集新社區(qū)位于溫州鹿城區(qū)西部,是融入溫州大都市區(qū)的必經(jīng)之地,擁有優(yōu)越的山水資源,周邊醫(yī)療、商業(yè)資源豐富,實施單元面積24.37公頃,規(guī)劃總建筑面積138萬平方米,項目總投資163億元,為浙江省唯一一個與世界500強央企(中國鐵建)合作開發(fā)建設的試點項目。
目前,該項目已順利開工建設,計劃于2022年完工,建成后將為主城區(qū)西部發(fā)展注入強勁動力。
集新社區(qū)的打造將按照文件精神和溫州西部中心區(qū)的定位要求,結合本地塊區(qū)域特點及溫商資源集聚、城區(qū)高端配套齊全等優(yōu)勢,高品質建設商品住宅、人才公寓、商業(yè)中心、鄰里文化交流中心、社區(qū)幸福學堂、社區(qū)早教服務中心、社區(qū)健康管理服務中心、養(yǎng)老服務中心、創(chuàng)客學院等項目,聚力打造高標準的“三化九場景”,促進城市發(fā)展向新型智慧化、生態(tài)化、人本化城市轉型,實現(xiàn)“集山水社區(qū),新溫商鄰里”目標。
三大未來場景
在集新未來社區(qū)的建設目標,是努力成為浙江省未來社區(qū)發(fā)展的創(chuàng)新實踐區(qū)域,實現(xiàn)便捷的交通出行方式、便利的社區(qū)公共配套設施、低碳的居住生活方式和智慧的社區(qū)管理模式。同時結合現(xiàn)狀優(yōu)勢和地區(qū)發(fā)展?jié)摿?,重點打造創(chuàng)業(yè)、養(yǎng)老健康、教育三大未來場景。
總體布局上,方案體現(xiàn)了較優(yōu)的居住布局方案和商業(yè)布局方案,圍繞“一核、雙廊、四片區(qū)”規(guī)劃總體布局結構,將場地周邊自然山水景觀與社區(qū)場景串聯(lián),利用在屋頂、墻體、挑臺等地面資源以外的空間實施綠化,綠化覆蓋率達30%。
公共設施配套方面,利用現(xiàn)有辦公樓資源,引入鹿城區(qū)部分行政和社會管理部門,突出未來社區(qū)的創(chuàng)業(yè)場景和社會治理場景,促進商業(yè)、辦公、TOD等功能最大化,全力打造未來社區(qū)公共設施綜合體,如建設社區(qū)嵌入式養(yǎng)老機構、日間照料中心,分別按照15分鐘生活圈、5分鐘生活圈要求開展布局,形成溫州主城西部一體化商務服務、高品質生活配套中心。
公共景觀塑造方面,通過優(yōu)化河流走向,保證河流流經(jīng)每一塊居住地塊,使各個小區(qū)都能有良好的水景觀。同時本方案將公共建筑布置在鹿城路沿線,突出沿路公共建筑特色界面,充分融入地域文化,有效提高未來社區(qū)公共中心的辨識度和城市形象。
學校布局設計方面,集新未來社區(qū)規(guī)劃建設近10億元的公辦九年制義務教育學校,引進溫州市實驗中學教育集團優(yōu)質資源,并按高標準一次性配齊400米標準跑道、2000人以上規(guī)模體藝館等教、學、研功能設施,同步建設科創(chuàng)中心、健康服務中心、音樂廳等,打造高水準的未來社區(qū)教育場景,全力爭創(chuàng)未來教育的新標桿。
“央地共建”模式
“央地共建”是順利推進未來社區(qū)建設的有效模式。集新社區(qū)是浙江首批未來社區(qū)試點中第一個與央企合作開發(fā)建設的試點項目,鹿城區(qū)積極發(fā)揮試點主體作用,與央企加強交流對接,依托央企全產(chǎn)業(yè)鏈的強大支撐,積極創(chuàng)新推動“央地共建”,實現(xiàn)項目順利全面開工建設。
鹿城區(qū)堅持好中選優(yōu),積極對接知名實力企業(yè)。通過土地“帶方案”出讓注重把關硬實力,最大程度創(chuàng)造條件引入大、強、優(yōu)市場主體參與未來社區(qū)試點建設。經(jīng)嚴格篩選、公開競標,出讓地塊由中國鐵建成功競得。
為確保未來社區(qū)建設達到高品質、高定位的標準,體現(xiàn)人本化的特點,鹿城區(qū)堅持先謀先試先行,在滿足規(guī)劃條件的基礎上,組織中國鐵建與發(fā)改、規(guī)劃等相關職能部門,專題研究逾百次,進一步調(diào)整優(yōu)化設計方案,高標準設置九大場景內(nèi)容與體量,如合理增加公共衛(wèi)生間、商業(yè)點位等,建設高低并濟的空中連廊,串聯(lián)散落在不同地塊的九大場景配套建筑,構建雨天通行無阻的社區(qū)慢行交通系統(tǒng)。
未來社區(qū)建設需滿足“三化九場景”33項指標要求,央企一般具有較強的社會責任意識,在考慮經(jīng)濟效益的同時愿意扛起社會擔當,有效執(zhí)行土地出讓方案協(xié)議條款,保障架空層、空中連廊、立體綠化等場景內(nèi)容“不折不扣”落地。
未來社區(qū)建設,不是建房子,而是建社區(qū),涉及多領域多行業(yè)。中國鐵建等大型企業(yè)務涵蓋多個領域,擁有科研、規(guī)劃、設計、施工、運營等完整的行業(yè)產(chǎn)業(yè)鏈,具備提供一站式綜合服務的能力,能夠有效保障未來社區(qū)建設、運營全周期一體化實施要求。
以點帶面,助力產(chǎn)業(yè)發(fā)展提升城市能級品質。鹿城區(qū)以未來社區(qū)關聯(lián)產(chǎn)業(yè)為重點,在已梳理的符合未來社區(qū)要求的31家企業(yè)基礎上,繼續(xù)謀劃招引建設一批引擎性重大產(chǎn)業(yè)項目,帶動產(chǎn)業(yè)鏈上下游加快發(fā)展,進一步釋放未來社區(qū)紅利。目前,以集新社區(qū)為中心的井字形路網(wǎng)架構已形成,周邊區(qū)域15分鐘步行圈內(nèi)5.79萬平方米的美美廣場和18.43萬平方米的5050廣場建成投用,社區(qū)所在的廣化街道的公共配套投入從2018年的不到2000萬元提升到2019年的6400萬元。
存量時代下,溫州鹿城區(qū)集新社區(qū)將順應城市更新下社區(qū)運營的新趨勢,提供行業(yè)轉型升級的新思路。
Jixin Community: A New Model of ?Co-Developmentwith Central SOEs
As an integral part of the western development in Wenzhou city’s Lucheng district as well as the city’s metropolitan area, Jixin Community is endowed with superior landscape resources, apart from the rich healthcare and business assets nearby. With the planned construction area totaling 1.38 million square meters, the project will see an investment worth 16.3 billion yuan. It is the only pilot project of its kind in the province that is co-developed with a central state-owned enterprise (SOE), namely China Railway Construction Corporation or CRCC, which is also a Fortune Global 500 company.
Already under construction, the project, to be finished by 2022, will inject new momentum to the development of Wenzhou’s western urban area. Relying on local characteristic resources such as the Wenzhou businessmen network, Jixi Community will be built into a complex with high-quality residential apartments, including those for high-end talents, commercial centers, neighborhood cultural exchange centers, community academies, community early education service centers, community health management service centers, elderly care service centers and entrepreneurship, among other functions. They will help promote the transformation of Wenzhou into a smart, ecological and people-oriented city.
It is notable that Jixin Community is the first pilot project of its kind co-developed with a central SOE, and the model has so far proved to be successful. From the outset, the transfer of land rights for the project was required that the bidders bring a feasible plan for the construction of such a “future community”. In the end, CRCC won out, both for its detailed planning and track records and for its capacity to provide a one-stop service, ie., R&D, planning, designing, construction and operation.
In the process, convenient transportation, complete community public supporting facilities, a low-carbon living lifestyle and a smart community management will be put in place. At the same time, taking into account the current development and future potential, the construction of the community will focus on integrating its functions into serving the purposes of entrepreneurship, healthcare and education. When completed, the community will have a green coverage ratio of 30%; part of the Luchen government will be relocated here, a component of the public service complex; landscaping is planned in such a way that every residential area in the community will see rivers flowing by; and roughly a billion will be invested to build high-quality public schools.
