Over recent years, Jiangsu Province has continuously pushed shipbuilding enterprises to open up high-technology and high value-added shipbuilding market and promoted the enterprises in upgrading the product mix. In the offshore engineering equipment field, they gather good quality resources and constantly optimize the industrial layout. Key offshore engineering enterprises work hard to maintain delivery and ease operating pressure, adjust the product mix, bid for new orders, industrial development trend as a whole tends to stabilize and improve, key enterprises jump out of the traditional petroleum development equipment field and obtain a batch of new orders in offshore wind power equipment,semi-submersible and auxiliary operation platform fields. Nantong offshore engineering equipment industry constantly emerges, gathers China Merchants Group Heavy Industry (Jiangsu) Co Ltd, NACKS,Shanghai Zhenhua Heavy Industry Qidong Ocean Engineering Co., Ltd. and a batch of offshore engineering enterprises.

According to “The 13th Five-Year Development Program for the Shipbuilding and Marine Engineering Equipment Industry in Jiangsu Province” (hereinafter referred to as“the Program”), Jiangsu Province will focus on developing ocean engineering equipment technologies, ocean oil/gas resource development equipment,ocean floating structures and other ocean resource development equipment.Ocean engineering equipment technologies mainly include technologies of independent R&D, final assembly construction and key construction method process of newest generation green environmental protection cost-effective offshore engineering products, precision control technologies, fine weight control technologies, project management and IT, modular manufacturing technologies,comprehensive debugging technologies,etc.

In ocean oil/gas resource development equipment, focus on development of semi-submersible drilling (production) platforms, support platforms, offshore service and living platforms, drilling ships, jack-up drilling units, jack-up marine multifunction service platforms, TLP, SPAR, FPSO,FLNG, pipe-laying ships and other offshore engineering equipment,gradually form brand products of independent IPRs. Furthermore, in other ocean resource development equipment,they will perform design and construction of seabed mineral mining and carrying heavy-duty underwater operation equipment and ocean renewable energy equipment, focus on improving R&D,design and construction contracting capacity of offshore wind power equipment and wind power installation,transport and maintenance ships, and realize commercialized, serialized and batch production.

In order to further nurture ocean engineering equipment manufacturing core capacity, Jiangsu Province will rely on key enterprises to improve large offshore engineering equipment final assembly and integration capacity and build specialized final assembly manufacturing capacity with final assembly capacity and strong international competitiveness. Driven by EPC contracting, the province will lead and guide a number of small and medium enterprises to take a specialized and characterized development path,and gradually develop into specialized sub-contractors in engineering design,modular design and manufacturing,equipment supply, system installation and commissioning, technical consultation service fields.

Over recent years, Jiangsu Province has taken three shipbuilding bases as the center, preliminarily formed a batch of supporting industry bases with complete functions, concentrated enterprises, intensive resources and brand agglomeration, key equipment manufacturing technologies have made major breakthrough, nurtured a batch of national well-known key equipment enterprises including CSSC Power Co Ltd, Jiangsu Yaxing Anchor Chain Co Ltd, Nanjing CSSC Oasis Machine Co Ltd, and Jiangsu Zhaosheng Air Conditioner Co Ltd.

During the 13th Five-Year Plan period, Jiangsu Province will accelerate construction of Wuxi-led ocean engineering technology and service system base and ocean engineering equipment base led by Zhejiang and Nantong. In special equipment of ocean engineering equipment,focus on development of deepwater anchor moored positioning and power positioning system, large positioning winch, jack-up platform jacking system, single-point mooring system, underwater pipe-laying system, ocean engineering equipment with wave compensation, form industrialization capability. Speed up raising commercialization scale of high power ocean platform power station, large and medium ocean platform cranes, FRUS module,drilling package module, large and medium upper module and jacket module. Break through underwater production system key products and control system technologies such as underwater oil production well head,Christmas tree, wellhead manifold,ROV and opener and realize commercial application.

During the 13th Five-Year Plan period, Jiangsu marine equipment industry will boost integrated,smart and modular development of advantageous equipment products,by grasping ocean engineering equipment key system supporting technologies, expedite development and industrialization of shipbuilding and offshore engineering equipment independent brand products, build equipment industry base of distinctive characteristics and become fine and strong in high-end marine equipment field. By 2020, strive to push up 20-plus enterprises’ annual output value to exceed RMB1 billion.★
