博鰲亞洲論壇2022 年年會(huì)開幕式4 月21 日上午在海南博鰲舉行，國家主席習(xí)近平以視頻方式發(fā)表題為《攜手迎接挑戰(zhàn)，合作開創(chuàng)未來》的主旨演講。

習(xí)近平指出，當(dāng)下，世界之變、時(shí)代之變、歷史之變正以前所未有的方式展開，給人類提出了必須嚴(yán)肅對(duì)待的挑戰(zhàn)。人類歷史告訴我們，越是困難時(shí)刻，越要堅(jiān)定信心。任何艱難曲折都不能阻擋歷史前進(jìn)的車輪。面對(duì)重重挑戰(zhàn)，我們決不能喪失信心、猶疑退縮，而是要堅(jiān)定信心、激流勇進(jìn)。

習(xí)近平強(qiáng)調(diào)，沖出迷霧走向光明，最強(qiáng)大的力量是同心合力，最有效的方法是和衷共濟(jì)。過去兩年多來，國際社會(huì)為應(yīng)對(duì)新冠肺炎疫情挑戰(zhàn)、推動(dòng)世界經(jīng)濟(jì)復(fù)蘇發(fā)展作出了艱苦努力。困難和挑戰(zhàn)進(jìn)一步告訴我們，人類是休戚與共的命運(yùn)共同體，各國要順應(yīng)和平、發(fā)展、合作、共贏的時(shí)代潮流，向著構(gòu)建人類命運(yùn)共同體的正確方向，攜手迎接挑戰(zhàn)、合作開創(chuàng)未來。

——我們要共同守護(hù)人類生命健康。人類徹底戰(zhàn)勝新冠肺炎疫情還需付出艱苦努力。各國要相互支持，加強(qiáng)防疫措施協(xié)調(diào)，完善全球公共衛(wèi)生治理，形成應(yīng)對(duì)疫情的強(qiáng)大國際合力。要堅(jiān)持疫苗作為全球公共產(chǎn)品的屬性，確保疫苗在發(fā)展中國家的可及性和可負(fù)擔(dān)性。中國已經(jīng)向120 多個(gè)國家和國際組織提供超過21 億劑疫苗，將繼續(xù)向非洲、東盟分別援助6 億劑、1.5 億劑疫苗，為彌合“免疫鴻溝”作出積極努力。

——我們要共同促進(jìn)經(jīng)濟(jì)復(fù)蘇。要堅(jiān)持建設(shè)開放型世界經(jīng)濟(jì)，加強(qiáng)宏觀政策協(xié)調(diào)，維護(hù)全球產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定，促進(jìn)全球平衡、協(xié)調(diào)、包容發(fā)展。要堅(jiān)持以人民為中心，把促進(jìn)發(fā)展、保障民生置于突出位置，圍繞減貧、糧食安全、發(fā)展籌資、工業(yè)化等重點(diǎn)領(lǐng)域推進(jìn)務(wù)實(shí)合作，著力解決發(fā)展不平衡不充分問題，穩(wěn)步推進(jìn)全球發(fā)展倡議落地落實(shí)。

——我們要共同維護(hù)世界和平安寧。冷戰(zhàn)思維只會(huì)破壞全球和平框架，霸權(quán)主義和強(qiáng)權(quán)政治只會(huì)危害世界和平，集團(tuán)對(duì)抗只會(huì)加劇21 世紀(jì)安全挑戰(zhàn)。中方愿提出全球安全倡議：堅(jiān)持共同、綜合、合作、可持續(xù)的安全觀，共同維護(hù)世界和平和安全；堅(jiān)持尊重各國主權(quán)、領(lǐng)土完整，不干涉別國內(nèi)政，尊重各國人民自主選擇的發(fā)展道路和社會(huì)制度；堅(jiān)持遵守聯(lián)合國憲章宗旨和原則，摒棄冷戰(zhàn)思維，反對(duì)單邊主義，不搞集團(tuán)政治和陣營對(duì)抗；堅(jiān)持重視各國合理安全關(guān)切，秉持安全不可分割原則，構(gòu)建均衡、有效、可持續(xù)的安全架構(gòu)，反對(duì)把本國安全建立在他國不安全的基礎(chǔ)之上；堅(jiān)持通過對(duì)話協(xié)商以和平方式解決國家間的分歧和爭(zhēng)端，支持一切有利于和平解決危機(jī)的努力，不能搞雙重標(biāo)準(zhǔn)，反對(duì)濫用單邊制裁和“長臂管轄”；堅(jiān)持統(tǒng)籌維護(hù)傳統(tǒng)領(lǐng)域和非傳統(tǒng)領(lǐng)域安全，共同應(yīng)對(duì)地區(qū)爭(zhēng)端和恐怖主義、氣候變化、網(wǎng)絡(luò)安全、生物安全等全球性問題。

——我們要共同應(yīng)對(duì)全球治理挑戰(zhàn)。世界各國乘坐在一條命運(yùn)與共的大船上，要穿越驚濤駭浪、駛向光明未來，必須同舟共濟(jì)，企圖把誰扔下大海都是不可接受的。國際社會(huì)發(fā)展到今天已經(jīng)成為一部復(fù)雜精巧、有機(jī)一體的機(jī)器，拆掉一個(gè)零部件就會(huì)使整個(gè)機(jī)器運(yùn)轉(zhuǎn)面臨嚴(yán)重困難，被拆的人會(huì)受損，拆的人也會(huì)受損。要踐行共商共建共享的全球治理觀，弘揚(yáng)全人類共同價(jià)值，倡導(dǎo)不同文明交流互鑒。要堅(jiān)持真正的多邊主義，堅(jiān)定維護(hù)以聯(lián)合國為核心的國際體系和以國際法為基礎(chǔ)的國際秩序。大國尤其要作出表率，帶頭講平等、講合作、講誠信、講法治，展現(xiàn)大國的樣子。

習(xí)近平強(qiáng)調(diào)，過去幾十年，亞洲地區(qū)總體保持穩(wěn)定，經(jīng)濟(jì)持續(xù)快速增長，成就了“亞洲奇跡”。亞洲好世界才能更好。我們要繼續(xù)把亞洲發(fā)展好、建設(shè)好，展現(xiàn)亞洲的韌性、智慧、力量，打造世界的和平穩(wěn)定錨、增長動(dòng)力源、合作新高地。

第一，堅(jiān)定維護(hù)亞洲和平。今天，亞洲首倡的和平共處五項(xiàng)原則和“萬隆精神”更加具有現(xiàn)實(shí)意義。要秉持相互尊重、平等互利、和平共處等原則，奉行睦鄰友好政策，把命運(yùn)牢牢掌握在自己手中。

第二，積極推動(dòng)亞洲合作?！秴^(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定》正式生效，中老鐵路建成通車，有效提升了地區(qū)硬聯(lián)通、軟聯(lián)通水平。要以此為契機(jī)，推動(dòng)亞洲形成更加開放的大市場(chǎng)，促進(jìn)亞洲共贏合作邁出新步伐。

第三，共同促進(jìn)亞洲團(tuán)結(jié)。要鞏固?hào)|盟在地區(qū)架構(gòu)中的中心地位，維護(hù)兼顧各方訴求、包容各方利益的區(qū)域秩序。國家無論大小強(qiáng)弱，無論域內(nèi)域外，都應(yīng)該為亞洲添彩而不添亂，都要共走和平發(fā)展大道，共謀合作共贏大計(jì)，共創(chuàng)團(tuán)結(jié)進(jìn)步的亞洲大家庭。

習(xí)近平指出，中國經(jīng)濟(jì)韌性強(qiáng)、潛力足、回旋余地廣、長期向好的基本面不會(huì)改變，將為世界經(jīng)濟(jì)企穩(wěn)復(fù)蘇提供強(qiáng)大動(dòng)能，為各國提供更廣闊的市場(chǎng)機(jī)會(huì)。中國將全面貫徹新發(fā)展理念，加快構(gòu)建新發(fā)展格局，著力推動(dòng)高質(zhì)量發(fā)展。不論世界發(fā)生什么樣的變化，中國改革開放的信心和意志都不會(huì)動(dòng)搖。中國將始終不渝堅(jiān)持走和平發(fā)展道路，始終做世界和平的建設(shè)者、全球發(fā)展的貢獻(xiàn)者、國際秩序的維護(hù)者。

習(xí)近平最后說，日日行，不怕千萬里；常常做，不怕千萬事。只要我們攜手同心、行而不輟，就一定能匯聚起合作共贏的偉力，戰(zhàn)勝前進(jìn)道路上的各種挑戰(zhàn)，迎來人類更加光明美好的未來。

President Xi pointed out that right now, changes of the world, of our times and of history are unfolding in ways like never before. These changes are posing challenges that must be taken seriously by humanity. A review of human history shows that the more difficult things get, the greater the need grows to stay confident. No difficulties could ever stop the wheel of history. Faced with the many challenges, we must not lose confidence, hesitate or flinch. Instead, we must firm up confidence and press ahead against all odds.

President Xi stressed that for us to break through the mist and embrace a bright future, the biggest strength comes from cooperation and the most effective way is through solidarity.Over the past two years and more, the international community has been working extremely hard to respond to the COVID-19 challenge and boost global recovery and development. The hardships and challenges are yet another reminder that humanity is a community with a shared future where all people rise and fall together, and that all countries need to follow the trend of the times featuring peace, development and win-win cooperation, move in the direction of building a community with a shared future for mankind, and rise to challenges and build a bright future through cooperation.

-- We need to work together to defend people’s lives and health. For humanity to clinch a final victory against the COVID-19 pandemic, more hard efforts are needed. It is essential that countries support each other, better coordinate response measures and improve global public health governance,so as to form strong international synergy against the pandemic. We must keep COVID vaccines a global public good and ensure their accessibility and affordability in developing countries.China has provided over 2.1 billion doses of vaccines to more than 120 countries and international organizations,and will follow through the pledged donation of 600 million and 150 million doses of vaccines to Africa and ASEAN countries respectively, as part of our effort to close the immunization gap.

-- We need to work together to promote economic recovery. We should stay committed to building an open world economy, increase macro policy coordination, keep global industrial and supply chains stable, all in an effort to promote balanced, coordinated and inclusive global development. We should follow a people-centered approach, and place development and people’s wellbeing high on the agenda. We should advance practical cooperation in such key areas as poverty reduction, food security, development financing and industrialization, in a bid to address uneven and inadequate development,and promote solid implementation of the Global Development Initiative.

-- We need to work together to maintain peace and stability in the world. The Cold War mentality would only wreck the global peace framework,hegemonism and power politics would only endanger world peace, and bloc confrontation would only exacerbate security challenges in the 21st century.

China would like to propose a Global Security Initiative, that is,to stay committed to the vision of common, comprehensive, cooperative and sustainable security, and work together to maintain world peace and security; stay committed to respecting the sovereignty and territorial integrity of all countries, uphold non-interference in internal affairs, and respect the independent choices of development paths and social systems made by people in different countries; stay committed to abiding by the purposes and principles of the UN Charter, reject the Cold War mentality, oppose unilateralism,and say no to group politics and bloc confrontation; stay committed to taking the legitimate security concerns of all countries seriously, uphold the principle of indivisible security, build a balanced,effective and sustainable security architecture, and oppose the pursuit of one's own security at the cost of others’security; stay committed to peacefully resolving differences and disputes between countries through dialogue and consultation, support all efforts conducive to the peaceful settlement of crises, reject double standards, and oppose the wanton use of unilateral sanctions and long-arm jurisdiction;stay committed to maintaining security in both traditional and non-traditional domains, and work together on regional disputes and global challenges such as terrorism, climate change, cybersecurity and biosecurity.

-- We need to work together to tackle global governance challenges. Countries around the world are like passengers aboard the same ship who share the same destiny. For the ship to navigate the storm and sail toward a bright future,all passengers must pull together. The thought of throwing anyone overboard is simply not acceptable. In this day and age, the international community has evolved so much that it has become a sophisticated and integrated apparatus. Acts to remove any single part will cause serious problems to its operation. When that happens, both the victims and the initiators of such acts will stand to lose. We need to embrace a global governance philosophy that emphasizes extensive consultation, joint contribution and shared benefits, promote the common values of humanity, and advocate exchanges and mutual learning between civilizations. We need to uphold true multilateralism, and firmly safeguard the international system with the UN at its core and the international order underpinned by international law. It is particularly important for major countries to lead by example in honoring equality, cooperation,good faith and the rule of law, and act in a way befitting their status.

President Xi emphasized that over the past decades, Asia has enjoyed overall stability and sustained rapid growth, making possible the Asian Miracle. When Asia fares well, the whole world benefits. Therefore, we need to continue developing and strengthening Asia, demonstrate Asia's resilience, wisdom and strength, and make Asia an anchor for world peace,a powerhouse for global growth and a new pacesetter for international cooperation.

First, we should resolutely safeguard peace in Asia. The Five Principles of Peaceful Coexistence and the Bandung Spirit, first advocated by Asia, are all the more relevant today.We should honor such principles as mutual respect, equality,mutual benefit and peaceful coexistence, follow a policy of good-neighborliness and friendship, and make sure that we always keep our future in our own hands.

Second, we should vigorously advance Asian cooperation.The entry into force of the

Regional Comprehensive Economic Partnership

(

RCEP

) and the opening to traffic of the China-Laos railway have effectively boosted institutional and physical connectivity in our region. We should seize these opportunities to foster a more open Asia-wide market and make new strides in mutually beneficial cooperation.

Third, we should jointly promote Asian unity. We should cement ASEAN centrality in the regional architecture,and uphold a regional order that balances the aspirations and accommodates the interests of all parties. Countries, no matter their size and strength, and both in and outside the region, should all add splendor rather than trouble to Asia.All should follow the path of peace and development, seek win-win cooperation,and contribute to an Asian family of unity and progress together.

President Xi noted that the fundamentals of the Chinese economy --its strong resilience, enormous potential,vast room for maneuver and long-term sustainability -- remain unchanged.They will provide great dynamism for the stability and recovery of the world economy and broader market opportunities for all countries. China will fully apply its new development philosophy, accelerate the establishment of a new development paradigm, and redouble efforts for highquality development. No matter how the world will change,China’s faith in and its commitment to reform and openingup will not waver. China will unswervingly follow the path of peaceful development, and always be a builder of world peace,a contributor to global development, and a defender of the international order.
