In recognition of the increasing impact television has on decision-making by bringing world attention to conflicts1and threats to peace and security and its potential role in sharpening the focus on other major issues，including economic and social issues，the United Nations General Assembly2proclaimed3November 21 as World Television Day on December 17，1996.

由于認(rèn)識(shí)到電視通過(guò)提醒世界注意沖突及其他對(duì)和平與安全的威脅，從而對(duì)決策的影響日益增強(qiáng)，同時(shí)意識(shí)到電視對(duì)引導(dǎo)公眾關(guān)注包括經(jīng)濟(jì)和社會(huì)問(wèn)題等主要問(wèn)題所能發(fā)揮的作用，聯(lián)合國(guó)大會(huì)于1996年12月17日指定11月21日為世界電視日。

The world today is controlled by advancements4in technology.We live in a society that depends on information technology and communications to perform its daily activities，including work，entertainment，education，health care，personal relationships，travel，and many other pursuits.

當(dāng)今世界被技術(shù)進(jìn)步所控制。我們生活在一個(gè)依賴信息技術(shù)和傳播的社會(huì)中，工作、娛樂(lè)、教育、保健、個(gè)人關(guān)系、旅行等等日常事務(wù)都離不開(kāi)信息技術(shù)與傳播。

Everything we experience through television shapes and influences our lives.Television educates，informs，entertains，instructs and influences us in so many ways.The youth are greatly influenced by images and we can expect new value systems to emerge5among them.

我們通過(guò)電視體驗(yàn)到的一切都在塑造和影響著我們的生活。電視有著教育、信息、娛樂(lè)、通知等多種功能并以這些方式對(duì)我們產(chǎn)生影響。年輕人極大地受到圖像的影響，我們可以想見(jiàn)他們將由此形成新的價(jià)值體系。

World Television Day is not so much a celebration of a tool，but rather the philosophy which it represents.Television represents a symbol for communication and globalization in the modern world.Television was thus acknowledged as a major tool in informing，channeling and affecting public opinion.Its impact and presence and its influence on world politics could not be denied.

世界電視日不僅只是一個(gè)慶祝電視這種工具的日子，更重要的是認(rèn)可電視所代表的哲學(xué)。電視是現(xiàn)代世界的傳播和全球化的象征。電視由此被認(rèn)可為一種傳遞信息、引導(dǎo)和影響輿論的主要工具。其后果、存在和對(duì)世界政治的影響力是不可否認(rèn)的。

The global exchanges of television programmes focusing on peace，security，economic and social development and the enhancement of cultural exchange show the growing significance of television in today's changing world.The information sharing through television improves social and cultural communication and encourages cooperation and partnerships in the world.

電視節(jié)目側(cè)重于在和平、安全、經(jīng)濟(jì)和社會(huì)發(fā)展、以及加強(qiáng)文化交流領(lǐng)域的全球交流，這表示電視在當(dāng)今不斷變化的世界中日益重要。通過(guò)電視共享信息，有利于社會(huì)和文化的交流，并鼓勵(lì)全球合作和伙伴關(guān)系。
