一是專(zhuān)題詢(xún)問(wèn)觸角要再延伸。專(zhuān)題詢(xún)問(wèn)要堅(jiān)持問(wèn)題導(dǎo)向,要更多地面向社會(huì)和群眾征求專(zhuān)題詢(xún)問(wèn)的問(wèn)題,使詢(xún)問(wèn)的問(wèn)題更加精準(zhǔn)、更加有力。對(duì)于政府債務(wù)、國(guó)有資產(chǎn)管理等社會(huì)和群眾關(guān)切的熱點(diǎn)問(wèn)題也要敢于開(kāi)展專(zhuān)題詢(xún)問(wèn),防止“避重就輕”。對(duì)于疫情防控、重大自然災(zāi)害、安全生產(chǎn)等一些突發(fā)性的重要工作也要納入專(zhuān)題詢(xún)問(wèn)的范圍,促進(jìn)有關(guān)問(wèn)題得到及時(shí)有效解決。對(duì)涉及多個(gè)部門(mén)、綜合性的詢(xún)問(wèn)問(wèn)題,應(yīng)督促“一府一委兩院”主要領(lǐng)導(dǎo)或分管領(lǐng)導(dǎo)回答。針對(duì)當(dāng)前對(duì)監(jiān)委和法檢兩院工作的專(zhuān)題詢(xún)問(wèn)往往開(kāi)展較少甚至從未開(kāi)展,這方面要學(xué)習(xí)全國(guó)人大加大工作力度,找準(zhǔn)議題,把“一委兩院”的專(zhuān)題詢(xún)問(wèn)監(jiān)督盡早落地落實(shí),促進(jìn)社會(huì)公平正義。
二是專(zhuān)題詢(xún)問(wèn)方式要再創(chuàng)新。要著眼增強(qiáng)公眾參與,提前將對(duì)有關(guān)專(zhuān)項(xiàng)工作開(kāi)展專(zhuān)題詢(xún)問(wèn)的情況公之與眾,并利用電視、網(wǎng)絡(luò)等方式對(duì)專(zhuān)題詢(xún)問(wèn)情況進(jìn)行全過(guò)程現(xiàn)場(chǎng)直播,與網(wǎng)民進(jìn)行互動(dòng),以此倒逼“一府一委兩院”對(duì)專(zhuān)題詢(xún)問(wèn)工作的重視,避免走過(guò)場(chǎng)和照本宣科現(xiàn)象的發(fā)生。詢(xún)問(wèn)的方式要靈活多樣,既可一人連續(xù)進(jìn)行追問(wèn),也可多人就同一問(wèn)題進(jìn)行詢(xún)問(wèn),在專(zhuān)題詢(xún)問(wèn)后,應(yīng)結(jié)合審議專(zhuān)項(xiàng)工作情況開(kāi)展?jié)M意度測(cè)評(píng),切實(shí)問(wèn)出人大責(zé)任,問(wèn)出要害,問(wèn)出群眾心聲,問(wèn)出代表關(guān)切,答出紓困對(duì)策、破解之道。
三是專(zhuān)題詢(xún)問(wèn)意見(jiàn)要再落實(shí)。專(zhuān)題詢(xún)問(wèn)結(jié)束后,要認(rèn)真梳理匯總專(zhuān)項(xiàng)工作審議意見(jiàn),實(shí)行清單式交辦,落實(shí)責(zé)任部門(mén)和責(zé)任人,防止一問(wèn)了之。對(duì)會(huì)上詢(xún)問(wèn)的問(wèn)題回答不滿(mǎn)意、不清楚的,要督促有關(guān)方面在會(huì)后把有關(guān)情況答復(fù)詢(xún)問(wèn)人。要加大對(duì)審議意見(jiàn)跟蹤監(jiān)辦力度,督促有關(guān)部門(mén)解決應(yīng)詢(xún)的問(wèn)題,對(duì)審議意見(jiàn)辦理不力的,必要時(shí)可再次列入常委會(huì)會(huì)議進(jìn)行審議,對(duì)再次報(bào)告仍不滿(mǎn)意的,也可采取質(zhì)詢(xún)、特定問(wèn)題調(diào)查研究等剛性監(jiān)督方式強(qiáng)化監(jiān)督,切實(shí)提高監(jiān)督質(zhì)效。
