Since Trump’s inauguration for the White House,isolationism and conservatism in the U.S.foreign policy are sharply highlighted.This dangerous tendency,which is contrary to the process of human globalization and global multipolarization, and fills the world with uncertainties,has shown prominence in the U.S.attitude to multilateral diplomacy,especially the multilateral mechanism represented by the United Nations.In contrast,China,as a responsible major developing country,holds high the banner of multilateralism, vigorously advocates and participates in multilateral cooperation,and is becoming a firm supporter,active builder and comprehensive participant of the cause of the United Nations.
The United Nations,which is the largest,most representative and authoritative international inter-governmental organization in the world,came into being at the moment of the victory of the world anti-fascist war in 1945,and was at the great historical turning point of human desire for peace and order as well as development and progress of the world.As a founding member of the United Nations and one of the five permanent members of the UN Security Council,China is the first country to sign the Charter of the United Nations.China has special responsibilities and obligations for the development of the cause of the United Nations.
After the victory of the Chinese revolution in 1949,the Central People's Government of People's Republic of China,which was led by the Chinese Communist Party(CPC)and widely supported by its people,became the only legal government representing China.However,as the United States and other Western countries intervened for a long time,China's representation in the United Nations did not changed due to the change of domestic situation.The remnants of the former Kuomintang regime fled to Taiwan and continued to occupy China's seat in the United Nations.It was not until 1971 that People's Republic of China(PRC)was able to restore the legitimate rights to the United Nations,with the joint support of a large number of developing countries as well as socialist countries such as the Soviet Union,etc.
Back then,China was still in the period of the cultural revolution,and the extreme left thinking still seriously interfered with its diplomatic affairs,but Chairman Mao Zedong attached great importance to China's restoration of the legitimate rights to the United Nations.Before the first visit of the PRC delegation to the United Nations,Mao Zedong personally convened a meeting to study and determine the selection of the delegation members,and also made important instructions on the delegation's first speech in the United Nations and the basic work principles in the United Nations.Since then,China has begun to participate in the United Nations affairs orderly and has become a member of important organizations of the United Nations,such as the Economic and Social Council,and the Trusteeship Council.
According to relevant regulations of the United Nations, the Chinese Government should recommend a deputy secretary-general to the United Nations in 1972.Tang Mingzhao,deputy representative of the Chinese delegation to the United Nations,was appointed to the post,responsible for the work of the United Nations in political affairs,decolonization and trusteeship.Tang Mingzhao became a CPC member in 1931,and then became a member of Communist Party of the United States of America(CPUSA)during his study in the United States.He was the Secretary of the Party branch of California University and the Secretary of the Bureau for China Affairs of the Central Committee,CPUSA.In 1950,Tang Mingzhao was called back home to work and served in the Ministry of Foreign Affairs,the Chinese People's Committee in Defense of the World Peace,and the International Department of the CPC Central Committee.The Chinese Government appointed an"American hand"to the United Nations,which fully embodies the great importance attached to the affairs of the United Nations.
In 1972,as Tang Mingzhao was the Deputy Secretary-General of the United Nations,China began to participate in the activities of organizations of the United Nations such as the UN Development Program,theUN Conference on Tradeand Development,the UN Environmental Program and the UN Commission on the Status of Women.In 1973,China as a member began to participate in UN Food and Agricultural Organization activities.Then,the two superpowers of the United States and the Soviet Union were contending for world hegemony,which greatly threatened the peace and development of the world,and opposition to hegemonism and power politics became the main contradiction in international relations at that moment.Under this situation,China regarded the main task safeguarding the legitimate rights and interests of the developing countries and promoting the establishment of a new international political and economic order in taking part in the United Nationsaffairs,and completely equalized the participation in United Nationsaffairs to the international struggles. Therefore, before the Chinese delegation went to the United States to participate in the United Nations General Assembly,Mao Zedong told the members of the delegation the story of well-known Zhu Geliang in the period of the Three Kingdoms,and referring to"nothing venture nothing gain".
Under the guidance of the international strategic thinking of firmly opposing the superpower hegemonism,the Chinese delegation upon arrival at the United Nations solemnly declared that China hopes the United Nations to play its due role in maintaining international peace,opposing aggression and interference, and developing friendly cooperation among countries.Then,the Sino-Soviet relations were extremely tense.The Chinese delegation showed a strong momentum in the United Nations against the Soviet"Social Imperialism"and its strategy of aggression.On the issue of Indochina,China is strongly opposed to the American policy of aggression and fully supports the struggle against the United States for national salvation.On the issues of overall disarmament,the mediation of the Middle East conflicts and the opposition to racism in Africa,China,as a spokesperson for the developing countries,has worked hard to safeguard the interests of the developing countries and promoted the Third World countries’solidarity in carrying out the international struggles against hegemony.
In 1974,Deng Xiaoping was entrusted by Mao Zedong to lead a delegation to the Sixth Special Session of the United Nations General Assembly,an important event in the history of China's relations with the United Nations,at which the first elaboration of the strategic ideas of Mao Zedong's"Three Worlds"to the world was strongly shaking the international community.As a leader of the PRC Government for the first time in the United Nations,Deng Xiaoping said,on the one hand,that"the two superpowers are the largest international exploiters and oppressors of the present time,and the origin of a new world war,""the prosperity of the developed countries and the poverty of the developing countries are resulted from the colonialist and the imperialist plunder policy."On the other hand,he emphasized that the Chinese Government hopes that the Special Session should make positive contributions to strengthening the unity of the developing countries,safeguarding their rights and interests and promoting the struggle against imperialism,especially hegemonism.He stated that China advocates developing countries to be independent and self-reliant,but by no means"closing their doors"and rejecting foreign aid.China always believes that"countries under the conditions of maintenance of national sovereignty,equality,mutual benefit,and exchange of needed goods,carry out economic and technological exchanges,and make up for deficiencies,which is beneficial and necessary for the development of national economy."
Of course,in the early period after the restoration of the legitimate rights to the United Nations,the United Nations was regarded as a tool in the hands of the United States and a place where the two hegemonies of the United States and the Soviet Union were both colluding and contending with each other. Therefore,China initially did not participate in activities of important institutions such as the UN Human Rights Commission,the UN Disarmament Commission and others.It did not support or undertake obligations for international peacekeeping activities undertaken by the United Nations.For some particularly sensitive issues,the Chinese representative did not even participate in debates and casting votes.The reason that China was not very active at the United Nations then,on the one hand,China was not familiar with the affairs of the United Nations,and needed a"Probation"and a"Internship"process.On the other hand,the United Nations was indeed subject to the United States and the Soviet Union at that time,was unfair to deal with international affairs and even deviated from its own charter spirit and the principles of international relations.
At the end of the 1970s as China entered the new period of reform,opening-up and socialist modernization,its diplomatic strategy and foreign policy experienced fundamental and overall adjustments,and China’s attitude to the United Nations also changed greatly.In the year 1980,China began to participate in the UN Conference on Disarmament and sent an ambassador for disarmament affairs to the United Nations in 1981.In 1986,the Chinese Foreign Minister expounded the Chinese Government's new stance on disarmament at the UN General Assembly.In 1988,at the Third Special Disarmament Conference of the United Nations,China put forward eight-point proposals on disarmament and received a good response internationally.
China takes an active and responsible role in the UN affairs,which was shown clearly during election of new UN secretary-general in 1981.At that time,the Chinese delegation carried out Deng Xiaoping's instructions,used the vote decisively and insisted on stopping Waldheim,an European,from seeking the third term,intending to break the routine practice of the United Nations Secretary-General's candidacy mainly from Europe.Because of China's insistence,after 16 rounds of voting,the United Nations finally elected de Cuellar from Peru,a developing country,as the new secretary general.China's position is firm and clear-cut,and is widely appreciated by the developing countries for the new rules of the United Nations.The constructive role of China as a responsible major developing country has begun receiving the attention of the international community.
In 1984,China formally became a member of the International Atomic Energy Agency,and sent a representative to the agency.In the fall of 1985,the premier of the Chinese Government attended the United Nations General Assembly for the first time,expressed China's new understanding of the United Nations for the first time,namely,"the world needs the United Nations and the United Nations needs the world".Since the beginning of this year,China has begun to send judges to the International Court of Justice.China's participation in UN affairs is increasing rapidly,and its constructive role is more obvious.
China's position on UN peacekeeping operations changed dramatically in early 1980s.In 1981,China voted for the extension of UN peacekeeping operations in Cyprus for the first time.In 1986 5 years later,China formally confirmed that the United Nations peacekeeping operation is an effective means of maintaining international peace and security,and recognized that international peacekeeping operations are helpful to alleviate regional conflicts and settle state-to-state disputes peacefully.Since 1988,China participates in the UN Peacekeeping Operations Special Committee,and has sent soldiers,police and civil servants to the UN peacekeeping operations.
At the end of the Cold War in the late 1980s and early 1990s,the issue of world peace and development became more prominent.But the United States and other Western countries,under the pretext of a political storm in Beijing,imposed sanctions on China and tried to create a"new cold war"against China.Under this circumstances,the premier of the Chinese Government attended the UN Summit in 1992 and made full use of the UN platform to elaborate the domestic and foreign policy of China in order to ensure a correct understanding of the facts.During the meeting,the premier met with many national leaders,including the president of the United States,achieved important results of breaking Western sanctions and a new situation in China's participation in United Nations affairs was also created. China's strengthening cooperation with the United Nations and wider participation in the UN affairs are imperative for China and the United Nations.
Since then,China is more proactive in its participation in the UN affairs.From the peaceful use of outer space to the development of seabed resources,from the scientific and technological and cultural exchanges to children's epidemic prevention and AIDS prevention and treatment,almost all UN institutions,departments and conferences can see presence of the Chinese representative,and can hear the voice of the Chinese Government.In the economic and financial areas,China increasingly carries out extensive cooperation with the UN affiliated institutions and related organizations,such as the UNDP,the UNFA,the World Bank and so on.In 1992,China formally accepted the quota assessments of UN peacekeeping expenses and became one of the important factor to support and participate in UN peacekeeping operations.
In October 1995,then President Jiang Zemin attended the activities in commemoration of the 50th Anniversary of the Founding of the United Nations,the first visit of the Chinese head of state to the United Nations.Jiang Zemin not only elaborated on the basic views and policies of China on the United Nations,but also presented the"Century Baoding"to the United Nations to symbolize peace and stability,in order to express good wishes to the cause of the United Nations.Since then,the United Nations has become an important stage for China to demonstrate a good image of reform and opening-up,and create a relaxed and friendly international environment.Participating in the UN affairs has become an important area for China to deepen its major-country diplomacy and promote multilateral cooperation.At this time,with new changes of the international balance of strength and the China's great potential shown for development,the voice of the international community to require China to undertake more international responsibilities and obligations is increasing.
Since the beginning of the new century,the new characteristics of the progress of human civilization, such as world multipolarization,economic globalization,social informatization and diversification of development,are continuously highlighted.International multilateral exchanges and interactions are becoming more active,and China attaches greater importance to the affairs of the United Nations.In 2000,Jiang Zemin visited the United Nations again and attended the Millennium Summit.Again,he solemnly stated that as a permanent member of the UN Security Council,China has consistently abided by the purposes and principles of the United Nations Charter and plays an irreplaceable role in supporting the United Nations in maintaining world peace and international security and solving various global problems.China will continue to fulfill its obligations and responsibilities as before.
After the 15th National Congress of the CPC in 2002,Hu Jintao was elected General Secretary of the Central Committee of the CPC and became head of the state in March the following year.As China'stop leader,Hu Jintao also attached importance to the UN affairs and China's cooperation with the United Nations.In 2004,when the Asia-Pacific Regional Conference of the United Nations Food and Agriculture Organization(UNFAO)was held in China,Hu Jintao attended the meeting to congratulate the convocation of the meeting.He highly appreciated the important role that the Organization played in promoting the food production,agriculture and rural development of the members of the United Nations,and expressed its gratitude to the Organization for its active help in the development of China's agriculture and the rural economy.He also said that the Chinese Government is ready to further strengthen its cooperation with the UNFAO.
At this moment,China's comprehensive national strength and international influence are greatly improved,and the relationship with the external world has also undergone historic changes.In this situation,Hu Jintao attended the activities in commemoration of the 60th anniversary of the United Nations in 2005,and called on the international community to achieve "four adherences",i.e.,to adhere to multilateralism and achieve common security;to adhere to mutually beneficial cooperation and achieve common prosperity;to adhere to the spirit of inclusiveness and build a harmonious world;and to adhere to a positive and stable policy and promote the reform of the United Nations.In addition,he also put forward a series of proposals on implementing the UN Millennium Development Goals,strengthening international development cooperation,promoting universal development and realizing common prosperity,and also announced the concrete measures for the Chinese Government to assist the developing countries.
In order to assume more responsibilities and obligations in the United Nations,and to play a greater role and impact on structuring a new concept of international relations, a new international political order,a new international security pattern and building a new momentum of international cooperation,Hu Jintao in 2009 participated in three major UN events in New York:One is attending the United Nations Summit on Climate Change;two is participating in the general debate of the 64th session of the UN General Assembly,and three is taking part in the UN Security Council Summit on nuclear non-proliferation and nuclear disarmament.By participating in these meetings,Hu Jintao,on behalf of the Chinese Government,fully affirmed the main role of the United Nations Framework Convention on Climate Change and the Kyoto Protocol in dealing with climate change,and appealed to the international community with an idea to build a harmonious world,and reaffirmed that China firmly adheres to the nuclear strategy with self-defense in nature,does not participate in any form of nuclear arms race,and will continue to work hard to promote the process of international nuclear disarmament.
Since the new century,in addition to China’s President, Chairman of the NPC Standing Committee and Premier of the State Council have also attended the United Nations conferences frequently in order to show China's support for the United Nations and promote cooperation between the two sides.For example,in 2000 and 2005,then NPC Chairmen LiPeng and WuBangguo respectively attended the first, second UN millennium assembly of speakers and presided over some meetings as vice chair of the assembly.In 2008,2010 and 2012,Premier Wen Jiabao attended three United Nations conferences,expounded the Chinese government's position and proposition on major issues on the United Nations Millennium Development Goals,sustainable development and others.In these activities,Wen Jiabao on behalf of the Chinese Government donated US$30 million to the United Nations Food and Agriculture Organization and donated US$6 million to the UNDP multilateral trust fund,and also promised to help developing countries to train talents,provide facilities and equipments for developing countries,and setup 200 million yuan RMB for the South-South cooperation on climate change for a period of 3 years.In addition,he attended the signing ceremony for the Memorandum of Understanding on Strengthening Cooperation between China and the United Nations Development Program.
In recent years,the reform of the United Nations has become more and more urgent,and the struggles around this issue is becoming more and more intense.China supports the United Nations in carrying out reasonable and necessary reforms and actively participates in relevant discussions and intergovernmental negotiations.But China always stresses that the focus of the reform of the United Nations is to improve its authority and effectiveness,including streamlining institutions, reducing redundancy, reasonable spending, overcoming bureaucracy,and so on.With regard to the reform of the Security Council,which involves the vital interests of the members of the United Nations and also the major issues of the functions and responsibilities of the United Nations,China advocates adherence to democracy, patient consultation,and taking into account the interests and concerns of all parties,and reaching a"package"solution to prevent a major split of the international community and within the United Nations itself on the premise of the consultation for consensus and high recognition of the member states concerning the reform of the UN Security Council.China's highly responsible attitude has been widely understood and supported both at home and abroad.
The international community has noted that in recent years,China has increased its veto in the UN Security Council,which is another form of manifestation of China's courage to play a constructive role,and the aim of which is to oppose power politics,defend interests of the developing countries,and safeguard image and authority of the United nations.However,in most cases,China still abstains more than vetoes.For example,in 2011,the riots occurred in Libya.The UN Security Council passed six resolutions on the situation in Libya.China voted in favor of five resolutions,but abstained from the resolution on the expansion of sanctions and the empowerment for an armed strike.However,when the Security Council discussed the situation in Syria in October,both China and Russia exercised the veto,so the resolution of Western countries to impose sanctions and threaten to strike militarily failed.
UN peacekeeping operations are currently an important means of practicing multilateralism and safeguarding collective security.Based on this understanding and judgment, China has scrupulously adhered to the"three principles of peacekeeping"--the country concerned agrees,keep neutralized and use arms only for self-defense--and actively participated in the relevant work of the UN Security Council,the UN General Assembly and the Special Committee of the United Nations Peacekeeping Operations.According to statistics,in the past years 1989-2011,China has participated in 28 UN peacekeeping operations,sending out peacekeepers composed of soldiers,police and civil servants totaling more than 20 thousand.China also has shouldered more and more UN peacekeeping costs.
With the continuous growth of China's comprehensive national strength, China is increasingly moving towards the center of the world stage.The relationship between China and the United Nations has undergone profound and far-reaching changes.China not only continues to represent the developing countries in the United Nations, upholding international fairness and international justice,and also fulfill the sacred mission of the constructive and responsible major country in a wider range.Increasing cooperation with the United Nations and its related institutions so as to make greater contributions to the peaceful development and progress of human beings has become one of the most important links for China to advocate and promote the construction of a new-type international relationship with the core concept of cooperation and win-win outcomes.
After the 18th National Congress of the CPC in 2012,in the field of foreign relations,Xi Jinping is far-sighted and clearly requires China's diplomatic work to demonstrate the Chinese characteristics,Chinese style and Chinese spirit.The multilateral diplomatic mechanism mainly represented by the United Nations,and the all-round cooperation between China and the United Nations and its institutions,have quickly become one of the core elements of the overall layout of the major-country diplomacy with Chinese characteristics.
In March 2014,XiJinping visited the UNESCO headquarters in Paris in the capacity of China’s president.This is the first visit by the top Chinese leader to the headquarters of the organization,where his brilliant speech on the diversity,equality and inclusiveness of human civilizations has made the international community refreshing.Hecommended UNESCO for its unremitting efforts in enhancing mutual understanding and trust among peoples of the world and promoting exchanges and mutual learning among different civilizations,and stated that China attaches great importance to cooperation with UNESCO and is ready to increase its participation in the activities of UNESCO.In October the same year,Premier Li Keqiang visited the headquarters of the United Nations Food and Agriculture Organization in Italy,and announced a new move to expand cooperation with the agency,which also produced good international repercussions.Earlier,China's Foreign Minister announced that China would assume greater responsibility for the UN peacekeeping operations,on the basis of sending 25000 persons participating in peacekeeping operations,will send 700 more persons to form a infantry battalion to carry out peacekeeping missions in South Sudan.
In order to further cooperation with the United Nations,China held many events together with relevant UN agencies this year.For example,the Chinese Government and the World Bank held a meeting in the UN Economic and Social Council to publish a report"Urban China toward Efficient,Inclusive and Sustainable Urbanization"; the Chinese Ministry of Foreign Affairs and the United Nations convened an international seminar on information and cyber security in Beijing,and jointly sponsored an International Symposium on the Post-2015 Development Agenda with the UNDP;the Chinese Academy of Engineering and UNESCO and other organizations in Beijing jointly organized the 2014 International Conference on Engineering Science and technology;China’s National Space Administration and the UN Space Agency jointly organized the 2014 United Nations Seminar on Laws Governing Space.In addition,China has also donated US$8 million to the UN related funds and WHO to help Africa respond to Ebola epidemic,and provided United Nations Secretary General with US$6 million to support his promoting South-South cooperation,and provided a certain amount of donations to institutions such as the United Nations Children's Fund,the United Nations Central Emergency Response Fund and the International Seabed Authority's Voluntary Trust Fund..
The year 2015 is the 70th anniversary of the victory of the world anti-fascist war and the 70th anniversary of the United Nations establishment.As the head of state of China,Xi Jinping attended a series of commemorative activities in the United Nations.He not only attended the general debate of the UN General Assembly,but also attended the United Nations Development Summit and the Peacekeeping Summit,and together with the UN Secretary General co-chaired the high-level round-table for South-South cooperation and the global women summit,which further demonstrated the importance and support of the Chinese Government and the Chinese people to the cause of the United Nations.
The theme of this UN Development Summit is to discuss the Post-2015 development agenda.The development concept with "fairness,openness,comprehensiveness and innovation"as the core put forward by Xi Jinping has further enriched the international strategy of"peace,development,cooperation and win-win outcomes"that China has consistently upheld for many years.He promised that China would set up a South-South Cooperation Fund to support developing countries to implement the post-2015 development agenda;would continue to invest in the least developed countries;would eliminate the mature debts of the least developed countries,landlocked developing countries and small island developing countries;and would set up an international development knowledge fund and explore the construction of a global energy Internet.He also proposed that,in the next 5 years,China will provide support to 600 projects in the six major areas of developing countries,provide more training opportunities for developing countries,provide more scholarships to study in China,and train more professional and technical personnel.His announcements show convincingly the eternal will and unchanging mind of China,as a responsible major country,to firmly support the cause of the United Nations.
China is an active advocate and promoter of the cause of human women,and has maintained good cooperative relations with the United Nations Women's Department for many years.Xi Jinping visited the United Nations and hosted the World Women's Summit,and put forward new proposals and new ideas on the development of world women.He announced that China would contribute US$10 million to the UN women's administration and carry out a hundred women-children projects and a hundred campus leisure happiness projects in developing countries,which has won universal appreciation from the international community.
For the United Nations peacekeeping operations,Xi Jinping attaches great importance to and makes positive comments.On behalf of the Chinese Government,he expresses his support for the United Nations to improve peacekeeping operations, has not only announced the establishment of the China-UN Peace Development Fund of US$1 billion for a period of 10 years,but also promised that China would join the UN peacekeeping capacity standby mechanism,take the lead in forming a permanent peacekeeping police task force,and build a standby peacekeeping operation force with 8000 strong. In addition,China is also prepared to provide the African Union with US$100 million in military aid grant to support the African Union to carry out the UN peacekeeping missions.Through Xi Jinping's activities during the session of the United Nations General Assembly,the international community has deeply felt that the history of China's self-development independent from the world has come to an end,taken the United Nations as a tool for major countries diplomacy and even the traditional thinking regarding a peace-keeping operation as interference in the internal affairs of a country is completely removed from the Chinese diplomatic practice.
In the year 2016 during general election of the United States,Trump,a presidential candidate,launched a rough challenge and shock to the multilateral system headed by the United Nations with the banner of "America first". The international community was worried about the prospects of multilateral mechanisms and multilateral diplomacy.However,XiJinping,President of China,congratulated Guterres on his appointment as the next secretary general of the United Nations in October,and stressed that China will firmly support him in fulfilling his duties as secretary general.He stressed that in the past 45 years since China resumed its legitimate seat in the United Nations,its cooperation with the United Nations has yielded fruitful results.China has made positive contributions to the cause of the United Nations and will continue to participate in and support UN cooperation in all fields,to be a firm supporter of the cause of the United Nations and a firm practitioner of multilateralism, and a positive defender of the international order with the purposes and principles of the Charter of the United Nations as the core.We should give full play to the leading role of high-level exchanges and make China's cooperation with the United Nations continue to step to a new level through high-level exchanges.
It was against this background that in January 2017,Xi Jinping attended the World Economic Forum held in Davos and visited the headquarters of the United Nations in Geneva,where,Xi Jinping made it clear that China's basic position on the United Nations is"Four firm safeguards",i.e.,firmly safeguard the international system with the United Nations as the core,firmly safeguard the basic norms of international relations based on the purposes and principles of the Charter of the United Nations,firmly safeguard the authority and status of the United Nations,and firmly safeguard the central role of the United Nations in the international affairs. He highly appraised the historical achievements and practical functions of the United Nations,and believed that the United Nations and other international institutions made a remarkable contributions to maintaining the overall peace and sustainable development of the world.The four purposes and seven principles enshrined in the Charter of the United Nations together with a series of recognized principles that have evolved in international relations should be followed by the establishment of a community with a shared future for mankind.
Meeting with Chairman of the seventy-first session of the UN General Assembly and the new secretary general of the United Nations,Xi Jinping once again expressed China's trust and support for the United Nations.He reiterates that the United Nations should play a central role in global governance,under the current situation,the role of the United Nations needs to be strengthened rather than weakened.China will continue to firmly support the cause of the United Nations and continue to be its firm partner.
In June 2017,the Trump Administration of the United States declared itself out of the Paris Agreement concluded by various countries of the world in response to climate change within the framework of the United Nations.In October,the U.S.Administration announced its withdrawal from UNESCO and in December announced that the U.S.budget for the United Nations in 2018-2019 would be reduced by U.S.$285 million.The United States is the largest developed country in the world today,is the main contributor to the budget of the United Nations and should make greater efforts for the development of the cause of the United Nations.But what the Trump Administration has done has greatly disappointed the international community.
Under such circumstances,the international community is turning its attention to China and the voice of expecting China to play a greater role in the UN affairs is getting louder.China,as a permanent member of the United Nations Security Council,is still the largest developing country in the world,but the good-will of the Chinese nation to contribute to the cause of human progress,in recent years,witnesses responsibility-shouldering and going with the tide in continuously expanding and deepening its cooperation with the United Nations and its institutions,actually having raised the sacred banner of safeguarding the authority of the United Nations and supporting the cause of the United Nations. The proportion of China's contributions to the United Nations has risen from 0.995%in 2000 to 7.921%in 2016-2018 years,a leap to third place in the world,only next to the United States and Japan.China pays 10.2%of the United Nations peacekeeping cost,for the first time overtaking Japan and becoming the second largest contributor to United Nations peacekeeping budget after the United States.
History has proved and will continue to prove that in the new era,China will continue to moving ahead to the center of the world stage in the new journey of decisively building a moderately prosperous society in all respects and starting comprehensive construction of a socialist modernized country,and will always be a firm supporter, active builder and comprehensive participant of the cause of the United Nations.
