Abstract：With the rapid development of China's inspection and testing industry,the development of laboratories has entered a critical period.The experimental research of testing laboratories at various stages has important implications.After long-term practice and summary,the testing organization found that there are many problems during the quality control of testing and testing,and establishing the quality management system is the main research topic of this paper.

I.Effective Paths of Continuously Improvement of Laboratory Quality Management System in Testing Institutions

(i) Centralized Improvement

1.Internal Audit

The internal audit is a basic work for the relevant departments of the quality control and inspection of the testing laboratory,which is organized and guided to review the laboratory conditions.This work,also known as the first party audit,has a positive guiding role in the continuous optimization and improvement of the quality control system of the testing laboratory[2].

2.External Review

Examine the external audit of the laboratory,invite some external review teams to review the test room,and propose management suggestions for problems in the test room.Compared with the internal review,the professional requirements of the reviewers are higher,they are more aware of the entire review process and basic requirements,so the suggestions for improvement are more suitable for the actual situation.External reviewers often have no direct contact with the laboratory before.The review period can be more objective and specific.If the internal review fails to find some professional problems,the internal audit and external audit will be conducted through comprehensive laboratory quality management guidance.Closely united,the audit results can be improved to better meet the application requirements of the laboratory.

Inter-laboratory comparisons focus on the basic requirements of quality management and collect all kinds of data information.After collecting and applying various types of data,experimental researchers and managers can discover the deficiencies that may exist in the laboratory and propose corresponding rectification opinions or requirements.Different laboratories can share practical experience with each other,optimize the problems that may exist in their own,and the laboratory quality management can better meet the requirements of the standard specifications.

2.Research on the Ability of Testing Laboratory

According to the quality management standards established by scientific research institutions or enterprises,after the inter-laboratory comparison has been completed,the test results need to be evaluated to determine the basic capabilities of the laboratory.This method of detection and evaluation is more accurate.

3.Daily Supervision and Maintenance Work

The quality supervision work is mainly based on two basic models,regular and irregular.Regular supervision and management have clear requirements for their cycle and frequency,and they need to be carried out according to the internal quality supervision and management plan.Instead of setting the detection cycle and frequency according to the needs of individuals or departments.

If it is for some hard requirements,then the frequency of testing quality supervision work will be controlled,quality supervision and management will be done in the procurement stage of laboratory equipment,and some old and new instruments will be exchanged,and the quality must be ensured.During this period,there is also a clear requirement for the professionalism of the management staff.Whether in the early stage of project research or in the project research process,it is necessary to optimize the problems existing in the laboratory application stage.

The inspection laboratory management work shall be carried out in an orderly manner according to the internalstandard managementnorms.Through the guidance of the corresponding experts and professional technicians,the specific task objectives of supervision and management will be clarified.If the laboratory does not have a dedicated quality supervision administrator,then it is necessary to apply to the higher authorities to avoid the lack of professional competence of the supervisor and affect the progress and quality of each work.During the period of employment of the scientific research and testing institutions,the quality supervision administrator should assess and train the professional quality,so that the quality supervision administrator is full of responsibility in the work phase,so that the quality problems in the laboratory testing can be discovered and processed in time.

When preparing the quality inspection plan of the testing laboratory,the main contents of the plan are clearly defined,namely,the personnel setting of quality supervision,the quality supervision target,the quality supervision specific project,the quality supervision cycle and the frequency;and the specific project is also studied.During the period,it will summarize the application of the laboratory,sort out the existing problems and feedback to the superiors in a timely manner,and do a good job of tracking and processing the laboratory application and optimization;the quality supervision and management department will archive the project operation and supervise the testing experiment.The actual situation of the application of the room quality management system.

After the test is over,internal auditors are required to provide guidance on the audit,so that they can fully understand whether the audit results meet the standard specifications.If the internal audit is not up to standard,then it is necessary to communicate with the relevant departments,determine the specific time for rectification and acceptance,and review it later.These are regularly assessed according to plan and time,and its assessment is related to the stable development of the entire laboratory management system.Managers can grasp the situation of employees in the assessment of employees,and provide suggestions and rectification suggestions for unruly and wrong practices,and correct and prevent them in time.

Effective supervision is one of the methods to ensure the operation of the management system.It is necessary to ensure that the supervisory personnel supervise and evaluate the key points of each inspection work,and find out the problems and solve them in time.Establish effective preventive measures to reduce the risk of testing failures and improve testing efficiency.The evaluation of active participation in ability activities reflects the level of ability of testers,the high active participation ability of the inspectors can ensure the high level of testing in the laboratory,and it is also a recognition of individual ability.Through such activities,the laboratory can be made.Producing highly credible data has a relatively good objective evaluation.The comparison between different departments will also stimulate the efficiency between departments,improve the quality of analysis,further improve the management system,and ensure the accuracy and reliability of test results.

IV.Conclusion

To establish a quality control system for testing laboratories,it is necessary to explore new testing methods and technical means according to industry standards.At present,some work has not been applied in the practice process.The quality management level of the testing laboratory is uneven.After the system is established,continuous optimization and improvement are needed to overcome various problems in the application stage of the testing laboratory and meet the requirements of standards and specifications.
