5月17日，2023“一帶一路”陸海聯(lián)動(dòng)發(fā)展論壇開幕式在重慶舉行。

On May 17, the Belt and Road Forum for Interconnected Land-Sea Development 2023 opened in Chongqing.The Forum was co-hosted by the Silk Road Think Tank Association and the Chongqing Municipal People’s Government and co-organized by the China Center for Contemporary World Studies of the International Department of the CPC Central Committee and the Foreign Affairs Office of the Chongqing Municipal People’s Government.Foreign political party leaders, dignitaries, think tank experts, and business leaders from the Belt and Road countries gathered in the Mountain City of Chongqing to pursue common development and share development opportunities, jointly ushering into a new future for interconnected land-sea development.

Yuan Jiajun, Member of the CPC Central Committee Political Bureau and Secretary of the CPC Chongqing Municipal Committee,attended and addressed the opening ceremony.Sounthone Xayachack, Secretary of the Secretariat of the Central Committee of the Lao People’s Revolutionary Party and Vice President of Lao National Assembly; Agung Laksono, Chairman of the Expert Council of the Golkar Party and Former Speaker of the People’s Representative Council of Indonesia, and Guo Yezhou, Vice Minister of the International Department of the CPC Central Committee,delivered speeches.Dave Akbarshah Fikarno, Member of Parliament of the People’s Representative Council of Indonesia, and H.E.Khamphao Ernthavanh, Lao Ambassador to China, attended the Forum.Hu Henghua, Deputy Secretary of the CPC Chongqing Municipal Committee and Mayor of the Chongqing Municipal Government, moderated the Forum.Other attendees included Tang Fangyu, Chairman of the CPPCC Chongqing Committee; Zhao Baige, Chairperson of the Advisory Committee of the Belt and Road Initiative, Chinese Academy of Social Sciences; Li Mingqing,Deputy Secretary of the CPC Chongqing Municipal Committee, and municipal leaders Luo Lin, Zhao Shiqing, and Zhang Guozhi.

In his remarks, on behalf of the CPC Chongqing Municipal Committee and the Chongqing Municipal People’s Government,Yuan Jiajun extended warm congratulations on the opening of the Forum and sincere welcome to all the guests.He also expressed heartfelt appreciation to friends from all walks of life at home and abroad for their longstanding care and support of Chongqing.He noted that a decade ago, President Xi Jinping pursued a strategy of national rejuvenation amid global changes of a magnitude not seen in a century and proposed the Belt and Road Initiative (BRI).Ten years on, under the strong leadership of President Xi Jinping and with concerted efforts from all sectors, significant achievements have been made in advancing high-quality Belt and Road cooperation.Through Belt and Road cooperation, China has opened wider to the outside world, expanded institutional opening up, and broadened its circle of friends.It has also explored new avenues for common development and achieved mutual benefits and win-win outcomes with the participating countries.What has been achieved demonstrates that the Belt and Road Initiative has provided the world with huge opportunities and has become a broad path toward win-win progress and shared prosperity.

袁家軍在致辭中代表中共重慶市委、重慶市人民政府，對(duì)論壇舉辦表示熱烈祝賀，對(duì)各位嘉賓表示誠摯歡迎，向長期以來關(guān)心支持重慶發(fā)展的各國友人、各界人士表示衷心感謝。他說，10年前，習(xí)近平主席著眼世界百年未有之大變局和中華民族偉大復(fù)興戰(zhàn)略全局，提出共建“一帶一路”偉大倡議。10年來，在習(xí)近平主席堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，在各方面積極參與支持下，推動(dòng)共建“一帶一路”高質(zhì)量發(fā)展，取得實(shí)打?qū)?、沉甸甸的成就。通過共建“一帶一路”，拓展了對(duì)外開放領(lǐng)域，推動(dòng)了制度型開放，構(gòu)建了更加廣泛的朋友圈，探索了促進(jìn)共同發(fā)展的新路子，實(shí)現(xiàn)了與共建國家互利共贏的新局面。實(shí)踐充分表明，共建“一帶一路”倡議為世界提供了巨大機(jī)遇，共建“一帶一路”是促進(jìn)互利共贏、繁榮富強(qiáng)的光明大道。

Yuan Jiajun said that Chongqing is the only centrallyadministered municipality in Central and Western China.It is an anchor in the Large-scale Western Development and a juncture of the Silk Road Economic Belt, the 21st Century Maritime Silk Road, and the Yangtze Economic Belt.The New International Land-Sea Trade Corridor, China-Europe Railway Express, the Yangtze River Golden Shipping Route, and the Chongqing-Manzhouli-Russia freight railway are joined in Chongqing.Thus,Chongqing is playing a unique and key role in the Belt and Road interconnected land-sea development.Chongqing earnestly studies and thoroughly implements the guiding principles of President Xi Jinping’s important speeches.It bears the bigger picture in mind when seeking its development and serves the whole country with its contributions.Chongqing takes Belt and Road cooperation as its strategic mission and strives to become a leader in opening-up in inland China.It promotes policy coordination, infrastructure connectivity, unimpeded trade, financial integration, and closer people-to-people ties, thus playing a leading role in Belt and Road cooperation.On the new journey in the new era, the 20th National Congress of the Communist Party of China has drawn an ambitious blueprint for building a modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts.At present, Chongqing is implementing the instructions of the 20th CPC National Congress and the requirements of President Xi Jinping and will ground its efforts in the new development stage, follow the new development philosophy, and foster a new development paradigm.It will play an active role in Belt and Road cooperation and help Chengdu-Chongqing Twin-Hub Mega-Region and the New International Land-Sea Trade Corridor take root and come to fruition in Chongqing.Through promoting high-quality development, highquality life, and high-efficiency governance, a new Chongqing will be built in the process of socialist modernization.

On the new journey towards building a socialist modern new Chongqing, the city will take the high-quality Belt and Road development as a lead and enhance Chongqing’s role as a leader of opening-up in inland China.Chongqing will leverage advantages and proactively promote connectivity between opening-up channels and collaboration between opening-up platforms.Economic and trade cooperation will be expanded;the business environment will be upgraded; international exchanges will be deepened.Together, Chongqing will share the opportunities brought by BRI and create a better future through interconnected land-sea development.This Forum provides an important platform for in-depth exchanges and mutual learning for all.He hoped that the guests could pool together wisdom,exchange insights, and enhance mutually beneficial cooperation.This Forum should serve as the start of a new journey of interconnected land-sea development, promoting further progress in advancing Belt and Road cooperation and making new contributions to building a community with a shared future for mankind.

Sounthone Xayachack noted that countries covered by the BRI have made significant achievements in various areas of cooperation.The number of countries supporting and participating in the BRI is steadily increasing.The alignment between China’s BRI and Lao PDR’s strategy of turning itself from a land-locked country into a land-linked country is bringing tangible benefits to both countries’social and economic development, creating job opportunities, and alleviating poverty issues in Lao PDR to some extent.In the face of complex and ever-changing international dynamics, all countries need to adapt to the situation, work in unity, enhance experience sharing, and improve communication mechanisms.By fostering collaboration based on reciprocity and mutual benefit, countries can advance the progress of humanity as more achievements are made.

Agung Laksono believed that the BRI has achieved remarkable results through cooperation with countries in Asia and Africa.Indonesia, strategically positioned at the nexus of the BRI and serving as a vital strategic passage, is actively leveraging its advantages and seizing opportunities to engage in cooperation.Indonesia holds immense potential in maritime trade, port infrastructure development, and maritime security.During the G20 Leaders’Summit on Bali Island last year, Indonesia signed several agreements with China, further strengthening collaboration within the Belt and Road framework.These agreements encompassed various areas, including cooperative action plans, innovation in medicinal plants, industrial and vocational training, digital economy, and bilateral trade.Through these collaborative efforts,the relationship between the two countries is expected to continue to flourish, playing a pivotal role as a catalyst, cornerstone, and driving force for regional development.These efforts will take us one step closer to the well-being of humanity, fairness and justice,as well as regional peace and stability.

順通·賽雅佳說，區(qū)域內(nèi)各國各領(lǐng)域合作都取得很多成果，支持和參與“一帶一路”倡議的國家數(shù)量也不斷增多。中國“一帶一路”倡議同老撾“變陸鎖國為陸聯(lián)國”戰(zhàn)略對(duì)接，正在為兩國社會(huì)經(jīng)濟(jì)發(fā)展帶來切實(shí)利益，給人民創(chuàng)造就業(yè)機(jī)會(huì)，一定程度上緩解老撾的貧困問題。面對(duì)復(fù)雜多變的國際局勢，各個(gè)國家應(yīng)順應(yīng)形勢，加強(qiáng)團(tuán)結(jié)，增進(jìn)經(jīng)驗(yàn)交流，完善聯(lián)絡(luò)機(jī)制，開展互惠互利的合作，以取得更大成果，促進(jìn)人類發(fā)展進(jìn)程。

阿貢·拉克索諾說，近年來，中國“一帶一路”倡議與亞、非國家合作共建，取得顯著成果。印尼位于“一帶一路”聯(lián)結(jié)點(diǎn)和重要戰(zhàn)略通道，積極發(fā)揮自身優(yōu)勢，抓住契機(jī)融入合作，在海上貿(mào)易、港口建設(shè)、航運(yùn)安全等方面前景廣闊。去年，二十國集團(tuán)領(lǐng)導(dǎo)人巴厘島峰會(huì)期間，印尼同中國簽署多項(xiàng)合作文件，持續(xù)推動(dòng)“一帶一路”框架下的合作行動(dòng)計(jì)劃、藥用植物創(chuàng)新、工業(yè)職業(yè)培訓(xùn)、數(shù)字經(jīng)濟(jì)、雙邊經(jīng)貿(mào)等方面加強(qiáng)合作，相信通過這些努力，兩國關(guān)系將持續(xù)發(fā)展，成為地區(qū)發(fā)展助推器、壓艙石和動(dòng)力源，有助于實(shí)現(xiàn)全人類福祉、公平正義與地區(qū)和平穩(wěn)定。

Guo Yezhou stressed that ten years ago, General Secretary Xi Jinping grasped the essence of the world’s development dynamic and aimed to promote global interconnection and the well-being of humanity.Therefore, he proposed the BRI.Over the past decade,China and its partners have upheld the great Spirit of the Silk Road and worked towards substantive achievements in the Belt and Road cooperation.It is now the most extensive, largest, and most welcomed international public good and cooperation platform in the world.China will unswervingly promote the high-quality development of the Belt and Road cooperation, contribute to the post-COVID global economic recovery, and forge a new global connectivity paradigm.The Global Development Initiative (GDI), Global Security Initiative (GSI), and Global Civilization Initiative (GCI) will deliver tangible results.

After the opening ceremony, several agreements were signed,including the friendly cooperation agreement between Chongqing and foreign think tanks.The “ILSTC International Exchanges and Cooperation Center”was unveiled, and the “ILSTC Think Tank Alliance”was jointly launched.This year marks the tenth anniversary of the BRI.The Forum, themed “Shaping a New Shared Future for Interconnected Land-Sea Development”, features activities such as the plenary session, parallel sessions, deliverable presentations, field visits, and discussions.Guests from home and abroad paid field visits in Chongqing to learn about economic and social development and engage in exchanges with experts and scholars from Chongqing think tanks.

The attendees in the opening ceremony also included leaders from government departments of Lao PDR, Consuls-General in Chongqing and Chengdu, leaders from the International Department of the Central Committee of the CPC, experts from think tanks, officials from districts/counties governments of Chongqing, heads from Chongqing municipal departments, and representatives from universities and businesses.

開幕式后，簽署了重慶智庫和國外智庫友好合作協(xié)議等，揭牌成立“陸海新通道國際合作交流中心”，聯(lián)合發(fā)起成立“西部陸海新通道智庫聯(lián)盟”。今年是共建“一帶一路”倡議提出十周年，論壇以“共創(chuàng)陸海聯(lián)動(dòng)發(fā)展新未來”為主題，將舉行全體會(huì)議、平行會(huì)議、成果發(fā)布、參觀考察、座談交流等活動(dòng)。中外嘉賓還將考察重慶經(jīng)濟(jì)社會(huì)發(fā)展情況，與重慶智庫專家學(xué)者進(jìn)行交流。

參加開幕式的還有：老撾有關(guān)部門負(fù)責(zé)人，外國駐渝蓉總領(lǐng)事，中聯(lián)部有關(guān)領(lǐng)導(dǎo)，國內(nèi)外智庫專家，重慶市有關(guān)區(qū)縣、市級(jí)有關(guān)部門負(fù)責(zé)人，高校、企業(yè)代表等。
