黨的二十大報告指出:全方位夯實糧食安全根基,全面落實糧食安全黨政同責,牢牢守住十八億畝耕地紅線,逐步把永久基本農(nóng)田全部建成高標準農(nóng)田,深入實施種業(yè)振興行動,強化農(nóng)業(yè)科技和裝備支撐,健全種糧農(nóng)民收益保障機制和主產(chǎn)區(qū)利益補償機制,確保中國人的飯碗牢牢端在自己手中。習近平總書記也時時關(guān)注著糧食安全問題,多次深入田間地頭察墑情、看苗情、問收成,明確指出:“解決吃飯問題,根本出路在科技。”黨的十八大以來,我國在種業(yè)種源、農(nóng)機農(nóng)藝、農(nóng)業(yè)技術(shù)集成推廣等領(lǐng)域全面部署,有力推動了“藏糧于地、藏糧于技”戰(zhàn)略落實、落地。中外科學家們也為實現(xiàn)“藏糧于地、藏糧于技”戰(zhàn)略提供可靠的科技支撐,發(fā)揮了重要的作用。
2022年,我與駐奧地利使館同事專程來到下奧州Tulln市,拜訪維也納自然資源與生命科學大學(BOKU)農(nóng)業(yè)生物技術(shù)學院(IFA)生物分析與農(nóng)業(yè)代謝組學研究所(IBAM)所長、國際真菌毒素學會前主席、中國農(nóng)業(yè)科學院及國家糧食和物資儲備局科學研究院(以下簡稱“國家糧科院”)外國專家Rudolf Krska教授,參觀、考察該研究所設(shè)施先進的實驗室。我代表駐奧使館感謝Krska教授多年來為中奧糧食安全領(lǐng)域科研合作所作出的重要貢獻,肯定他多年來與國家糧科院、中國農(nóng)科院等中國科研機構(gòu)合作的成績,轉(zhuǎn)達中國農(nóng)科院、國家糧科院、西北農(nóng)林科技大學等機構(gòu)科學家對他的問候,歡迎他安排時間訪問中國、開展科研合作。隨后,我們就進一步推進中奧農(nóng)業(yè)生物及糧油食品安全科研合作進行了友好交流。Krska教授愉快地回憶起我三年前訪問他實驗室時親切交流的情景,感謝駐奧使館對他與中國開展科研合作的關(guān)心和支持,并介紹了他的研究進展和新出版的英文學術(shù)專著Toxin-Free Food,他說該書中文版將于2023年出版。Krska教授表示他及他的科研團隊樂意繼續(xù)推進與中國同行的科研合作,參與相關(guān)“一帶一路”建設(shè)合作項目,歡迎更多的中國專家學者及學生來訪他的實驗室交流、深造、合作,他也期待著再訪中國。
The report to the 20th National Congress of the Communist Party of China (CPC) points out: We must reinforce the foundations for food security on all fronts. We will ensure that both Party committees and governments assume responsibility for ensuring food security and that China’s total area of farmland does not fall below the redline of 120 million hectares. We will work to develop all permanent basic cropland into high-standard cropland gradually. We will invigorate the seed industry, support the development of agricultural science, technology, and equipment, and refine the mechanisms for ensuring grain growers’ incomes and compensating major grain-producing areas. With these efforts, we will ensure that China’s food supply remains firmly in its own hands. General Secretary Xi Jinping is also concerned about food security. He always went into the field to check the moisture, observe the seedlings and ask about the harvest, making clear that “Science and technology are key to food security.” Since the 18th CPC National Congress, China’s comprehensive deployment in the seed industry and provenance, agricultural machinery and agronomy, and integrated extension of agricultural technology have promoted the implementation of a “food crop production strategy based on farmland management and technological application.” Chinese and foreign scientists also play an essential role in providing reliable scientific and technological support for the realization of the strategy.

In 2022, I and my colleagues of science and technology diplomats of the Embassy of PRC in Austria made a memorable trip to Tulln, Lower Austria, to visit Prof. Rudolf Krska, Director of the Institute of Bioanalytics and Agro-Metabolomics(from now on referred to as IBAM) at the Department of ISEKI-Food Association (after this IFA) in the University of Natural Resources and Life Sciences (starting now BOKU)in Vienna, former President of International Society for Mycotoxitology. Former President of the Chinese Academy of Agricultural Sciences (from now on CAAS) and Academy of National Food and Strategic Reserves Administration (after this AGS), visiting and inspecting the advanced laboratory of the Institute. On behalf of the Embassy of PRC in Austria,I thanked Prof. Krska for his outstanding contributions to the scientific cooperation between China and Austria in the field of food security over the years, affirmed his achievements in collaboration with Chinese scientific institutions such as the AGS and CAAS, conveyed the greetings from scientists from CAAS, AGS, and Northwest A&F University,and welcomed him to visit China and conduct scientific cooperation on further promoting Sino-Austrian scientific cooperation on agricultural biology and food security. Prof.Krska merrily recalled my visit to his laboratory three years ago, thanked the Embassy of PRC in Austria for its concern and support for his scientific cooperation with China, and introduced his research progress and his newly published academic monograph Toxin-Free Food (of which the Chinese version will be published in 2023). Prof. Krska expressed that his scientific team would like to continue the scientific cooperation with their Chinese counterparts and participate in relevant “Belt and Road Initiative” construction cooperation projects. Welcome more Chinese experts, scholars,and graduate students from China to visit his laboratory for exchange, further study, and cooperation. He also looks forward to seeing China again shortly.
BOKU是奧地利一所具有雄厚教學、科研實力的國際性大學,創(chuàng)建于1872年,亦被稱為維也納農(nóng)業(yè)大學,該校多位教授與中國同行建立了較好的科研交流、合作關(guān)系,也有不少中國學生學者在該校留學、深造并取得重要成就。Rudolf Krska教授是該校IBAM的創(chuàng)始所長,也是世界真菌毒素領(lǐng)域著名科學家。2017年起,他擔任奧地利飼料與食品質(zhì)量安全創(chuàng)新能力中心(FFoQSI)的科研負責人,該中心有45家公司合作伙伴。2018年,他被聘任為英國貝爾法斯特女王大學全球食品安全研究所的生物毒理學教授。2016—2020年,他擔任國際真菌毒素學會主席。Krska教授也是聯(lián)合國糧農(nóng)組織(FAO)和世界衛(wèi)生組織(WHO)食品添加劑聯(lián)合專家委員會(JECFA)成員以及歐洲食品安全管理局(EFSA)污染物科學小組成員。他還擔任美國堪薩斯州立大學植物生理學客座教授,也曾經(jīng)受聘參與加拿大相關(guān)食品安全實驗室的建設(shè)工作。Krska教授于2015年4月被中國農(nóng)業(yè)科學院農(nóng)產(chǎn)品加工研究所聘任為客座教授,2015年起與中國國家糧科院合作開展“藏糧于技”科研活動,并取得了相關(guān)科研成果。針對田間種植環(huán)節(jié)真菌毒素污染問題,他的團隊通過中國—歐盟合作項目,研究氣候、地理位置等環(huán)境因素對真菌毒素污染的影響,并建立預測模型,幫助專業(yè)人員從作物源頭控制真菌毒素
BOKU, an international university in Austria with solid capabilities in teaching and research, was founded in 1872 and is also known as the Vienna University of Agriculture,where many professors here have established good scientific exchanges and cooperation with their Chinese counterparts,and where many Chinese students and scholars have studied and made significant achievements. Prof. Rudolf Krska is the founding director of IBAM and a world-renowned scientist in mycotoxins. Since 2017, he has been head of scientific research at the Austrian Competence Centre for Feed and Food Quality, Safety and Innovation (from now on, FFoQSI),which has 45 company partners. In 2018, he was appointed Prof. of Biotoxicology at the Institute for Global Food Safety of Queen’s University Belfast, UK. In addition, he served as President of the International Society of Mycotoxins from 2016 to 2020. Prof. Krska is also a member of the Joint Expert Committee for Food Additives (JECFA) of the Food and Agriculture Organization of the United Nations (FAO) and World Health Organization (WHO) and a member of the European Food Safety Authority (EFSA). He is also a visiting professor of plant physiology at Kansas State University, USA, and has been employed to work on the construction of related food safety laboratories in Canada. Prof. Krska was appointed as a visiting professor by the Institute of Food Science and Technology CAAS in April 2015. Since this year, he has cooperated with AGS to conduct scientific activities of “food crop production based on technological application” and made relevant achievements. Given mycotoxin contamination in field planting, his team studied the influence of climate,geographic location, and other environmental factors on mycotoxin contamination through the China-EU cooperation project. It established prediction models to help professionals control the level of mycotoxin contamination from the source of crops. For Chinese grain reserve habits, the storage is prone to mycotoxin accumulation. Prof. Rudolf’s team cooperated deeply with AGS. Through in-depth research on granary sensors and conditions, they proposed solutions to improve the efficiency of mycotoxin risk prevention and control. His team also developed a multi-toxin detection method for mycotoxins, which improved the efficiency and level of mycotoxin detection.
作為十多次前往中國訪問并開展合作的老朋友,Krska教授與中國的糧食科學家們建立了誠摯的友誼,他積極支持中國的“藏糧于地、藏糧于技”戰(zhàn)略,他的家人也喜歡中國和中國文化。他介紹,他的小女兒Nadja曾經(jīng)專門赴中國學習中文并能夠熟練使用漢語交流(已通過HSK Level 4考試),還曾經(jīng)赴巴黎參加“漢語橋”比賽。熟悉他的中國朋友們都親切地稱呼這位熱情、睿智的奧地利科學家“Rudi”。
2018年9月,由中國農(nóng)業(yè)科學院、中國植物保護學會和湖北省農(nóng)業(yè)科學院聯(lián)合主辦的“第二屆Mycokey國際真菌毒素大會”在武漢召開,時任國際真菌毒素學會主席Rudolf Krska教授與加拿大植物病理學會主席狄蘭薩·費爾南多(Dilantha Fernando)教授、日本真菌毒素學會主席作田莊平、泰國真菌毒素學會主席安納特·帕拉斯普、意大利國家研究委員會食品科學研究所所長安東尼奧·洛格列科(Antonio Logrieco)及中國科學家陳劍平院士、康振生院士等中外專家出席會議,Krska教授作大會特邀報告。此次會議的召開,展示了各國科學家在真菌毒素防控領(lǐng)域所作出的努力和最新研究成果,為國內(nèi)外共同治理真菌毒素污染搭建了平臺,促進了我國真菌毒素防控工作的健康發(fā)展,為國家糧食安全保駕護航。與會的中外專家指出,食品和飼料產(chǎn)業(yè)鏈中的真菌毒素污染在世界范圍內(nèi)已引起廣泛關(guān)注,中國科學家與世界各國科學家通過多種途徑開展了長期富有成效的合作,歐盟和中國組成的大型的多學科聯(lián)盟,研究范圍涵蓋了從農(nóng)田到餐桌的不同階段,國際合作極大地提升了食品安全領(lǐng)域研究的整體水平。農(nóng)產(chǎn)品中真菌毒素污染的防控一直以來是世界性難題,黃曲霉毒素污染的防控尤為突出,需要世界各國科學家的共同努力、協(xié)同創(chuàng)新和科技合作。
As an old friend who has visited and cooperated with China more than ten times, Prof. Krska has established a sincere friendship with Chinese food scientists. He actively supports the “food crop production strategy based on farmland management and technological application.” His families also love China and Chinese culture. According to Prof. Krska, his youngest daughter Nadja went to China to study Chinese and became increasingly proficient in Chinese communication(having passed HSK 4). She also went to Paris to participate in the “Chinese Bridge” competition. His Chinese friends who are familiar with him call this enthusiastic and wise Austrian scientist “Rudi.”
In September 2018, the 2nd Mycokey International Conference,co-hosted by CAAS, China Society of Plant Protection (after this CSPP), and Hubei Academy of Agricultural Sciences, was held in Wuhan. President of International Society for Mycotoxitology Prof. Rudolf Krska, President of Canadian Phytopathological Society Prof. Dilantha Fernando, President of Japanese Society for Mycotoxitology Shohei Sakuda, President of Thai Society for Mycotoxitology Amnart Poapolathep, Director of Italian Institute of Science of Food Production (ISPACNR) Antonio Logrieco, Chinese and foreign experts such as Chinese scientists and academicians Chen Jianping and Kang Zhensheng, Department of International Cooperation of CAAS Gong Xifeng, President of CSPP, etc. Attended the meeting.Prof. Krska delivered an invited lecture. The conference was held to showcase the efforts and latest research achievements of scientists from all over the world in the field of mycotoxin prevention and control, to build a platform for domestic and foreign joint management of mycotoxin contamination, to promote the healthy development of mycotoxin prevention and control in China, and to safeguard national food security.Chinese and foreign experts at the conference pointed out that mycotoxin contamination in the food and feed industry chain has aroused widespread concern worldwide and that Chinese scientists have carried out long-term fruitful cooperation with scientists from around the world through various channels.The large-scale multidisciplinary alliance formed by European Union (after this EU) and China, with research covering different stages from farm to table, will significantly enhance the overall research level in food security through international cooperation. The prevention and control of mycotoxin contamination in agricultural products have always been a worldwide challenge, especially the prevention and control of aflatoxin contamination, which requires joint efforts of collaborative innovation and scientific cooperation of scientists from all over the world.
2019年4月,我擔任科技部國際合作司班子成員,應邀出席在京舉行的“歐盟‘地平線2020’計劃MyToolBox項目2019年年會暨中歐真菌毒素防控技術(shù)研討會”,結(jié)識了出席研討會并作主題報告的奧地利科學家Rudolf Krska教授。2019年10月,我抵奧不久即應Krska教授邀請,首次來到維也納自然資源與生命科學大學Tulln校區(qū)參觀訪問,與Krska教授開展工作交流,就推進中奧農(nóng)業(yè)生物及糧油食品安全科研合作達成相關(guān)共識。疫情期間,我們?nèi)员3种己玫幕印?/p>
2021年1月,Krska教授被國家糧科院聘為院刊《糧油食品科技》第四屆編委會顧問;2021年2月,Krska教授應國家糧科院《糧油食品科技》雜志誠邀,領(lǐng)銜主持一期真菌毒素國際前沿研究的特約專欄“守護糧食食品安全,全球攜手在行動”,牽頭撰寫專欄文章《全球食品和飼料鏈中生物毒素早期預警、監(jiān)測和毒性評估的挑戰(zhàn)和解決方案》,體現(xiàn)了近年來中奧、中外科學家們在該重要領(lǐng)域的科研及合作成果,并從科學角度提出了努力方向及解決方案,與中奧及相關(guān)國家科學家精心撰寫的《“十三五”期間中國真菌毒素檢測之發(fā)展思考》等其他8篇專業(yè)科技文章構(gòu)成了本期特約專欄的豐富內(nèi)容。該活動也得到了中國駐奧使館的熱情支持,我應邀為本專欄撰文《揮灑汗水,造福未來,積極推進糧油食品科研國際合作》,宣傳“聚天下英才而用之”理念,受到國內(nèi)外同行的廣泛關(guān)注及好評。
In April 2019, I, then a member of the International Cooperation Department of the Ministry of Science and Technology of PRC, was invited to attend the “EU ‘Horizon 2020’-MytoolBox Stakeholder Workshop and Strategies for Effective Mycotoxin Management” and got acquainted with Prof. Rudolf Krska,an Austrian scientist who attended the workshop and gave a keynote speech. In October 2019, I, the new science and technology counselor of the Embassy of PRC in Austria, was invited by Prof. Krska to visit the Tulln Campus of BOKU for the first time. They exchanged and agreed on promoting Sino-Austrian cooperation in agricultural and food security research. During the epidemic, the two sides still maintained good interaction.
In January 2021, Prof. Krska was appointed as an advisor to the 4th Editorial Board ofScience and Technology of Cereals, Oils, and Foods, a journal of AGS. In February 2021, Prof. Krska was invited again by the journal to lead a particular column, “Mycotoxins,” on the international frontier research, “Recent Global Efforts to Improve the Safety and Security of Grains and Food,”and took the lead in writing the column “Global Challenges and Solutions in the early Warning, Monitoring and Toxicity Assessment of Biotoxins in the Food and Feed Chain”, reflecting the scientific research and cooperation achievements of experts from China, Austria, and other countries in this critical field in recent years and proposing the direction of efforts and solutions from a scientific point of view. Together with eight other specialized scientific articles written by scientists from China, Austria, and other countries, including “Thinking of Development of Mycotoxin Surveillance in China during the 13th Five-year Plan”, this article forms the rich content of this unique column. The activity was also warmly supported by the Embassy of PRC in Austria, where I was invited to write an article for this column, “Sweat for the Future, Actively Promoting International Cooperation in Cereals, Oils, and Foods Research,” promoting the concept of “attracting the brightest minds from all over.” This column has been widely concerned and praised by colleagues at home and abroad.
In late November 2021, with the active initiative and participation of Chinese and Austrian scientists such as Prof. Krska, the“2021 China-Austria Technology Symposium on Food Security”was successfully held. AGS, National Engineering Laboratory for Food Reserves and Transportation, BOKU, and FFoQSI cohosted the symposium. Vice President of AGS Tan Bengang,Prof. Rudolf Krska, Technical Counsellor of the Embassy of PRC in Austria Max Pfeiler and I attended the symposium and delivered speeches. Vice President Tan Bengang said that the seminar is of great significance to ensure the food security of the two countries under the new situation. As a strategic scientific and technological support force for national food security, AGS should consciously fulfill its mission of high-level scientific and technical self-reliance and self-improvement and further strengthen the scientific and technological exchanges and international cooperation between China and Austria in the field of food security. I expressed gratitude to Chinese and Austrian scientists for their efforts and looked forward to the meeting playing a more active role in promoting scientific cooperation between China and Austria. Counsellor Pfeiler said that the symposium would open a new world for the collaboration between Chinese and Austrian scientific research institutions and enterprises and promote the two countries to make more achievements in food security. Prof. Krska and 13 other Chinese and foreign experts gave presentations on“Science and Technology for Loss Reduction and Safety,”which promoted scientific research exchanges and cooperation between China and Austria during the epidemic. In May 2022, Prof. Krska, as the first author, and several other scientists published the feature article “Effective approaches for early identification and proactive mitigation of aflatoxins in peanuts:An EU-China perspective” in the prestigious academic journalComprehensive Reviews in Food Science & Food Safety, focusing on scientific research progress of mycotoxins in China and Europe.Furthermore, on October 17, 2022, the 2nd World Food Forum opened in Rome, intending to strengthen the application of science and technology in driving the transformation of agrifood systems to address the growing global food crisis.
2021年11月下旬,在Krska教授等中奧科學家的積極倡議和參與下,“2021中奧糧食質(zhì)量安全科技研討會”召開。會議由中國國家糧科院、糧食儲運國家工程實驗室、奧地利維也納自然資源與生命科學大學、奧地利飼料與食品質(zhì)量安全創(chuàng)新能力中心(FFoQSI)共同主辦。國家糧科院副院長譚本剛、Rudolf Krska教授、我和奧駐華使館技術(shù)參贊Max Pfeiler等參會并致辭。譚本剛副院長表示,研討會的舉辦對新形勢下保障兩國糧食安全具有重要意義,作為國家糧食安全戰(zhàn)略科技支撐力量,國家糧科院要自覺履行高水平科技自立自強的使命擔當,進一步加強中奧兩國在糧食安全領(lǐng)域的科技交流與國際合作;我表示,感謝中奧科學家的努力,期待會議為推動糧油食品科研及中奧科研合作發(fā)揮更積極的作用;Pfeiler參贊表示,會議將為中奧科研機構(gòu)、企業(yè)的合作打開新的大門,推動兩國在糧食安全領(lǐng)域取得更多成果。Krska教授等13位中外專家,圍繞“科技助力減損,規(guī)范保障安全”主題作專題報告,促進了疫情期間中奧該領(lǐng)域的科研交流合作。2022年5月,Krska教授以第一作者身份與多位科學家在著名學術(shù)期刊Comprehensive Reviews in Food Science& Food Safety發(fā)表專題文章《中歐視角下的花生黃曲霉毒素早期識別與主動降低的有效方法》,關(guān)注中歐真菌毒素領(lǐng)域的科研進展。2022年10月17日,第二屆世界糧食論壇在羅馬開幕,宗旨之一就是加強科技在推動農(nóng)業(yè)糧食體系轉(zhuǎn)型中的應用,以應對日趨嚴重的全球糧食危機。
Krska教授的實驗室位于奧地利下奧州多瑙河畔美麗的小城Tulln市,時值深秋季節(jié),學校剛剛迎來建校150周年慶典,繽紛的樹葉鋪滿步道,藍色多瑙河從實驗室附近金色的田野間緩緩流過,師生們歡欣鼓舞,白天鵝們也在河上優(yōu)雅地嬉戲。在這次應邀參觀BOKU校園及實驗室環(huán)境的過程中,我偶遇Tulln市市長Peter Eisenschenk先生,Krska教授熱情介紹我們與市長認識并交談,希望推進Tulln與中國人民開展更多的交流。我們也了解到,Tulln每年舉辦享譽歐洲的“Tulln國際園藝博覽會”,數(shù)年前曾經(jīng)有來自中國上海的少年藝術(shù)團來到博覽會登臺獻藝,并受到歡迎和好評。
Prof. Krska’s laboratory is located in Tulln, a beautiful town on the Danube River in Lower Austria. In the late autumn, the university just celebrated its 150th anniversary. Colorful leaves cover the trails; the Blue Danube flows slowly through the golden fields near the laboratory; white swans glide gracefully on the river; both teachers and students feel delighted. During this visit to the BOKU campus and laboratory, we bumped into the mayor of Tulln, Mr. Peter Eisenschenk. Prof. Krska warmly introduced us to the mayor and talked with him, hoping to promote more exchanges between Tulln and the Chinese people. We also learned that Tulln hosts the “Tulln International Horticultural Exhibition” every year, which is well-known in Europe. A few years ago, a youth art troupe from Shanghai,China, came here to perform, which was welcomed and well received.
