2015年9月28日，在世界反法西斯戰(zhàn)爭勝利和聯(lián)合國成立70周年之際，中國國家主席習近平首次登上聯(lián)合國講臺，向世界清晰闡述了以合作共贏為核心的新型國際關系理念。他提出，“我們要繼承和弘揚聯(lián)合國憲章的宗旨和原則，構建以合作共贏為核心的新型國際關系，打造人類命運共同體。”建立平等相待、互商互諒的伙伴關系，營造公道正義、共建共享的安全格局，謀求開放創(chuàng)新、包容互惠的發(fā)展前景，促進和而不同、兼收并蓄的文明交流，構筑尊崇自然、綠色發(fā)展的生態(tài)體系，上述“五位一體”構成了新型國際關系的主要體系。構建新型國際關系，是中國領導人對攸關人類前途命運的諸如和平與發(fā)展等關鍵問題給出的中國答案。以合作共贏為核心，蘊含著對實現(xiàn)世界和平、發(fā)展、公平、正義、民主、自由等全人類共同價值的關懷，亦是對聯(lián)合國崇高目標的深刻思考。

新型國際關系

A NEW MODEL OF INTERNATIONAL RELATIONS

On Sept. 28, 2015, Chinese President Xi Jinping spoke for the first time at the United nations Headquarters. He elaborated to an international audience his concept of building a new model of international relations based on cooperation for the benefit of all. He said, “We should renew our commitment to the purposes and principles of the Charter of the United Nations, build a new model of international relations based on cooperation for the benefit of all and create a community of shared future for mankind.” He called on the international community to build partnerships based on equality, consultation and mutual understanding, to create a security architecture that is fair, just, and shared by all, to pursue open, innovative, and inclusive development that benefits all, to increase inter-civilizational exchanges that promote harmony in diversity and are mutually enriching and to encourage ecological conservation and protection, putting Mother Nature and green development first. Building a new model of international relations is China’s answer to tackling the key issues crucial to the future of humankind, such as peace and development. A focus on cooperation in search of win-win solutions embodies China’s commitment to world peace, development, fairness, justice, democracy and freedom-values cherished by humanity and in line with the lofty mission of the United Nations.

命運共同體

命運共同體是中國國家主席習近平提出的重要理念之一。截止到2015年5月，他已經(jīng)60多次公開談到這一理念。2013年3月，他在莫斯科國際關系學院演講時，第一次明確提出這一理念。他說：“這個世界，各國相互聯(lián)系、相互依存的程度空前加深，人類生活在同一個地球村里，生活在歷史和現(xiàn)實交匯的同一個時空里，越來越成為你中有我、我中有你的命運共同體?！?015年3月，他在博鰲的演講中，提出了邁向命運共同體的“四個堅持”：堅持各國相互尊重、平等相待，堅持合作共贏、共同發(fā)展，堅持實現(xiàn)共同、綜合、合作、可持續(xù)的安全，堅持不同文明兼容并蓄、交流互鑒。早在2013年3月，他在訪問坦桑尼亞時談道：“這段歷史告訴我們，中非從來都是命運共同體，共同的歷史遭遇，共同的發(fā)展任務，共同的戰(zhàn)略利益把我們緊緊聯(lián)系在一起?！?/p>

COMMUNITY WITH A SHARED FUTURE

Building a community with a shared future is one of the key ideas proposed by Chinese President Xi Jinping. By the end of May 2015, he had spoken about this topic on more than 60 occasions. In an address at the Moscow State Institute of International Relations in March 2013, he brought up this idea for the first time. He said, “It is a world where countries are linked with and dependent on one another at a level never seen before. Mankind, by living in the same global village in the same era and on the same earth where history and reality meet, has increasingly emerged as a community with a shared future in which everyone has in himself a little bit of others.” In his keynote speech at the Boao Forum for Asia Annual Conference in March 2015, President Xi set forth the principles for building a community with a shared future, namely the need for all countries to respect one another and treat each other as equals, cooperate in search of win-win solutions and common development, achieve common, comprehensive, collaborative, and sustainable security and maintain mutually enriching and beneficial interactions among civilizations in a spirit of inclusiveness. In March 2013 during his visit to Tanzania, Xi said that history shows that China and Africa have always found themselves facing similar odds. Similar historical experiences, common development tasks and shared strategic interests have bound us together.
