Abstract: As economic globalization deepens, Sino-Japanese economic and trade cooperation embraces a new situation featuring diversification, multi-channels and high-quality cooperation. However, in the mid-term, there still remains issues such as the sluggish recovery of bilateral trade, the decline of Japanese direct investment in China, the serious impact of COVID-19 and complicated Sino-Japanese relations, all of which bring about new challenges to economic cooperation. Meanwhile, both bilateral trade and two-way investment between China and Japan witness a significant growth in 2021. The RCEP will go into effect in 2022 and the 50th anniversary of normalization of Sino-Japanese relations will create new opportunities for Sino-Japanese economic and trade cooperation.

The newly introduced acts and institutional setup work as the top-level design for regulating the behavior of internet platform. Japan Fair Trade Commission, as the antitrust enforcement agency, conducts the research on market and formulate behavioral guidelines. Other administrative departments, like the Ministry of Economy, Trade and Industry, are responsible for their fields formulating relevant laws or regulations. The agile governance model ensures the enthusiasm of platform companies to participate in the “joint governance”.

Abstract: With the rapid development of the new generation of information technology, digital economy is becoming an important driving factor leading to high-quality economic development. The sudden outbreak of COVID-19 has exposed the low level of digitalization of the Japanese government and the insufficient digital transformation of companies. After Suga Yoshihide took office, the administration promoted the establishment of the “Digital Department” to enhance the digitalization of Japanese government and improve the digitalization level of Japanese society. There will be new breakthroughs in the digital transformation of Japanese government and enterprises and China can learn from Japan’s experience.

        ZHANGBoyu

Abstract:The Kishida administration has basically formed the “troika” leadership system of Kishida, Aso and Motegi, but the support foundation of the Kishida administration within the LDP is unstable. The most important political goal for Kishida in the first half of 2022 is to win the Senate election, the result of which directly determine its ruling destiny. The Kishida administration will maintain its high approval rating if it wins the battle against the epidemic, achieves quick results in its economic policies and passes the parliamentary review smoothly. The Kishida administration is expected to pass the mid-term assessment of the upper house election without further deterioration in the approval rating of the cabinet before the election. Instead, Kishida administration may still end up in a short term. On the diplomatic front, The China policy of Kishida adminstration faces a test.

        AnAnalysisofRecentTrendsofJapaneseSecurityPolicy

        JIANGXinfeng,ZHUChunyu,XUKangjian

Abstract: Recently, Japan continues to promote the adjustment of its security policy, further enhancing its independent defense capability and building a “multi-domain joint defense force”. Meanwhile, Japan attempts to strengthen the Japan-U.S. military alliance with the aim of enhancing the deterrence and response capacity of the alliance, deepen regional bilateral and multilateral security cooperation and build and expand the “Indo-Pacific security cooperation network”, aiming to containing China’s development. In that regard, while taking strict precautions, we should urge Japan to view China in an objective and rational way, promote exchanges and cooperation between the two countries and ensure the steady and sound development of China-Japan relations.

        TheDilemmaofJapanesePrimeMinister’sLeadershipinDecision-makinginPost-AbeEra

        ZHANGXiaolei,CONGYining

Absrtact: Realizing the bureaucratic decision-making marks an important part of Japanese government’s political and administrative reform. During Abe’s second administration, bureaucratic decision-making was significantly strengthened. However, since the beginning of the “post-Abe era”, the bureaucratic decision-making has fallen into many difficulties in dealing with epidemic situation and regulatory reform. It is the result of the joint action of system, individual and domestic political environment. In general, although strengthening official residence dominance has become a significant trend of the current political system transformation in Japan, whether the “strong prime minister” decision-making mechanism can be continued in the context of the unclear domestic political situation in the “post-Abe era” is still subject to many constraints.

        TheProspectofDPRK-U.S.DialogueundertheBidenadministrationandChina’sRole

        WANGJunsheng

Abstract: Since the Biden administration starts, after a year with series of U.S.-DPRK talks and policy implementation, confrontation between the two countries has intensified. The Biden administration focuses on denuclearization of the Korean peninsula, but under the current situation, DPRK not only has no intention of denuclearization, but is also expanding and upgrading the scale and technology of its strategic weapons. Judging from the current trend, North Korea is putting pressure on the Biden administration through frequent missile tests, and the Biden administration is gradually losing patience with North Korea’s missile tests. There becomes a fierce confrontation between the U. S. and the DPRK, and the situation on the peninsula is very likely to become tense again. China needs to continue to promote progress towards the substantial denuclearization of the Korean peninsula, pushing the U.S. to ease sanctions on the DPRK and take care of the DPRK’s security concerns, and at the same time build a relatively balanced relationship with the DPRK, the ROK and the United States on the Korean peninsula affairs.

        TheBasicFrameworkandEffectivenessofU.S.PolicytowardstheDPRKundertheBidenAdministration

        LYUChunyan

Abstract: The Biden administration’s re-evaluation of its DPRK policy after it took office stems not only from the political inertia of domestic regime change, but also from the urgent need to restart U.S.-DPRK dialogue against the increasingly complex background of China-U.S. relations. The Biden administration will adopt a pragmatic and gradual diplomatic line toward the DPRK, focusing more on joint efforts with allies such as South Korea and Japan to deal with the DPRK, while still adopting a combination of diplomacy and deterrence and using ideological issues such as human rights to attack the DPRK. The strategic goals of the Biden administration’s north Korea policy are diverse and complex, including controlling the U.S.-North Korea relations and regional security, strengthening the U.S.-South Korea alliance and U.S.-South Korea-Japan cooperation, realizing the “denuclearization of the Korean Peninsula” and focusing on the strategic competition of great powers. Looking ahead, the DPRK nuclear and missile issues will remain difficult to solve and become more complicated and the establishment of a regional multilateral security cooperation mechanism will be frustrated.

Keywords: Biden administration; U.S. policy towards the DPRK; U.S.-DPRK relations; U.S.-ROK alliance; the Korean nuclear issue

        WANGHao

The unsound dynamic mechanism of cooperation has become an important problem restricting the ability of regional environmental governance. This study uses the analysis framework of social operation dynamic mechanism to define the concept of dynamic mechanism and analyze the structure of regional cooperative governance dynamic mechanism in Northeast Asia. The industries of member countries and countries along the Belt and Road are complementary, and the two have the basis for interaction. China should explore its own way to achieve regional sustainable development by reshaping the economic chain, improving regional rules, adhering to the multilateral system, focusing on key areas, enhancing the status of the Asia-Pacific economy in the global production network, creating an open and inclusive cooperation environment, enhancing China’s voice and influence.

        LIUFeng,ZHANGYunli

Abstract: The joint construction of the “Polar Silk Road” is an objective reflecting the continuous development of China-Russia comprehensive strategic partnership in recent years. China and Russia have reached consensus on the joint construction of the “Polar Silk Road” at the state leadership level, but there are still many difficulties and urgent problems to be solved. As one of the main ports in north China, Tianjin port has been the important role in the Belt and Road initiative and also the best port of Beijing-Tianjin-Hebei region. Tianjin’s participation in China-Russia joint work of building the “Polar Silk Road Silk Road” serves a long-term strategy and should not based on immediate short-term economic interests. On the basis of analyzing the positive and negative experiences of Japan, the policy implication of shaping Tianjin’s image through film and television media is drawn: establishing brand image, encouraging high-quality projects to set scenes in Tianjin, integrating superior resources and setting up a demonstration area for film and television shooting and enrich the connotation of scenic spots and develop supporting cultural and tourism integration products.
