玉林+北海:陸海聯(lián)動(dòng) 打通南部出海新通道

廣西東南部的玉林市龍?zhí)懂a(chǎn)業(yè)園區(qū)里,國(guó)家級(jí)廢鋼配送中心、中國(guó)南方不銹鋼深加工基地以及國(guó)家級(jí)結(jié)晶硫酸鎳生產(chǎn)基地等正在蓬勃發(fā)展;廣西北部灣東北岸的北海市鐵山東港產(chǎn)業(yè)園里,高端裝備制造業(yè)、臨港重化工業(yè)下游產(chǎn)業(yè)、海洋經(jīng)濟(jì)、現(xiàn)代服務(wù)業(yè)等六大產(chǎn)業(yè)呈現(xiàn)欣欣向榮的發(fā)展態(tài)勢(shì)。
2017年4月24日,廣西壯族自治區(qū)人民政府批復(fù)同意設(shè)立廣西北部灣經(jīng)濟(jì)區(qū)龍港新區(qū)。根據(jù)批復(fù),該新區(qū)的規(guī)劃范圍涵蓋北海市合浦縣、玉林市博白縣,采取“一區(qū)兩園”的建設(shè)模式,包括北海鐵山東港產(chǎn)業(yè)園、玉林龍?zhí)懂a(chǎn)業(yè)園。這是廣西北部灣首個(gè)跨市合作園區(qū),總定位為廣西南部重要的出海新通道,北部灣臨港產(chǎn)業(yè)新城,廣西—香港合作的先行示范區(qū),環(huán)北部灣發(fā)展新增長(zhǎng)極。
北海市與玉林市是“親兄弟”,同是廣西北部灣經(jīng)濟(jì)區(qū)開放開發(fā)城市。廣西北部灣經(jīng)濟(jì)區(qū)龍港新區(qū)的批復(fù)意味著,玉林市將與北海市“親上加親”,玉林市也將正式打通出海通道,它“通江達(dá)海”的夢(mèng)想近在眼前。
近年來,玉林市大力實(shí)施“東靠南下、通江達(dá)海”的開放構(gòu)想,在融入“一帶一路”建設(shè)中取得了一定成效,但也存在一些不足。比如,向海發(fā)展意識(shí)不強(qiáng)、產(chǎn)業(yè)基礎(chǔ)薄弱、基礎(chǔ)設(shè)施不完善、對(duì)外貿(mào)易規(guī)模小、開放程度低等等,是廣西北部灣經(jīng)濟(jì)區(qū)中唯一沒有海關(guān)、口岸、保稅區(qū),現(xiàn)代綜合交通體系尚未形成的城市。
一直以來,從家門口出海,是玉林市的一個(gè)夢(mèng)想。當(dāng)?shù)氐臋C(jī)械制造、中藥材、陶瓷、服裝皮革等產(chǎn)業(yè)作為廣西具有突出優(yōu)勢(shì)的產(chǎn)業(yè),卻因?yàn)樨涍\(yùn)時(shí)間長(zhǎng)、成本高等因素,大量“玉林制造”不走廣西港,而是選擇公路遠(yuǎn)赴廣東等地出海。
玉林市委書記莫恭明表示,必須正視這些問題,著力打破內(nèi)陸思維,要以向海發(fā)展的意識(shí),謀劃融入“一帶一路”建設(shè),加快由內(nèi)陸開放型向臨海開放型轉(zhuǎn)變、由腹地經(jīng)濟(jì)向臨海經(jīng)濟(jì)轉(zhuǎn)變、由內(nèi)陸城市向臨海城市轉(zhuǎn)變,形成向海開放發(fā)展新格局。
現(xiàn)如今,有需求、有產(chǎn)業(yè)基礎(chǔ)、有巨大潛力的玉林市將依托龍港新區(qū)的臨海優(yōu)勢(shì),大大縮短海運(yùn)和陸運(yùn)距離,通江達(dá)海、陸海聯(lián)動(dòng)的南向大通道初現(xiàn)雛形。
玉林市龍?zhí)懂a(chǎn)業(yè)園是玉林臨海產(chǎn)業(yè)的主要集聚地,也是玉林融入北部灣經(jīng)濟(jì)區(qū)的主要載體。經(jīng)過多年的發(fā)展,目前,龍?zhí)懂a(chǎn)業(yè)園簽約進(jìn)駐企業(yè)36家、總投資250億元,初步形成了新材料、再生資源加工利用兩大產(chǎn)業(yè)齊頭并驅(qū)的格局。該產(chǎn)業(yè)園已打造出國(guó)家級(jí)廢鋼配送中心、中國(guó)南方不銹鋼深加工基地以及國(guó)家級(jí)結(jié)晶硫酸鎳生產(chǎn)基地等。
走進(jìn)龍?zhí)懂a(chǎn)業(yè)園,只見一片片丘陵變?yōu)槠降?,一條條寬敞筆直的道路四通八達(dá),一座座現(xiàn)代化的廠房拔地而起?!褒?zhí)哆M(jìn)口再生資源加工利用園區(qū)已通過考核驗(yàn)收,成為中國(guó)國(guó)內(nèi)第一個(gè)口岸調(diào)往內(nèi)地轉(zhuǎn)檢的再生資源園區(qū)?!饼?zhí)懂a(chǎn)業(yè)園工委書記黃維說道。
當(dāng)前,借著龍港新區(qū)的重大機(jī)遇,玉林市正按照“產(chǎn)港城”一體化的發(fā)展理念,堅(jiān)持以港促產(chǎn)、以港興城、港以城興、港城共榮,全面推進(jìn)龍?zhí)懂a(chǎn)業(yè)園建設(shè),加快打造成為北部灣新增長(zhǎng)極、“雙核驅(qū)動(dòng)”新平臺(tái),成為北部灣新興臨港工業(yè)基地、北部灣生態(tài)濱海新城和廣西北部灣經(jīng)濟(jì)區(qū)鐵山港(龍?zhí)叮┙M團(tuán)現(xiàn)代服務(wù)中心。
一直以來,北海市與玉林市的交流合作廣泛密切,如今兩市團(tuán)結(jié)合作,聯(lián)手實(shí)施“一區(qū)兩園”建設(shè),使得龍港新區(qū)開放開發(fā)進(jìn)一步提速。
廣西北部灣港與東盟國(guó)家的47個(gè)港口建立海上運(yùn)輸往來,并開通內(nèi)外貿(mào)航線44條,與世界100多個(gè)國(guó)家和地區(qū)、200多個(gè)港口通航,基本實(shí)現(xiàn)了東南亞、東北亞地區(qū)主要港口的全覆蓋,而北海市則是其中的重要支點(diǎn)城市。近幾年,北海市“向海經(jīng)濟(jì)”格局凸顯,陸續(xù)引進(jìn)了斯道拉恩索北海林紙一體化項(xiàng)目、中石化煉化項(xiàng)目等大項(xiàng)目,建立起了電子信息、石油化工、臨港新材料3大千億元產(chǎn)業(yè)。正在興建的龍港新區(qū),正助力北海、玉林兩市發(fā)揮自身優(yōu)勢(shì),攜手成為廣西北部灣畔兩顆耀眼的明珠。
北海鐵山東港產(chǎn)業(yè)園位于廣西北海市合浦縣白沙鎮(zhèn),毗鄰廣東省、海南省,背靠大西南,面向東南亞,處于華南經(jīng)濟(jì)圈、西南經(jīng)濟(jì)圈和東盟經(jīng)濟(jì)圈的樞紐地帶,具有優(yōu)越的區(qū)位優(yōu)勢(shì)。2017年4月,中國(guó)國(guó)家主席習(xí)近平到北海市鐵山港公用碼頭考察調(diào)研時(shí)就指出,北海鐵山港有區(qū)位優(yōu)勢(shì),發(fā)展前景廣闊,將來是北部灣經(jīng)濟(jì)區(qū)一個(gè)重要依托。
鐵山東港產(chǎn)業(yè)園具備良好的發(fā)展條件,在地理區(qū)位、海陸運(yùn)輸、基礎(chǔ)設(shè)施、政務(wù)服務(wù)等方面都具有明顯的優(yōu)勢(shì)。借助北海市的區(qū)位、產(chǎn)業(yè)等優(yōu)勢(shì),它無疑是玉林市發(fā)展向海經(jīng)濟(jì)、融入“一帶一路”的好伙伴。
目前,鐵山東港產(chǎn)業(yè)園遵循“一港一路、一區(qū)兩園”整體規(guī)劃,按照統(tǒng)一協(xié)調(diào)、分片開發(fā)、循序漸進(jìn)的原則,抓緊推進(jìn)龍港新區(qū)的規(guī)劃建設(shè),全力推進(jìn)各項(xiàng)工作。相關(guān)規(guī)劃編制工作的開展正有序進(jìn)行,各項(xiàng)基礎(chǔ)設(shè)施建設(shè)穩(wěn)步推進(jìn),在鐵山東港產(chǎn)業(yè)園落戶的2個(gè)產(chǎn)業(yè)項(xiàng)目正在進(jìn)行前期工作。

據(jù)悉,龍港新區(qū)是鐵山港(龍?zhí)叮┙M團(tuán)的核心部分,新區(qū)的開發(fā)建設(shè)不僅是落實(shí)國(guó)家“三大定位”、廣西“雙核驅(qū)動(dòng)”規(guī)劃的重大舉措,也是經(jīng)濟(jì)區(qū)銜接珠江—西江經(jīng)濟(jì)帶、推動(dòng)向東開放的重要布局;未來對(duì)于打通玉林出海通道、促進(jìn)玉林和北海協(xié)同發(fā)展,進(jìn)一步推動(dòng)經(jīng)濟(jì)區(qū)東翼升級(jí)發(fā)展,具有重要意義。
向海經(jīng)濟(jì)風(fēng)正勁,一幅龍港新區(qū)的新藍(lán)圖正在廣西北部灣畔濃墨重彩地勾勒著,釋放無限潛力。不難看出,玉林的巨大生產(chǎn)力可通過龍港新區(qū)建設(shè)得到更大釋放,北海鐵山港的生產(chǎn)力可通過玉林力量的注入也得到更大發(fā)揮,兩股力量共同開發(fā)建設(shè)好龍港新區(qū),將為廣西深入實(shí)施“雙核驅(qū)動(dòng)”發(fā)展規(guī)劃作出更大貢獻(xiàn)。
Longtan Imported Renewable Resources Processing and Utilization Park located in Yulin, Guangxi
On April 24, 2017, the People’s Government of Guangxi Zhuang Autonomous Region, P.R.C.officially approved the application of setting up Guangxi Beibu Gulf Economic Zone Longtan-Tieshan Donggang New Area (LTDNA), which covers Beihai’s Hepu county and Yulin’ Bobai county as planned. The construction model “One Area, Two Parks”, the first intercity cooperation project within Guangxi Beibu Gulf Economic Zone (GBGEZ), is being implemented by both Beihai Tieshan Donggang Industrial Park (BTDIP) and Yulin Longtan Industrial Park (YLIP), in an attempt to build a new land access to the sea in the south of Guangxi,a new port-centered industrial area in GBGEZ, a pilot demonstration area for cooperation between Guangxi and Hong Kong (China), as well as a new economic growth pole in Beibu Gulf rim.
Yulin: Building sea-centered projects
Over the years, Yulin has obtained benefits from not only implementing the its opening-up strategy but also pursuing the Belt and Road Initiative, but there are still some deficiencies, such as undeveloped maritime economy, weak industrial foundations, incomplete infrastructure construction, small foreign trade scale, and low degree of opening up. In addition, it is the sole city in GBGEZ that lacks customs, port, bonded area, as well as a modern comprehensive transportation network.
The local businesses have always dreamed of selling their products to the outside world via a sea route starting from the doorways of their homes. Though prominent in the development of local industries including machinery manufacturing, Chinese medicinal materials, ceramics,garments and leather, a mass of Yulin-made products have to be delivered to ports in Guangdong province by land, and then exported to the outside world, owing to the prolonged, high-cost freight transport.
Mr. Mo Gongming, secretary of the Municipal Party Committee of Yulin, stated that we must face up to the existing deficiencies and create a sea-centered, open development pattern by raising the awareness of maritime economy, engaging in the Belt and Road construction, etc.Considering that LTDNA is geographically close to the sea, Yulin is working to greatly shorten the transportation distances of land and sea routes. Now, the initial project of the southward access connecting land and sea routes has been finished.
YLIP is not only a major base for sea-centered industries of Yulin, but also a crucial carrier to make Yulin integrated with GBGEZ. Thanks to years of development, a total of 36 enterprises have entered this park, with a total investment of RMB 25 billion yuan, initially forming a balanced development pattern of processing and utilizing advanced materials and renewable resources. Now, a range of major projects, including a national-level scrap steel distribution center, China Southern Stainless Steel Deepprocessing Base, and a national-level crystal nickel sulfate manufacturing base, have been completed in this park.
“After passing the required check and acceptance, Longtan Imported Renewable Resources Processing and Utilization Park has become the first inland port of its kind that can handle the customs inspection procedures in China,” said Mr. Huang Wei, secretary of Longtan Industrial Park Working Committee.
Beihai: Developing maritime economy integrating sea and land routes
Beihai is one of key fulcrum cities of Guangxi Beibu Gulf Port, which has forged marine-transport ties with 47 ports in ASEAN countries, and has opened 44 shipping routes of domestic and foreign trade towards over 200 ports in more than 100 countries and regions. In recent years, Beihai has successively introduced many largescale projects, including Stora Enso Beihai Mill (a forestpaper integration project) and Sinopec refining project,with three 100-billion-yuan industrial projects (namely,electric information industry, petrochemical industry and port-centered new materials industry) completed, making maritime economy more prominent than before. Now,Beihai is committed to building LTDNA, and is expected to give full play to the advantages of Beihai itself and Yulin.BTDIP, located in Baisha town, Hepu county, Beihai city,Guangxi, has exceptional regional advantages: adjacent to Guangdong and Hainan provinces, backed by the southwest China, oriented towards Southeast Asia, and situated at the intersection of economic circles of South China, Southwest China and ASEAN. Chinese President Xi Jinping stressed that Beihai’s Tieshan Harbor, with regional advantages and a promising future, will evolve into an important supporting force of GBGEZ, when conducting a facts-finding visit to the wharf for public use in April 2017.BTDIP has favorable development advantages in terms of geographical location, sea and land transport routes,infrastructure projects, and public service; meanwhile,Beihai is comparatively competitive in its location and industries. All this provides a good opportunity for Yulin to develop maritime economy and engage in the Belt and Road construction.
At present, the planning for BTDIP is being formulated in an orderly manner, the construction of relevant infrastructure projects being advanced steadily, and the preliminary work for two industrial projects in the park being carried out.
Building LTDNA is regarded as not only a major initiative of implementing Guangxi’s “three orientations” (an international passage, a strategic fulcrum and an important gateway) proposed by the central government and “dualcore development strategy” (GBGEZ and Xijiang River Economic Belt) formulated by the Guangxi government,but also a significant layout of making GBGEZ linked with the Pearl River-Xijiang River Economic Belt and facilitating the eastwards opening up; furthermore, it will be crucial for the completion of Yulin’s land access to the sea, the coordinated development of Yulin and Beihai, as well as the further upgrading of GBGEZ’s eastern area.
