今年4月，國務(wù)院正式批復(fù)同意重慶市開展服務(wù)業(yè)擴(kuò)大開放綜合試點(diǎn)。

這是自2015年北京市啟動(dòng)綜合試點(diǎn)以來的首次“擴(kuò)圍”，重慶成為中西部地區(qū)開展綜合試點(diǎn)的唯一省市。

這，意味著什么呢？先來看一組數(shù)據(jù)。

2020年，北京市第三產(chǎn)業(yè)實(shí)現(xiàn)增加值30278.6億元，占GDP比重83.8%，超出全國平均水平近30個(gè)百分點(diǎn)。單從這個(gè)數(shù)字而言，北京的服務(wù)業(yè)已經(jīng)達(dá)到全球領(lǐng)先水平，也預(yù)示了我國經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型升級的趨勢。

在綜合試點(diǎn)中，重慶將推進(jìn)現(xiàn)代服務(wù)業(yè)與先進(jìn)制造業(yè)的融合發(fā)展，在建設(shè)國際性綜合交通樞紐、國際消費(fèi)中心城市、西部金融中心、中西部國際交往中心等方面開展探索。

根據(jù)商務(wù)部印發(fā)的《重慶市服務(wù)業(yè)擴(kuò)大開放綜合試點(diǎn)總體方案》，經(jīng)過3年試點(diǎn)，重慶將努力形成市場更加開放、制度更加規(guī)范、監(jiān)管更加有效、環(huán)境更加優(yōu)良的服務(wù)業(yè)擴(kuò)大開放新格局，探索積累可復(fù)制可推廣經(jīng)驗(yàn)，著力打造內(nèi)陸現(xiàn)代服務(wù)業(yè)發(fā)展先行區(qū)，為國家全方位開放和服務(wù)業(yè)創(chuàng)新發(fā)展發(fā)揮示范帶動(dòng)作用。

“擴(kuò)大開放新格局”“發(fā)展先行區(qū)”“示范帶動(dòng)”……這些關(guān)鍵詞同時(shí)指向一個(gè)方向，進(jìn)一步敞開服務(wù)業(yè)的大門，為經(jīng)濟(jì)高質(zhì)量發(fā)展賦予新動(dòng)能。

In April this year， the State Council officially approved Chongqing to carry out a comprehensive pilot project to expand and open up the service industry.

This is the first "expansion" since the launch of the comprehensive pilot in Beijing in 2015， and Chongqing has become the only city in the central and western China to carry out the comprehensive pilot.

What does it mean？ Let’s look at a set of data first.

In 2020， the added value of the tertiary industry in Beijing reached 3，027.86 billion yuan， accounting for 83.8% of GDP， exceeding the national average by nearly 30 percentage points. In terms of this figure alone， Beijing’s service industry has reached the global leading level， which also indicates the trend of China’s economic transformation and upgrading.

In the comprehensive pilot， Chongqing will promote the integration of modern service industry and advanced manufacturing industry. We will explore ways to build an international comprehensive transportation hub， an international consumer center， a financial center in the west China and an international exchange center in the central and western regions.

According to the "Overall Plan for Comprehensive Pilot Project of Expanding and Opening up Service Industry in Chongqing" issued by the Ministry of Commerce， Chongqing aims to achieve the following goals after three years of pilot projects. It will strive to form a new pattern of expanding and opening up the service industry with more open market， more standardized system， more effective supervision and better environment. It will explore and accumulate experiences that can be replicated and promoted， and strive to build a pioneering area for the development of inland modern service industry， so as to play a leading role in demonstrating the all-round opening of the country and the innovative development of service industry.

"Expanding the new pattern of opening up"， "pioneering area for the development" and "play a leading role in demonstrating"… These keywords point to one direction at the same time， that is， to further open the door of service industry and give new kinetic energy to high-quality economic development.
