雖遠(yuǎn)離城市喧囂卻又距離夢想很近，特色小鎮(zhèn)是許多人心中的“詩和遠(yuǎn)方”。Far from the hustle and bustle of cities,yet close to dreams,characteristic towns are like “Poetry and Distance” in the eyes of many people.

在《瓦爾登湖》里，梭羅寫道：“人類之所以想要一個家，想要一個溫暖的地方，或者舒適的地方，首先是為了獲得身體的溫暖，然后才是情感的溫暖?！碑?dāng)社會高速發(fā)展，當(dāng)城市的觸角不斷延長，久居一城繁華的人們則希望跳出都市圈，或走進(jìn)大自然尋求暢快釋放，或循著內(nèi)心指引開啟理想生活。于是，那些遠(yuǎn)離城市喧囂卻又距離夢想很近，比城市更“溫暖”的小鎮(zhèn)，反倒成了飄落于無數(shù)人心中的“詩和遠(yuǎn)方”。

自國家2016年提出發(fā)展特色小鎮(zhèn)以來，各地相繼出臺政策、文件，為特色小鎮(zhèn)的建設(shè)吹來縷縷春風(fēng)。在國家政策紅利與地方經(jīng)濟(jì)發(fā)展雙背景的強力支撐下，山東各地立足特色資源稟賦，以特色挖掘為基礎(chǔ)前提、以產(chǎn)業(yè)培育為核心支撐、以體制機(jī)制創(chuàng)新為重要手段、以宜居宜業(yè)宜游為主攻目標(biāo)，打造了一批頗具“齊魯風(fēng)貌”的特色小鎮(zhèn)，在推動經(jīng)濟(jì)轉(zhuǎn)型升級和新型城鎮(zhèn)化建設(shè)中發(fā)揮了重要作用。

濟(jì)南商河縣玉皇廟玻璃小鎮(zhèn)，從傳統(tǒng)制造向智能制造跨越，不斷向特色產(chǎn)業(yè)集聚的方向發(fā)展；青島動車小鎮(zhèn)以打造世界先進(jìn)裝備產(chǎn)業(yè)高地為目標(biāo)，吸引著全球軌道交通產(chǎn)業(yè)的目光；淄博桓臺縣創(chuàng)智夢想小鎮(zhèn)聚焦智慧產(chǎn)業(yè)、商貿(mào)服務(wù)、醫(yī)養(yǎng)健康、文化創(chuàng)意四大領(lǐng)域，通過“科技引領(lǐng)產(chǎn)業(yè)升級”名揚四方……航空小鎮(zhèn)、溫泉小鎮(zhèn)、文創(chuàng)小鎮(zhèn)、書畫小鎮(zhèn)、康養(yǎng)小鎮(zhèn)等形形色色的特色小鎮(zhèn)如同雨后春筍般在齊魯大地上拔節(jié)生長。

如今，在規(guī)范糾偏、典型引路的原則下，特色小鎮(zhèn)建設(shè)路徑日漸清晰。這些特色小鎮(zhèn)因地制宜挖掘特有的自然稟賦、歷史文化資源，不僅有機(jī)融合當(dāng)?shù)亟ㄖL(fēng)貌和建設(shè)肌理，基本改變了“千鎮(zhèn)一面”的狀況，也為產(chǎn)業(yè)的發(fā)展打上了地域文化的印記，成為探尋城市發(fā)展新模式過程中的生力軍。

一個小鎮(zhèn)，一片天地，特色小鎮(zhèn)更是藏著“詩和遠(yuǎn)方”。它們中，有的面朝大海，有的圍湖而建，有的阡陌連野，不僅可以自在隨意地棲居，還兼具產(chǎn)業(yè)和文化特質(zhì)，是新技術(shù)、新產(chǎn)業(yè)、新業(yè)態(tài)蓬勃發(fā)展的熱土，是集聚創(chuàng)新資源的強磁場，還是創(chuàng)業(yè)創(chuàng)新的廣闊舞臺……走進(jìn)特色小鎮(zhèn)，也便走近了關(guān)于“詩和遠(yuǎn)方”的夢想。

Since the proposal of developing characteristic towns in 2016,all parts of China have issued policy documents to bring convenience to the construction of characteristic towns.Supported by the double backgrounds of national policies and local economic development,all parts of Shandong have built a batch of characteristic towns with the “style and features of Shandong” based on the advantage of characteristic resources,on the basic premise of characteristic exploration,under the core support of industry cultivation,by means of institutional innovation,with the main goal of livability,business friendliness and tourism friendliness,thereby playing a significant role in promoting economic transformation and upgrading and new-type urbanization.

From traditional manufacturing to smart manufacturing,the Yuhuangmiao Town of Glass,Shanghe,Jinan,has continued to develop in the agglomeration direction of characteristic industries;with the goal of building a world-leading equipment industry,the Qingdao Bullet Train Town has attracted the attention of the global rail transit industry;focusing on four leading industries concerning the smart industry,trade &logistics,healthcare&wellbeing,and culture &creativity,Huantai County,Zibo,has spread its fame by “data”...A variety of characteristic towns,e.g.the Airport Town,the Springs Town,the Cultural &Creative Town,the Painting &Calligraphy Town,and the Wellness Town,have sprung up on the land of Shandong like mushrooms after rain.
