山東省濰坊市農(nóng)業(yè)發(fā)達(dá)，中國現(xiàn)存最早、最完整、最全面的一部農(nóng)業(yè)百科全書——《齊民要術(shù)》的作者賈思勰，就是濰坊人?！洱R民要術(shù)》大約成書于北魏末年（公元533年-544年），是世界農(nóng)學(xué)史上最早的專著之一，同樣也是中國現(xiàn)存最早的一部完整的農(nóng)書。

從古至今，農(nóng)業(yè)是濰坊發(fā)展的根?，F(xiàn)如今的濰坊，深入推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革，培育了一批特色鮮明的區(qū)域產(chǎn)業(yè)品牌，已經(jīng)初步形成了壽光蔬菜、昌樂西瓜、青州花卉、昌邑苗木、諸城畜禽和特色動(dòng)物毛皮、高密糧油和食用菌、安丘外向型農(nóng)業(yè)、臨朐干鮮雜果、城區(qū)休閑觀光農(nóng)業(yè)等一批區(qū)域產(chǎn)業(yè)品牌。

同時(shí)，一批影響力強(qiáng)的企業(yè)品牌已深入人心，諸城外貿(mào)、得利斯集團(tuán)、亞太中慧、樂港集團(tuán)、中基集團(tuán)、魯豐集團(tuán)、壽光蔬菜產(chǎn)業(yè)集團(tuán)等一批龍頭企業(yè)在同行業(yè)已有較強(qiáng)影響力。全市規(guī)模以上龍頭企業(yè)發(fā)展到3100家，其中國家級(jí)重點(diǎn)龍頭企業(yè)12家、省級(jí)71家、上市公司6家，銷售收入過億元的223家，省級(jí)以上重點(diǎn)龍頭企業(yè)數(shù)量在山東省最多。農(nóng)產(chǎn)品加工轉(zhuǎn)化率達(dá)70%以上，農(nóng)產(chǎn)品加工業(yè)總值達(dá)1750億元。

近年來，濰坊市以農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革為主線，不斷深入推進(jìn)農(nóng)業(yè)對(duì)外開放合作，積極融入新一輪高水平對(duì)外開放大格局，農(nóng)業(yè)國際化水平不斷提高。2018年7月，濰坊市被農(nóng)業(yè)部認(rèn)定為首批農(nóng)業(yè)對(duì)外開放合作試驗(yàn)區(qū)，打造國際合作平臺(tái)，提高高端要素資源的集聚能力。

2012年8月，濰坊市委、市政府審時(shí)度勢，提出并規(guī)劃建設(shè)“中國食品谷”。項(xiàng)目啟動(dòng)以來，已配套建設(shè)了總部基地、中凱冷鏈物流園、中百大廚房等項(xiàng)目；與美國加州大學(xué)戴維斯分校、荷蘭瓦赫寧根大學(xué)等知名學(xué)府合作，設(shè)立了中美食品與農(nóng)業(yè)創(chuàng)新中心、中荷農(nóng)業(yè)創(chuàng)新培訓(xùn)中心等創(chuàng)新創(chuàng)業(yè)及成果轉(zhuǎn)化基地。同時(shí)還建設(shè)了東亞畜牧產(chǎn)品交易所，該項(xiàng)目列入李克強(qiáng)總理出席東亞領(lǐng)導(dǎo)人峰會(huì)時(shí)倡導(dǎo)項(xiàng)目，2016年2月通過銀監(jiān)會(huì)審批。目前，東亞畜牧產(chǎn)品交易所現(xiàn)貨產(chǎn)品交易已上線運(yùn)行。

如今的中國食品谷，成為濰坊市為推動(dòng)食品產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、建設(shè)國家食品安全區(qū)而打造的重要戰(zhàn)略平臺(tái)，呈“一核、五區(qū)、多點(diǎn)”式分布?！耙缓恕?，即在濰坊市寒亭區(qū)規(guī)劃建設(shè)45平方公里的中國食品谷核心區(qū)；“五區(qū)”，即壽光蔬菜種子谷、安丘出口農(nóng)產(chǎn)品標(biāo)準(zhǔn)化基地、峽山有機(jī)農(nóng)產(chǎn)品生產(chǎn)加工基地、諸城和昌樂肉食加工基地、港口經(jīng)濟(jì)區(qū)食品產(chǎn)業(yè)園等配套功能區(qū)；“多點(diǎn)”，即全市若干現(xiàn)代農(nóng)業(yè)、食品加工、流通園區(qū)和企業(yè)。下一步，中國食品谷將建設(shè)成面向各類食品及相關(guān)產(chǎn)品研發(fā)、生產(chǎn)、加工、倉儲(chǔ)、物流、交易等全產(chǎn)業(yè)鏈，聚集全球引領(lǐng)型食品研究機(jī)構(gòu)、領(lǐng)先型生產(chǎn)流通企業(yè)、創(chuàng)新型產(chǎn)業(yè)領(lǐng)軍人才、平臺(tái)型基礎(chǔ)設(shè)施、專業(yè)化資本運(yùn)作等要素的高端產(chǎn)業(yè)集群。預(yù)計(jì)到2020年，食品及相關(guān)產(chǎn)業(yè)主營業(yè)務(wù)收入達(dá)到4500億元，年均增長20%以上；中國食品谷核心區(qū)主營業(yè)務(wù)收入達(dá)到1000億元以上。

此外，濰坊還建設(shè)了農(nóng)副產(chǎn)品國際冷鏈物流和交易結(jié)算中心。2013年習(xí)近平總書記出訪俄羅斯期間雙方簽署備忘錄中有關(guān)的中俄冷鏈物流項(xiàng)目落戶濰坊綜合保稅區(qū)，目前正在建設(shè)10萬平方米的冷藏庫和智能化控制中心，并獲批進(jìn)口肉類指定口岸。同時(shí)，濰坊還打造多類型的企業(yè)園區(qū)示范平臺(tái)，依托壽光蔬菜產(chǎn)業(yè)集團(tuán)，實(shí)施了中荷蔬菜技術(shù)示范園區(qū)項(xiàng)目。

W eifang City, Shandong Province, haslong developed agriculture. Jia Sixie as the author of Qimin Yaoshu—the earliest extant, most complete and most comprehensive agricultural encyclopedia of China, was born in Shouguang, Weifang. Qimin Yaoshu was completed in the late Northern Wei Dynasty (533 C.E. – 544 C.E.).It is not only one of the earliest monographs in the world’s agronomy history, but also the earliest extant and most complete agricultural book in China. In recent years, Weifang has further promoted the agricultural supply-side reform, cultivated a batch of distinct regional industry brands, and initially formed a number of regional industrial brands concerning Shouguang vegetables,Changle watermelons, Qingzhou flowers, Changyi nursery stock,Zhucheng livestock & poultry and animal fur, high-density grain oil and edible fungi, Anqiu export-oriented agriculture, Linqu dry fruits, urban recreation & sightseeing agriculture,and so forth. Moreover, a number of inf l uential corporate brands have enjoyed popular support. Zhucheng Waimao, Delisi Group, Chinwhiz Agribusiness, Legang Group, Zhongji Group, Loften Group, Shouguang Vegetable Industry Group, as well as other leading enterprises have produced a strong inf l uence in their industry. The number of leading enterprises above designated size has developed to 3,100, including 12 national key leading enterprises,71 provincial leading enterprises, 6 listed companies, and 223 enterprises with a sales revenue of more than RMB 100 million. Besides, it has the largest number of key leading enterprises at or above the provincial level in Shandong. The processing& conversion rate of agricultural products is above 70%, and the gross value of the agricultural product processing industry has reached RMB 175 billion.

In recent years, focusing on the agricultural supply-side reform,Weifang has further promoted a g r i c u l t u r a l o p e n i n g-u p a n d cooperation, actively integrated it into a new round of highlevel opening-up patterns, and continued to improve its agricultural internationalization level. In July 2017, Weifang was selected as one of the First Batch of Pilot Zones for Agricultural Opening-Up and Cooperation by the Ministry of Agriculture. It strives to build an international cooperation platform,and increase the agglomeration ability of high-end element resources.

The “Food Valley of China” an integrated platform for industrial transformation is being built.In August 2012, considering the situation, the CPC Weifang Municipal Committee and the municipal government proposed and planned the construction of the “Food Valley of China”. Since its inception, such projects as HQ Base, Zhongkai Wisdom Cold Chain Logistics Park, Zhongbai Big Kitchen, and so on, have been constructed. It has cooperated with UC Davis, Wageningen University and other renowned universities to set up Sino-US Food and Agriculture Innovation Center, Sino-Dutch Agri-Food Innovation & Training Center, as well as other result transformation bases. In addition, it also established East Asia Livestock Products Exchange, which was listed as an advocacy project when Premier Li Keqiang attended the East Asian Leaders' Summit, and passed the examination and approval by CBRC in February 2016. At present,the spot product exchange of East Asia Livestock Products Exchange has been put into service online.

Now, the Food Valley of China has become an important strategic platform built by Weifang for the purpose of promoting the transformation and upgrading of the food industry and constructing a National Food Safety Zoon,with a distribution pattern of“One Core, Five Areas and Multi-Point”. “One Core” refers to the

Core Zone of the Food Valley of China in Hanting District, Weifang,with a planned construction area of 45 square kilometers; “Five Areas” refers to such auxiliary functional areas as Shouguang Vegetable Seed Valley, Anqiu Standardized Base for Agricultural Product Export, Xiashan Organic Agricultural Product Processing Base, Zhucheng and Changle Meat Processing Base, as well as Port-Surrounding Economic Zone Food Industry Park; “Multi-Point” refers to a plurality of modern agriculture,food processing and circulation zones and enterprises in the city.Next, the Food Valley of China will be built into a whole industry chain integrating R&D, manufacturing,processing, warehousing, logistics,trading of various foods and related products, and focus on a highend industry cluster concerning w o r l d-l e a d i n g f o o d r e s e a r c h institutes, leading production &circulation enterprises, innovative industry leaders, platform-oriented infrastructure, specialized capital operation and other elements.By 2020, it strives to enable the main business revenue of food and related products to be up to RMB 450 billion, with an average annual growth of 20% or more; and enable the main business revenue of the Core Zone of the Food Valley of China to be above RMB 100 billion.

In addition, Weifang built an International Cold Chain Logistics and Transaction Settlement Center for Agricultural and Sideline Products. In 2013 during a visit to Russia, General Secretary Xi Jinping and the Russian leader signed a memorandum. According to the memorandum, the China-Russia Cold Chain Logistics Project should be carried out in Weifang Comprehensive Free Trade Zone.At present, Weifang is constructing a 1 0 0,0 0 0 s q u a r e m e t e r s o f refrigerated storage and intelligent control center, and has been approved as a Designated Port of Imported Meat. Meanwhile, it has built a demonstration platform for various types of enterprise parks,and implemented the Technological Demonstration Park Project for Sino-Dutch Vegetables in reliance on Shouguang Vegetable Industry Group.
