Since the introduction of the Belt and Road Initiative (BRI)10 years ago, it has garnered considerable attention from all sectors of society, including experts, scholars, and institutions such as the Academy of International and Regional Studies of Sichuan International Studies University (SISU).Over the years, SISU, a council member of the Belt and Road Initiative Think Tank Cooperation Alliance and a standing director of the Belt and Road Initiative Research Branch of the Chinese Association of Higher Education, has remained deeply engaged in BRI-related studies.What opportunities has the BRI brought to Chongqing? How should Chongqing capitalize on these opportunities to accelerate the implementation of a new opening-up strategy? Chen Guangmeng,the Executive Director of the Academy of International and Regional Studies of Sichuan International Studies University (SISU), addressed these questions in an exclusive interview, during which, he shared his views and relevant research results on the development of Chongqing as a leader of opening-up in inland China, the establishment of international exchange platforms, and the expansion of international exchanges and cooperation.

共建“一帶一路”倡議提出10年來，備受社會各界及專家學者關(guān)注，四川外國語大學（以下簡稱：川外）區(qū)域國別研究院就是其中之一。多年來，川外持續(xù)開展“一帶一路”相關(guān)研究，是“一帶一路”智庫合作聯(lián)盟理事單位、中國高等教育學會“一帶一路”研究分會常務理事單位。

“一帶一路”倡議賦予了重慶哪些機遇？重慶該如何搶抓機遇加快構(gòu)建對外開放新格局？川外區(qū)域國別研究院執(zhí)行院長陳廣猛接受記者專訪，從重慶建設(shè)內(nèi)陸開放高地、國際交流平臺建設(shè)、拓展國際交流合作等方面分享了他的觀點以及相關(guān)研究成果。

The Belt and Road Initiative Giving Chongqing Multiple Opportunities

“Since it was proposed in 2013, the BRI has not only provided new opportunities for the development of countries around the world but also broken new ground for China’s opening-up and development,” stated Chen, who believes that the BRI has given Chongqing a multitude of opportunities.

First of all, it provides a broad development space for Chongqing to open up to the outside world.In recent years, China has focused on fostering a new pattern of development that is focused on the domestic economy and features positive interplay between domestic and international economic flows.The door is opening ever wider, which gives a rare opportunity to inland provinces and cities like Chongqing,creating a landscape of opening-up across the board.

In addition, the BRI primarily represents the “westward” and“southward” opening-up, bringing new opportunities to the opening-up of Western China.

Chen stated, “These are rare opportunities granted to Chongqing by the BRI.Chongqing is currently leveraging platforms such as the Chengdu-Chongqing Twin-Hub Mega-Region, the New International Land-Sea Trade Corridor, the Regional Comprehensive Economic Partnership (RCEP), and the China-Singapore (Chongqing)Demonstration Initiative on Strategic Connectivity (CCI).By doing so,Chongqing is playing its role as a bridge linking the western region, the Yangtze River Golden Shipping Route, and the ASEAN market, and is accelerating the formation of new opening-up dynamism.”

“一帶一路”倡議賦予重慶多重機遇疊加

“‘一帶一路’倡議自2013年提出以來，為世界各國發(fā)展提供了新機遇，為中國開放發(fā)展開辟了新天地?！标悘V猛認為，“一帶一路”倡議賦予重慶多重機遇疊加。

首先，為重慶的對外開放提供了廣闊的發(fā)展空間。近年來，我國著力構(gòu)建以國內(nèi)大循環(huán)為主體、國內(nèi)國際雙循環(huán)相互促進的新發(fā)展格局，對外開放的大門越開越大，這對于重慶等內(nèi)陸省市而言是難得的機遇，有助于構(gòu)建全方位的對外開放格局。

此外，“一帶一路”主要是“向西”和“向南”的開放，這使得西部地區(qū)的對外開放蘊含著新的契機。

陳廣猛表示，“一帶一路”倡議賦予重慶難得的發(fā)展機遇，重慶正在以成渝地區(qū)雙城經(jīng)濟圈、西部陸海新通道、RCEP、中新互聯(lián)互通項目等為載體，發(fā)揮其連接西部地區(qū)、長江黃金水道和東盟市場的橋梁紐帶作用，加快構(gòu)建對外開放新格局。

Flagship Forums with a Chongqing Identity Attracting Global Attention

Chen stated that in the process of accelerating Chongqing’s development as a pioneer of opening-up in inland China, opening-up platforms play the role of a main venue for international interactions.Compared to industrial parks and functional platforms, various flagship international conferences serve as a “window” as they are frequently staged in Chongqing with great international profiles.This allows the world to zoom in on Chongqing and plays an indispensable role in helping Chongqing integrate into the BRI.

重慶辨識度的國際會議吸引世界聚焦

陳廣猛說，在重慶加快建設(shè)內(nèi)陸開放高地的進程中，開放平臺扮演著一種核心載體的作用。而相對于園區(qū)平臺、功能平臺等，各類高規(guī)格國際交流會議由于定期舉辦、曝光率高等特點，發(fā)揮了“窗口”作用，讓世界聚焦重慶，在助力重慶融入共建“一帶一路”中發(fā)揮著重要作用。

In 2011, Chongqing initiated the China-Europe Railway Express (Chongqing-Xinjiang-Europe) and was among the first in 2017 to propose the construction of the New International Land-Sea Trade Corridor.Thanks to its rapid and strong efforts in the construction of logistics channels and platforms, Chongqing has turned itself from a “fullback” into a“forward” in China’s opening-up policy.

重慶于2011年率先開通中歐班列（渝新歐），并于2017年較早提出建設(shè)“西部陸海新通道”等，在通道與平臺建設(shè)上迅速發(fā)力，使重慶由對外開放的“末梢”逐步變成“前沿”。

In Chen’s view, this will greatly improve Chongqing’s international visibility and vitality.In the future, it is not only necessary to further increase the number of international exchanges and cooperation platforms but also to improve their quality and efficiency, thus boosting Chongqing’s integration into the BRI.

According to Chen, in recent years, with the development of the BRI, Chongqing’s efforts to turn into the Center for International Exchanges in Central and Western China have been continuously accelerating.Belarus, Myanmar, and other BRI countries have set up their consulates-general in Chongqing over the past two years, bringing the total number of foreign consulates in Chongqing to 13.The number of sister cities and friendly cooperative cities between Chongqing and BRI countries has also increased to 29 and 84 respectively, which has greatly enlarged its international Circle of Friends and fully manifested Chongqing’s strong momentum in opening up.Furthermore, there are ever more international economic, trade, and cultural exchanges, all of which are speeding up Chongqing’s process of building itself into the Center for International Exchanges in Central and Western China.

在陳廣猛看來，具有重慶辨識度的國際會議對于提高重慶的國際知名度，增加城市活力大有裨益。未來不僅要進一步增加對外交流合作平臺的數(shù)量，也要在平臺的質(zhì)量和效率上狠下功夫，為重慶融入共建“一帶一路”增添活力。

陳廣猛說，近年來，隨著共建“一帶一路”倡議的深入推進，重慶建設(shè)中西部國際交往中心的步伐也在不斷加快——白俄羅斯、緬甸等“一帶一路”共建國家近兩年相繼在渝設(shè)立總領(lǐng)事館，外國駐渝總領(lǐng)館數(shù)量達13家。重慶與“一帶一路”國家友好城市、友好交流城市分別增至29個和84個，國際“朋友圈”越來越大，充分體現(xiàn)出重慶對外開放的強勁動力。此外，國際經(jīng)貿(mào)交往、人文交往等方面也表現(xiàn)活躍，正在加速重慶建設(shè)中西部國際交往中心的進程。

In recent years, under the framework of the BRI, Chongqing has given full play to its advantages in foreign affairs and hosted over 50 momentous international conferences.These conferences with a Chongqing identity have acted as an indispensable platform for international exchanges and cooperation.

近年來，重慶在共建“一帶一路”倡議框架下，充分發(fā)揮外事資源優(yōu)勢，先后舉辦、承辦了重要國際會議50余場。具有重慶辨識度的國際會議，成為對外交流合作的重要平臺。

Expanding International Exchanges and Cooperation in Science,Innovation, and Education

Chen stated that in recent years, Sichuan International Studies University (SISU) has been actively carrying out BRI-related research.It has established the BRICS Research Institute in coordination with the Foreign Affairs Office of the Chongqing Municipal People’s Government,founded the Chongqing International Strategic Research Institute alongside the former Municipal Foreign Economic and Economic Commission (now integrated into the Chongqing Municipal Commission of Commerce), and established the Academy of International and Regional, which was later restructured into the Academy of International and Regional Studies.On these fronts, SISU has been at the forefront of domestic research on the BRI.

“It is suggested that Chongqing expands its international exchanges and cooperation in fields such as science and innovation, humanities,education, and sports, thus enriching its integration into the BRI,” Chen stated.In recent years, Chongqing has carried out fruitful work in policy communication, facility connectivity, free flow of trade, etc.In the future, it can forge scientific and technological innovation exchanges and partnerships, including enhancing contact with the scientific and technological talents of BRI countries and fully participating in the Action Plan on Belt and Road Cooperation in Scientific and Technological Innovation.The construction of the Belt and Road Cooperation Zone for Science, Technology and Innovation and international technology transfer centers has also been proposed.Chongqing’s research institutions have been encouraged to Go Global and set up research and development centers and joint laboratories overseas.

In terms of educational exchanges and cooperation, it is essential to constantly integrate Chinese elements and international ones into teaching, and promote Chongqing’s high-level opening-up in education.Universities in Chongqing are encouraged to join projects such as the University Alliance of the Belt and Road, the BRICS Universities League(BRICS UL), and the University of Shanghai Cooperation Organization,to attract more outstanding international students to study in Chongqing.

拓展科創(chuàng)、教育等領(lǐng)域國際交流合作

陳廣猛介紹，近年來，川外積極開展“一帶一路”相關(guān)研究。與市政府外辦協(xié)調(diào)共建成立金磚國家研究院，與原市外經(jīng)委（現(xiàn)整合組建為重慶市商務委）共同籌建重慶國際戰(zhàn)略研究院，后重組成立區(qū)域國別研究院等，走在了國內(nèi)關(guān)于“一帶一路”建設(shè)研究的前沿。

“重慶可以拓展在科創(chuàng)、人文、教育、體育等領(lǐng)域的國際交流合作，豐富融入共建‘一帶一路’倡議的內(nèi)涵?！?陳廣猛表示，近年來，重慶在政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通等方面開展了卓有成效的工作，未來，可加強科技創(chuàng)新交流合作，包括加強與“一帶一路”沿線國家科技人才的聯(lián)系、深度參與“一帶一路”科技創(chuàng)新行動計劃，建設(shè)“一帶一路”科技創(chuàng)新合作區(qū)和國際技術(shù)轉(zhuǎn)移中心，同時也鼓勵重慶市科研機構(gòu)“走出去”，在海外設(shè)立研發(fā)中心、聯(lián)合實驗室等。

在教育交流合作方面，要不斷將中國元素和國際化元素融入教學，促進重慶教育高水平對外開放。鼓勵重慶高校加入“一帶一路”高校戰(zhàn)略聯(lián)盟、金磚國家大學聯(lián)盟、上海合作組織大學項目等，吸引更多優(yōu)秀國際學生來渝留學。
