Civilizations become richer through exchange and mutual learning. Over the past decade, Chongqing has fully integrated itself into the Belt and Road Initiative, playing a pivotal role as a platform for international cultural and tourism exchanges. The city has established cooperative relationships with over 30 foreign consular missions and overseas tourism promotion agencies in Chongqing and Chengdu. Significant strides have been made in building the China-Singapore (Chongqing) Culture and Tourism Industry Alliance, inaugurating the China (Chongqing)-Shanghai Cooperation Organization Smart Tourism Center, and establishing the National Base for Copyright Trade (Chongqing). These initiatives have laid a foundation for extensive exchanges with other countries participating in the Belt and Road Initiative. Qin Dingbo, Level I Inspector of Chongqing Municipal Commission of Culture and Tourism Development accepted an exclusive interview with The World and Chongqing and provided an in-depth discourse on Chongqing’s strategic advancements in culture and tourism. He elaborated on the city’s endeavors to promote a high level of integration, high-quality development, and high-efficiency governance in culture and tourism. Emphasizing the city’s strategic objective, he shared Chongqing’s experience in creating a world-renowned tourism destination for mutual enjoyment and global attraction.
Fostering International Exchange through “Going-Global” and “Bringing-In” Initiative
In recent years, Chongqing has been recognized by authoritative global magazines as one of the “Top Ten Tourism Destinations in the World” and “Top Ten Travel Destinations with the Most Development Potential”. The city was also honored with the “2019 Red Coral Award of Asia Tourism” and named one of the “2023 Asia-Pacific Three Major Tourism Festival Cities”. These speak volumes about Chongqing’s confidence and determination in advancing high-level opening-up efforts.
Qin Dingbo said that the Chongqing Municipal Commission of Culture and Tourism Development took the initiative and focused on the strategic mission of “Three Services and One Center”. The city has made positive efforts to locate the headquarters of the Lancang-Mekong Tourist Cities Cooperation Alliance, successfully attracted the first foreign-invested travel agency, and launched global promotional activities for Chongqing’s culture and tourism across nearly 20 countries and regions such as ASEAN countries. These vigorous efforts have effectively facilitated cultural exchanges with other countries and propelled Chongqing’s ambition to be a world-renowned tourist destination.
Chongqing has been vigorously strengthening the synergy with its districts, supporting the establishment of international exchange demonstration zones for cultural and tourism interactions, with joint efforts of institutions such as the Chongqing Library, the Chongqing Ballet Theater, the Hong Kong VA Galleries, and the Window for International Exchanges of Chongqing Culture amp; Tourism (WICT). The city actively engages with foreign institutions in China, including the Consulate-General of the Republic of Korea in Chengdu, and fully leverages platforms such as the China-Singapore (Chongqing) Culture and Tourism Industry Alliance. An array of activities have been held such as the Chongqing-Singapore Tourism Initiative and thematic promotions of air routes. Chongqing has effectively facilitated the resumption and increased frequency of chartered flights, chartered cruises, and international air routes with Singapore, Malaysia, and other countries.
Cooperation with national ministries has been intensified to promote a comprehensive “Going-Global” and “Bring-In” approach to Chongqing’s culture, cultural heritage, tourism, and broadcast television sectors. For instance, the Chongqing Municipal Commission of Culture and Tourism Development collaborated with the China Cultural Centre in Singapore to host the “Chongqing Week in Singapore” and the “Tea for Harmony” cultural tourism integration and promotion events, which have garnered significant attention. Efforts to propel the “Aviation + Tourism” initiative are underway, with the collaborative development of travel offerings linking Chongqing and Singapore, thereby enhancing cultural exchanges between the two places.
“Chongqing has successfully hosted large-scale events and forums, such as the Chongqing International Cultural Industry Expo, the Western China Tourism Industry Expo, the Wuling Cultural Tourism Conference, and the Chongqing International Travel Agent Conference. These events have attracted a multitude of domestic and international guests to explore, experience, and fall in love with Chongqing. Notably, the Chongqing International Travel Agent Conference 2023 launched the New International Land-Sea Trade Corridor (ILSTC) Tourism Cooperation (Chongqing) Initiative, proposing a collaborative approach to create a new tourism landscape in the region. This initiative marks a novel pathway for Chongqing’s international tourism cooperation,” introduced Qin Dingbo.
Deepening Cultural and Tourism Cooperation with Belt and Road Partner Countries
Qin Dingbo indicated that moving forward, Chongqing’s international outreach for culture and tourism will concentrate on key areas such as the Lancang-Mekong region, Singapore, and Hong Kong SAR-Macao SAR-Taiwan region. By deeply integrating into the international exchange and cooperation of culture and tourism with the Belt and Road countries, Chongqing is dedicated to establishing a system of cultural and tourism exchange and cooperation platforms for the ILSTC. This system is based in Chongqing, serving Western China and linking ASEAN countries, with a focus on expanding southward and embracing the world. The city is expediting the development and enhancement of the Lancang-Mekong Tourist Cities Cooperation Alliance and the New International Land-Sea Trade Corridor Tourism Promotion Alliance, aiming to forge a new pattern of exchange and cooperation between Western China and Singapore, as well as other ASEAN countries.
In the future, there will be a concerted effort to promote the Bayu Culture (Chongqing Culture) to a greater number of international audiences. Strong support will be provided to performing arts organizations and art institutions to engage in international cultural exchanges, aiming to bring the essence of Bayu Culture to more countries participating in the Belt and Road Initiative. This will include active participation in renowned international events such as the “Nihao! China” tourism promotion and international travel fairs. Signature events like the 15th Yangtze River Three Gorges International Tourism Festival, the Chongqing International Travel Agent Conference, and the Concert of World Great Rivers will be upgraded, diversifying the global promotion of Chongqing’s culture and tourism. Leveraging mechanisms such as the Silk Road Tourism Cities Alliance and the Lancang-Mekong Tourism Cities Cooperation Alliance, Chongqing will expect deeper exchanges and cooperation with world-renowned cultural and tourism cities. Support will be extended to the Window for International Exchange of Chongqing Culture amp; Tourism to continue building the “Distinctive Chongqing” outbound travel brand so as to position Chongqing as an international tourism hub.

“走出去”“引進來”促進國際交流
近年來,重慶被世界權威雜志評為“世界十大旅游目的地”“全球十大最具發(fā)展?jié)摿Φ穆眯械亍?,榮獲2019亞洲旅游“紅珊瑚”獎、“2023亞太三大旅游節(jié)慶城市”獎等。重慶精彩亮相世界舞臺,彰顯持續(xù)推進高水平對外開放的自信和決心。
秦定波表示,重慶市文化旅游委聚焦“三服務一中心”目標任務,主動作為,全力爭取瀾湄旅游城市合作聯(lián)盟落戶重慶取得積極進展,成功引進首個外商投資旅行社,遠赴東盟等近20個國家和地區(qū)開展重慶文化和旅游全球推廣活動,有力促進與相關國家人文交往,加快建設世界知名旅游目的地。
據(jù)介紹,重慶大力加強市區(qū)聯(lián)動,支持重慶圖書館、重慶芭蕾舞團等委屬院團及香港維岸畫廊、重慶國際文旅之窗打造文旅國際交往示范基地,積極對接韓國駐成都總領事館等外國駐華機構,充分釋放中新(重慶)文化和旅游產(chǎn)業(yè)聯(lián)盟等平臺效能,創(chuàng)新開展“‘重’‘新’出發(fā)渝新雙樞紐雙向游”及航線專題推介等活動,有效促成重慶與新加坡、馬來西亞等國包機、包郵輪和渝新等國際航線復航、加密。
同時,加強部市合作,推動重慶文化、文物、旅游和廣播電視全方位“走出去”“引進來”。比如,重慶文旅與新加坡中國文化中心合作舉辦的“新加坡·重慶周”文化旅游系列活動、“茶和天下·雅集”文旅融合推廣活動備受關注。推動“航空+旅游”發(fā)展,合作開發(fā)重慶新加坡連線旅游產(chǎn)品,推動兩地人文交流。
“重慶已多次成功舉辦重慶國際文化產(chǎn)業(yè)博覽會、中國西部旅游產(chǎn)業(yè)博覽會、武陵文旅大會、重慶國際旅行商大會等大型節(jié)會、論壇,吸引大批國內(nèi)外嘉賓走進重慶、感知重慶、愛上重慶。其中,2023重慶國際旅行商大會發(fā)布陸海新通道國際旅游合作(重慶)倡議,提出了共商共建共創(chuàng)區(qū)域旅游新格局,為重慶的國際旅游合作探索新路徑?!鼻囟úń榻B。
深化與共建“一帶一路”國家文旅合作
秦定波表示,下一步,重慶對外文化和旅游工作將聚焦“瀾湄”“新加坡”“港澳臺”等重點方向,深度融入“一帶一路”文化和旅游國際交流合作,打造立足巴蜀、輻射西部、鏈接東盟、聚焦南向、融入全球的陸海新通道文化和旅游交流合作平臺體系,加緊推進并完善瀾湄旅游城市合作聯(lián)盟、陸海新通道旅游推廣聯(lián)盟建設,推動形成中國西部地區(qū)與新加坡等東盟國家交流合作新格局。
未來,還將推動巴渝文化更大步伐“走出去”。大力支持演藝機構、藝術院校等積極開展國際文化交流,推動巴渝文化精品走進更多共建“一帶一路”國家,包括參與“你好!中國”旅游推廣活動和國際旅游展等國際知名展會,提檔升級第十五屆中國長江三峽國際旅游節(jié)、重慶國際旅行商大會、世界大河歌會等品牌活動,豐富重慶文旅全球推廣形式。依托絲綢之路旅游城市聯(lián)盟、瀾湄旅游城市合作聯(lián)盟等機制平臺,深化與世界文化旅游名城交流合作,支持重慶國際文旅之窗持續(xù)培育“渝見不同”出境游品牌,積極打造國際旅游樞紐城市。
