Interpretation of Historical Materialism:"Standing Firmly on the Right Side of History"

Abstract：In the report of the 20th National Congress of the CPC Xi Jinping stresses that "We will stand firmly on the right side of history and on the side of human progress" which essentially reflects the sinicization and modernization development of historical materialism and which is an original contribution made by the thought of socialism with Socialism with Chinese characteristics in the new era to the development of human history.In terms of its theoretical basis,"standing on the right side of history" is to start from the Xi Jinping "Great Historical View",understand the laws of history,explore historical evolution,grasp the historical trend,and shoulder the historical mission bravely.In terms of its inherent requirements,"standing on the right side of history" refers to actively exerting the spirit of historical initiative,accurately identifying changes,actively adapting,and actively seeking change based on the laws of historical development.In terms of its practical significance,"standing on the right side of history" effectively responds to Historical nihilism,"Universal value theory" and western centralism,and provides theoretical support for the common progress of human civilization.

Algorithmic Colonization:A Review and Critique of the Algorithmic Domination of Western Ideology

Abstract：The "marriage" between ideology and algorithmic technology has given rise to a new form of algorithmic domination of Western ideology,and the "utopia" of algorithmic attributes,the "leviathan" of algorithmic games,and the "mosaic" of algorithmic manipulation together constitute the pattern of Western algorithmic colonization.Under the cover of the technical attributes of algorithms,coupled with the influence of the theory of non-involvement of technical value,it is very easy for the public to get lost in the "utopia" of algorithmic effectiveness constructed by the West.However,by virtue of the technological advantages of algorithms and the public's reliance on algorithms,Western countries use ideological algorithms to monitor the world and shape the "Leviathan" of algorithmic gaming.In the process of algorithm operation,the algorithm technology gives the Western ideological penetration a "mosaic" type of modification,so that it is more hidden and confusing,allowing the Western countries to use algorithmic bias,algorithmic filtration and algorithmic settings,to carry out a strategy that benefit the West and undermine China thereby infiltrating and hunting China's ideology with algorithms.For this reason,we must start from the mainstream value leadership,algorithmic technology empowerment,algorithmic system safeguard,and subject literacy cultivation and other adaptation approaches,and strive to respond to the Western algorithmic colonization process to enhance the algorithmic operation of the directionality of the algorithm,algorithmic game competitiveness,algorithmic order norms,and algorithmic cognition of the discursive,in order to turn the danger into safe in China's ideological governance.

How Outward Foreign Direct Investment Drives the Modernization of the Industrial Chain:Practices from China's Manufacturing Industry

Abstract：Theory and practice show that outward industrial transfer leads to industrial hollowing out,what is the impact of China's outward foreign direct investment (OFDI) on the domestic industrial chain?Based on the panel data of Chinese manufacturing industries segmented into 14 industries from 2010 to 2021,the impact of manufacturing OFDI on the modernization level of the Chinese industrial chain and its mechanism are empirically examined.The results of the study found that China's manufacturing OFDI enhances the level of industry chain modernization;at the same time,there is a mediating effect of manufacturing OFDI in driving the level of home country industry chain modernization.In terms of heterogeneity test, the regression results of manufacturing grouping indicate that OFDI in capital-and technology-intensive industries and competitive industries will promote industrial chain modernization.In terms of mechanism analysis,manufacturing OFDI promotes the modernization level of the industrial chain through the economies of scale effect,factor allocation effect and innovation incentive effect.Therefore,optimizing the layout of OFDI industries to enhance the competitiveness of the industry chain, promoting the effective allocation of capital and labor in the process of OFDI to enhance the control of the industry chain,and strengthening the integration of the industry chain and the innovation chain to enhance the innovation ability of the industry chain,jointly promote the industry chain towards modernization.

The Evolution of Russia's Regional Integration Policy:Characteristics,Effects and Prospects

Abstract：Russia's regional integration policy has been deeply influenced by the three "national identity" ideas of Westernism,statism and civilization.Domestic and international interactions have led to the growing popularity of civilizationalism and geopolitical game thinking,which have led to changes in Russia's regional integration policy.Russia's regional integration policy has a distinctive feature,which is manifested in the fact that "bilateralism" and "marketization" under the package of "multilateralism" have gradually given way to "geopolitics" and "marketization"."Geopolitics",hovering between "modern sovereign state" and "imperial thinking".Russia's failure to build regional organizations with strong cohesion, the influence of competing regional systems,and the lack of attractiveness of its concept of "integration" have led to a limited implementation of its policies.After the Russia-Ukraine conflict,Russia's regional integration policy has been prompted to "turn eastward",which will inevitably have an impact on the current regional order,and at the same time,due to the domestic and foreign environments, the prospects for development are unclear.The article argues that a new regional order that maintains security and promotes development should be built on the consensus of the Global Development Initiative and the Global Security Initiative.

On the Scope of Obligations and Liability of the Supervisor of Dynamic Pledge of Inventory

Abstract：Inventory dynamic pledge supervisor has both financial medium and management functions.The nature of the pledge supervision agreement is generally a commission contract;in the case of exclusive control of the pledge by the supervisor,the pledge supervision agreement is a mixed contract,the supervisor and the pledgee contains the commission contract relationship between the supervisor and the pledgee,the supervisor of the pledgor is also responsible for the custody of the obligation,thus reflecting the warehouse contract relationship.Supervisor fault judgment standard is whether to fulfill the obligation with the supervision cost and supervision ability.In the event of unilateral breach of contract by the supervisor,the compensation for the reduction of the value of the pledge assumed by the supervisor based on the storage contract shall be compensated by the pledgee on the basis of the right of subrogation in rem in priority;the pledgee may also request the supervisor to compensate for the compensation on the basis of the entrustment contract.If the supervisor and the pledgor/third party have the subjective meaning of joint infringement of the pledge right,the supervisor and the pledgor/third party shall bear the true joint and several liability;on the contrary, the perpetrator of the direct infringement of the pledge right shall bear the main liability and direct liability.The custodian bears supplementary liability corresponding to his fault within the double limit of the amount of the pledge that cannot be satisfied and the value of the pledge that has been diminished.

Returning to Sentencing Benchmarks:Normal Sentencing for Regional Normal Offences--Judicial Big Data-assisted Sentencing as a Context

Abstract：The establishment of sentencing benchmarks should be explored as a micro-construction based on a clear understanding of their macro-positioning.At the macro-positioning level,sentencing benchmarks are benchmarks for liability sentences,which reflect the constraints imposed on sentencing activities by the principle of passive liability.At the micro-constructive level,the establishment of a sentencing benchmark is divided into a basis for establishing it,which identifies what circumstances affect the establishment of the benchmark,and an algorithm that explores the specific algorithm for the dangerous jump from the facts of the individual case (existence) to the amount of the penalty of the benchmark (should).The sentencing benchmarks are established based on regional normal offences that exclude preventive sentencing circumstances.The algorithm for the sentencing benchmark is the normal sentencing for regional normal wrongdoing (the mode for sentences),rather than the bare sentencing mean,which is susceptible to extremes and fails to address the problem of dimension between different types of sentencing in traditional empirical studies of sentencing benchmarks.

Abstract：Intangible cultural heritage is considered as a kind of living culture.Since the 1990s,the concept of living characteristics of intangible cultural heritage has undergone a process of contextualization,forming its own unique connotation in the corresponding concepts of solid state and static state of material cultural heritage.Because of the living characteristics of intangible cultural heritage,the characterization of living culture of protection and inheritance has become a practical path to consider both the historical value and the realistic value of intangible cultural heritage.In the cultural practice of the protection and inheritance of intangible cultural heritage,it is necessary to fully understand the characteristics of living culture of intangible cultural heritage,understand the source-flow system of the intangible cultural heritage constructed by the characteristics of living culture,take the characterization of living culture of protection and inheritance as the target, highlight and strengthen the characteristics of the people,times and nationality of the intangible cultural heritage,and truly make the intangible cultural heritage "alive" in the land of China and pass on for long.

Multiple Connotations and Optimization Paths of Fine Governance in Urban Communities--An Analysis Based on the Three-Dimensional Framework of People-Oriented-Technology-Institution

Abstract：Urban community governance is an important part of the modernization of the grassroots governance system and governance capacity,and at present,community governance has become a key direction and development trend that needs to be paid attention to after urban community construction and community governance are deepened.Taking "governance for the sake of society",a social governance model with Chinese characteristics,as a reference,we introduce two new dimensions,namely,humanistic, and institutional,on the basis of the technical dimension, and construct a three-dimensional framework of "humanistic-technical-institutional",which can be used as a reference for the development of urban community governance.By introducing two new dimensions,humanistic and institutional,on top of the technical dimension,a three-dimensional framework of "humanistic-technical-institutional" can be constructed,which can systematically explain the multiple connotations of the fine governance of urban communities,examine the current practical dilemmas,and put forward optimization paths.The study finds that the current process of moving towards refined governance in urban communities faces dilemmas and challenges such as emphasizing technology over people,ignoring the unintended consequences of technological governance,and relatively lagging in institutional construction.In the future,the promotion and optimization of fine urban community governance should adhere to the concept of people first,focus on adjusting and avoiding the bias of technical governance,and further strengthen the institutional construction,to continuously satisfy the people's growing needs for a better life.
