訪問重慶大學(xué)，探討雙方教育科技領(lǐng)域合作機(jī)會(huì)

7月11日上午，約翰斯頓一行來到重慶大學(xué)，出席“科學(xué)、技術(shù)和創(chuàng)新圓桌討論會(huì)”。中國(guó)駐加拿大大使盧沙野、重慶市副市長(zhǎng)劉桂平，重慶市政府外事僑務(wù)辦公室主任吳康明、副主任唐文等，與約翰斯頓、加拿大駐華大使麥家廉、駐重慶總領(lǐng)事歐陽飛及代表團(tuán)成員共同參加會(huì)議。

重慶大學(xué)校長(zhǎng)周緒紅、云南大學(xué)黨委書記楊林、西南大學(xué)校長(zhǎng)張衛(wèi)國(guó)、電子科技大學(xué)副校長(zhǎng)熊彩東等，中加高校領(lǐng)導(dǎo)及研究人員在會(huì)上分享經(jīng)驗(yàn)，探討雙邊在科學(xué)、技術(shù)和創(chuàng)新方面的研究合作。據(jù)了解，重慶大學(xué)與加拿大交流合作日益緊密。目前，該校已與滑鐵盧大學(xué)等7所加拿大大學(xué)建立了密切合作交流關(guān)系。

加拿大是中國(guó)西南地區(qū)在科技領(lǐng)域國(guó)際合作與交流的最重要合作伙伴國(guó)家之一，建立了系列高水平的科技國(guó)際合作平臺(tái)，包括中加兩國(guó)政府根據(jù)《中加科技協(xié)定》聯(lián)合資助的重大項(xiàng)目、加拿大社會(huì)與人文研究院重大資助項(xiàng)目、加拿大省級(jí)政府資助的項(xiàng)目、中國(guó)的省級(jí)科技國(guó)際合作基地、科技部國(guó)家級(jí)科技國(guó)際合作基地、千人計(jì)劃專家項(xiàng)目、外專千人計(jì)劃專家項(xiàng)目和111創(chuàng)新引智項(xiàng)目。

中加高校領(lǐng)導(dǎo)及研究人員在會(huì)上分享經(jīng)驗(yàn)，探討雙邊在科學(xué)、技術(shù)和創(chuàng)新方面的研究合作。目前，重慶大學(xué)已與滑鐵盧大學(xué)等7所加拿大大學(xué)建立了密切合作交流關(guān)系。

在科學(xué)、技術(shù)與創(chuàng)新領(lǐng)域，與中國(guó)西南地區(qū)合作的加拿大主要機(jī)構(gòu)包括不列顛哥倫比亞大學(xué)、阿爾伯塔大學(xué)、加拿大國(guó)家研究委員會(huì)、溫莎大學(xué)、滑鐵盧大學(xué)、麥吉爾大學(xué)、西安大略大學(xué)和紐芬蘭紀(jì)念大學(xué)。主要合作領(lǐng)域包括核電站安全儀表控制技術(shù)、云南高原湖泊環(huán)境保護(hù)、長(zhǎng)江三峽水科學(xué)、醫(yī)學(xué)機(jī)器人、呼吸疾病、高風(fēng)險(xiǎn)妊娠病、阿茲海默病、多元文化和少數(shù)民族教育等。

據(jù)悉，今年4月，加拿大國(guó)際貿(mào)易部長(zhǎng)在重慶會(huì)見了參與中加科技合作項(xiàng)目的科學(xué)家代表。本次中加“科學(xué)、技術(shù)與創(chuàng)新圓桌會(huì)議”是約翰斯頓一行訪渝的首場(chǎng)活動(dòng)，再次體現(xiàn)了加拿大對(duì)科學(xué)、技術(shù)與創(chuàng)新的重視，和對(duì)中加科技合作的支持。

圓桌會(huì)議后，約翰斯頓為3位“加拿大總督訪問勛章”獲得者頒發(fā)獎(jiǎng)?wù)隆Ｆ渲?，重慶唯一獲得該殊榮的是重慶醫(yī)科大學(xué)附屬兒童醫(yī)院前院長(zhǎng)李廷玉教授。她的獲獎(jiǎng)理由是，為重慶與加拿大在兒童健康等教育和科研領(lǐng)域的合作作出了重要貢獻(xiàn)。

On the morning of July 11, Johnston and the delegation went to Chongqing University to attend the “Round-table Meeting of Science, Technology and Innovation”. This meeting was attended by Lu Shaye (Chinese Ambassador to Canada), Liu Guiping (Deputy Mayor of Chongqing), Wu Kangming (Director of Foreign and Overseas of Chinese Affairs Office of Chongqing Municipal People’s Government), Tang Wen (Deputy Director of Foreign and Overseas of Chinese Affairs Office of Chongqing Municipal People’s Government), Johnston and John McCallum (Canadian Ambassador in China), Mr. Philippe Rheault (Consul-General of Canada in Chongqing) and the members of delegation.

Leaders and researchers of colleges and universities of both sides including Zhou Xuhong (President of Chongqing University), Yang Lin (Party Secretary of Yunnan University), Zhang Weiguo (President of Southwest University) and Xiong Caidong (Vice-President of University of Electronic Science and Technology of China), shared experiences and discussed the bilateral research cooperation in science, technology and innovation. It is understood that the cooperation between Chongqing University and Canada become more increasingly intense. At present, Chongqing University has established close cooperation and exchange with seven Canadian universities including University of Waterloo.

Canada is one of the most important partners to the southwest China in international cooperation and exchange of science and technology. A series of high-level international cooperation platform of science and technology was built including major projects cofunded by China and Canada according to the “China-Canada Agreement of Science and Technology”, major projects funded by the Canadian Social and Humanities Research Institute, projects funded by provincial government of Canada, provincial science and technology international cooperation base of China, national science and technology international cooperation base of Ministry of Science and Technology, Thousand Talents Program, The Recruitment Program of Global Experts and 111 Program.

In the field of science, technology and innovation, the major institutions cooperated with the southwest China include University of British Columbia, University of Alberta, National Research Council of Canada, University of Windsor, University of Waterloo, McGill University, University of Western Ontario and Newfoundland Memorial University. The cooperation covers the fields including the control technology of safety instrument of nuclear power plant, the protection of the environment of Yunnan plateau lake, water science of Three Gorges of Yangtze River, medical robot, respiratory disease, high-risk pregnancy disease, Alzheimer’s disease, multi-culture and minority education and etc.

It is reported that in April of this year, Minister of International Trade of Canada met with the representatives of scientists participating in the China-Canada scientific and technological cooperation project in Chongqing. The round-table meeting was the fi rst event that Johnston and his delegation participated in, which again had shown their great attention attached to the science, technology and innovation and their support to the cooperation between two sides. After the round-table meeting, 3 people were awarded the “Visiting Medal of Governor General of Canada” by Johnston. Professor Li Tingyu, the former director of Children’s Hospital of Chongqing Medical University, was the only one who won this honor in Chongqing for her great contributions she made in the cooperation between two sides in the education and research area of child’s health.
