Abstract:The question of the relationship between nature and history is an important theme in modern western philosophical studies.In The German Ideology,Marx and Engels criticize the practice of the young Hegelians and Feuerbach in separating the relationship between nature and history,clarify the theoretical boundaries with all previous idealist and humanist views of history,regard the "real individual" as the logical starting point of the connection between nature and history,attach importance to the role of practice in linking nature and history,and practice the intermediary role of nature and history.The discovery of nature in history is important for examining the ecological crisis caused by the disregard for the unified relationship between human beings and nature,nature and history in modern capitalist society,and for exploring the practical way forward to guide the construction of socialist ecological civilization with Chinese characteristics.

Abstract:Space is the expression carrier of social relations and social practices,and spatial distributive justice is the concrete expression of spatial rights and interests in spatial production and spatial resource allocation.At present,China's economy and society are faced with the outstanding problems of uneven allocation of spatial resources,unequal spatial supply and unequal spatial rights and interests.With the steady implementation of a package of central policies and national strategies,the "China Plan" for common prosperity has basically been put into practice and is beginning to bear fruit.Unlike the one-sided welfare systems of Western countries,the essence of the "China Proposal" is the adjustment of the distribution of spatial rights and interests,the core of which is to practise distributive justice through the regulation of resources and the restoration of justice on a spatial scale,promoting the free flow and efficient allocation of resource factors by means of market regulation,government redistribution and capital restraint,and promoting efficiency and equity.To achieve a new dynamic balance and enhance the balance,coordination and inclusiveness of development.At the same time,common prosperity in global space is not only an important feature of Chinese-style modernization,but also a blueprint for developing countries to achieve modernization,and promotes the inclusive development of global space governance and the exchange and mutual appreciation of civilizations.

Can Digital Inclusive Finance Promote Shared Development? --An Examination Based on the Perspective of Dual Upgrading of Industry and Consumption

Abstract:In the new development stage,it has become an inherent requirement for high-quality development to enable people to share the fruits of development.In the era of mobile internet,the new inclusive financial services provided by digital inclusive financial platforms have a profound impact on economic and social development.Based on provincial panel data during 2011-2019,the article empirically examines the impact of digital inclusive finance on shared development and its transmission mechanism.It is found that the development of digital inclusive finance can significantly enhance the level of shared development.Further research found that digital inclusive finance can promote shared development by facilitating the rationalization of industrial structures,raising consumption levels and optimizing consumption structures.This promotion effect is more obvious in regions with higher levels of marketisation.When tested using a spatial panel model,the role of digital inclusive finance in promoting shared development remains significant.The research in this paper provides empirical evidence and policy insights for further implementing the new development concept,guiding the healthy development of digital inclusive finance platforms,promoting the dual upgrading of industry and consumption,and achieving high-quality development.

Economic Growth Goals and Labour Price Distortions

Abstract:Based on city-level data in China,the article explores the impact of local economic growth goals on labour price distortions using the production function approach to measure labour price distortions.The mechanism analysis shows that local economic growth goals act on labour price distortions through the labour-management bargaining power channel.The empirical analysis shows that higher local economic growth goals will exacerbate labour price distortions and that the magnitude of the impact is greatest in the eastern region at the sub-regional level and in the large cities at the sub-city size level.The results of the intermediate effects analysis show that local economic growth goals have a negative impact on labour price distortions by exacerbating the imbalance in bargaining power between labour and management.The results of the quantile analysis show that the greater the labour price distortion,the greater the magnitude of the impact of local economic growth goals on labour price distortion.

The Failure of Protection of Reliance Interests in State Compensation and its Regulation--A Mirror Image of "Granting Administrative Compensation Cases"

Abstract:The protection of reliance interests is crucial to the reasonable reconciliation of the tension between administrative risks and rights relief brought about by legal certainty.Whether reliance interests can be included in the scope of state compensation,how to identify them and how to apply them appropriately are all difficult issues in state compensation cases.By reviewing the practice,exploring the multi-layered theoretical space for the protection of reliance on granting acts,seeking the theoretical basis for the protection of reliance on interests,looking into the multi-dimensional perspective of granting administrative compensation cases,and determining the compensation method and compensation standard according to the principle of balance of interests and the principle of proportionality in law and economics,we explore the space and limit of reliance on the protection of damaged interests among unequal subjects in the field of state compensation.

Ethical Risks of Unreasonable Proliferation of Face Recognition Technology and Legal Regulation--Also on the Construction of Dynamic Consent Regulation Model

Abstract:Face recognition technology is being used more and more widely in social life.The early application of face recognition technology aims at social security,but its unreasonable proliferation raises ethical risks,the privacy leakage of data subjects violates human freedom and subjectivity,and algorithmic discrimination endangers social justice.The proliferation of face recognition technology needs to be legally regulated.For privacy protection,the principles of informed consent,minimum necessary and do no harm need to be legally constructed,and for algorithmic discrimination,the principles of algorithmic neutrality and fairness need to be legally constructed.Among them, the principle of informed consent has priority,and the EU legislation adopts a special consent model of "principle-exception" around the specific construction of the principle of informed consent,i.e.the processing of face data is prohibited in principle, unless the data subject agrees and the law allows it.China has adopted a dual protection model of "privacy + personal information",reflecting a lenient consent model.Both models cannot escape the dilemma of conflicting values and require the construction of a dynamic consent model with operability.
