)收入突破10億元,電吉他年產(chǎn)量占全國總產(chǎn)量的40%以上,產(chǎn)品遠(yuǎn)銷歐美30多個國家和地區(qū)。鎮(zhèn)先后被評為中國電聲樂器產(chǎn)業(yè)基地、全國特色景觀旅游名鎮(zhèn)、山東省特色產(chǎn)業(yè)鎮(zhèn)、山東省小城鎮(zhèn)創(chuàng)新提升行動試點(diǎn)鎮(zhèn)。
產(chǎn)業(yè)是鎮(zhèn)發(fā)展的基石。鎮(zhèn)創(chuàng)新“黨建+產(chǎn)業(yè)鏈”模式,先后成立昌樂縣樂器協(xié)會和昌樂縣樂器產(chǎn)業(yè)鏈黨委,為企業(yè)發(fā)展保駕護(hù)航。同時強(qiáng)化園區(qū)平臺支撐,由鎮(zhèn)黨委政府牽頭,引入社會資本參與,搭建樂器產(chǎn)業(yè)發(fā)展中心、樂器產(chǎn)業(yè)園、跨境電商產(chǎn)業(yè)園“一中心兩園區(qū)”。2010年,集樂器展示、研發(fā)孵化、倉儲配送等功能于一體的樂器產(chǎn)業(yè)發(fā)展中心建成投用;2014年,樂器產(chǎn)業(yè)園一期建成投用,已入駐迪生、卡洛斯、雷宗等知名樂器企業(yè);正在建設(shè)的樂器產(chǎn)業(yè)園二期入選2022年省新舊動能轉(zhuǎn)換優(yōu)選項(xiàng)目、2023年市重點(diǎn)項(xiàng)目;2022年,在市商務(wù)部門支持下,依托樂器產(chǎn)業(yè)發(fā)展中心成立跨境電子商務(wù)綜合試驗(yàn)區(qū),引育跨境電商企業(yè)53家,在亞馬遜、易貝等平臺新開設(shè)網(wǎng)店200余家,年貿(mào)易額突破1億元。
產(chǎn)業(yè)壯大帶動了文化發(fā)展。自2009年起,鎮(zhèn)連續(xù)舉辦14屆產(chǎn)學(xué)研用高峰論壇、13屆全國電吉他大賽、2屆魅力音樂節(jié),與四川音樂學(xué)院、山東藝術(shù)學(xué)院等51家高校開展合作,打造了“雅特”“德魯拉”等40多個本土品牌。其中,雅特樂器創(chuàng)新“樂器+培訓(xùn)”模式,在全國開設(shè)837處吉他教室,2款吉他入選“山東手造·濰有尚品”名錄。鎮(zhèn)依托昌樂樂器行業(yè)協(xié)會設(shè)立“吉他”區(qū)域公用品牌,先后在濰坊、濟(jì)南、深圳舉辦“吉他”新聞發(fā)布會、開設(shè)主題展;推動“吉他”亮相山東春晚,與于文文、葉世榮等歌手開展現(xiàn)場合作;在濰坊市文化藝術(shù)中心南廣場舉辦“搖滾音樂之夜”;推動樂器企業(yè)組團(tuán)參加中國國際文化旅游博覽會、中國(深圳)國際文化產(chǎn)業(yè)博覽會、美國阿納海姆國際樂器展等國內(nèi)外知名展會,國家一級作曲家、演奏家卞留念到美國宣推雅特樂器,向國際知名人士介紹中國民族品牌,推動品牌走向世界。
在鎮(zhèn),樂器企業(yè)主要包括規(guī)?;a(chǎn)和個性化定制兩種生產(chǎn)模式。批量化樂器生產(chǎn)價格平均每把約300元,定制化產(chǎn)品每把價格在2000元到10000元之間,其中雅特樂器定制的五品貝斯,單把價格達(dá)到10萬元?!翱钙痄z頭種地,放下鋤頭制琴”,隨著樂器產(chǎn)業(yè)規(guī)模的不斷壯大,樂器產(chǎn)業(yè)讓一大批居民實(shí)現(xiàn)了從普通農(nóng)民到樂器制作工人的轉(zhuǎn)變。目前鎮(zhèn)有7%的人口從事樂器產(chǎn)業(yè),每名員工每年能獲得8萬元左右的收入,調(diào)音、噴漆等崗位月工資可突破1萬元,更有一批技術(shù)骨干圍繞個性化高端私人定制,設(shè)立吉他手造工作室,開創(chuàng)了一條“手造致富路”,農(nóng)家小院里不斷走出“國際大單”。
著眼未來,鎮(zhèn)將緊緊圍繞樂器這一特色富民產(chǎn)業(yè),繼續(xù)在發(fā)展思路、驅(qū)動力量、特色路徑上下力氣、出實(shí)招,乘著“山東手造”的東風(fēng),瞄準(zhǔn)二產(chǎn)帶三產(chǎn)促一產(chǎn),扎實(shí)做好“工農(nóng)文教旅”多業(yè)態(tài)融合發(fā)展文章,謀劃開展好“電聲音樂節(jié)”“吉他大賽”等活動,塑造“吉他小鎮(zhèn)”文化印象,打造文化創(chuàng)意產(chǎn)業(yè)基地,借助跨境電商、快遞出海等,助推樂器產(chǎn)業(yè)提檔升級,為農(nóng)民共富、鄉(xiāng)村振興賦能添彩。
In the process of innovatively upgrading the “Three Models”, Weifang has mobilized mass participation, created the situation of mass entrepreneurship and innovation, and led the emergence of lots of high technologies and quality products. The musical instrument industry of Tangwu Town, Changle Town, originated in the 1970s. After over 50 years of development, there have been 108 musical instrument and accessory processing enterprises, and more than 5,000 people engaged in the industry. In the town, the industry has realized an annual output of 2 million electroacoustic musical instruments and 5 million sets of accessories with an annual revenue of over 1 billion Yuan. Besides, its an- nual output of electric guitars has accounted for over 40% of the national total, and its products have been exported to more than 30 countries and regions, including European and American countries. Tangwu Town has won such titles as the China Electroacoustic Musical Instrument Industry Base, the National Famous Town for Characteristic Landscape Tourism, the Characteristic Industry Town of Shandong Province, and the Pilot Town for the Small-Town Innovation and Upgrading Action of Shandong.
In the future, Tangwu Town will continue to make efforts in development ideas, driving forces and characteristic paths with a focus on musical instruments, a characteris- tic industry enriching the people; seize the opportunity of “Shandong Handicrafts” to promote the primary industry by developing the secondary and tertiary industries, effectively facilitate the integrated development of “industry, agriculture, culture, education and tourism”; plan and carry out such activities as the “Electroacoustic Music Festival”, and the “Guitar Competition”, create the cultural image of a “Guitar Town”; build a cultural & creative industry base, utilize cross-border e-commerce and outbound express delivery to boost the upgrading of the musical instrument industry, and facilitate farmer’s common prosperity and rural revitalization.
