MIIT May Guide Eco-Friendly Development of Secondary Lead Industry During the “Thirteenth Five Year” Period

IMIIT published “Standard Conditions for Secondary Lead Industry (Draft for soliciting opinions)”. Industry insiders pointed out that, based on the draft for soliciting opinions, MIIT will guide green development of the industry, leading enterprises will receive support in capital and policy aspects.

In recent years, secondary lead industry experienced serious chaotic competition, which created hazard to the environment.

It has been learned that, illegal small smelting enterprises are characterized by small investment, big profit, and strong mobility, and therefore they mushroom quickly despite repeated banning efforts. Authorized enterprises adopt fully enclosed crushing and separation devices, waste acids and sewage beoing generated all pass treatment, plus pre-desulfurization low temperature smelting process to minimize emission of sulfur dioxide. On the other hand, small smelting enterprises usually adopt manual crushing and separation method, waste acid and sewage run rampant during the production process, which not only creates serious environmental pollution, but also brings great harm to human health.

For this reason, MIIT amended the existing “Access Conditions for Secondary Lead Industry”, and formulated the “Condition” draft for soliciting opinions.

The Draft for Soliciting Opinions set out detailed requirements on project construction conditions and enterprise deployment, production scale, quality, technique and equipment, energy consumption and integrated utilization of resources, environmental protection, safe production and occupational hygiene, standardized management etc of qualified secondary lead enterprises.

According to MIIT insiders, “Changing access conditions to standard conditions reflects the point that the government’s management thinking approach has shifted from the previous compulsory approval to standardized guidance, so as to positively guide enterprises to make endeavor toward eco-friendly development direction, enterprises meeting requirements of standard conditions are able to receive preferential treatment in capital and policy aspects.”

Such person said, “Through this time’s amendment, it is hoped that during the ‘Thirteenth Five Year’ period, it will be able to bring secondary lead industry into the ranks of green development, enable it to meet the needs of national economy without adding extra burden to the environment.”
