During the 13th Five-Year Plan， Shandong Province will strive to create better environment for the people

What will Shandong Province look like in 2020？ At the recently concluded sessions of the Provincial People's Congress and People's Political Consultative Conference （CPPCC）， Guo Shuqing， Governor of Shandong Province， drew a clear blueprint for the 13th Five-Year Plan period （2016-2020）：the average annual growth rate of the regional GDP will be around 7.5 percent. the per-capita GDP will reach $15，000， realizing the target for the economic aggregate and per-capita income of urban and rural residents to double the 2010 figures ahead of schedule. the number of people living under the poverty line will be reduced to zero.

Innovation and Upgrading

Innovation is the primary driving force for development. During the 13th Five-Year Plan， Shandong Province will comprehensively implement an innovation-driven development strategy， emphatically enhance the aggregative and carrying capacity of high-end innovative elements and fully stimulate creativity by improving the overall talent usage， training and introduction mechanism through reform； oriented towards scientific and rational distribution pattern of interests， accelerating the transformation of scientific and technological achievements into practical productive forces； and vigorously create a good cultural atmosphere and social environment where explorations are carried out bravely， innovations are actively encouraged， failures tolerated and successes praised to achieve the strategic change from “made in Shandong” to “created in Shandong” as soon as possible.

Industrial upgrading is the inherent requirement of development， laying a solid foundation for the economic take-off of Shandong. Accordingly， the province has promulgated the Action Plan for Promoting Industrial Transformation and Upgrading 2015-2020， containing detailed programs for four strategic emerging industries and 18 traditional ones. Now， all 22 programs have been implemented in an all-round way to help transform the mode and adjust the structure for future development.

Shandong Province has focused on strengthening basic research， enhancing original and integrated innovation and further enhancing introduced technologies ather absorption. The Province has given technological innovations in important areas more prominence， supporting the implementationof major technological developments and achieving breakthroughs in a number of key technologies in the fields of core electronic devices， system software， bio-genetics and new medicine development. It has organized and implemented major scientific and technological innovation projects concerning intelligent manufacturing， advanced materials， information security， energy conservation and carbon reduction. The province has also speeded up the construction of the National Independent Innovation Demonstration Area on the Shandong Peninsula. Meanwhile， the province has deployed an industry-based innovation chain，encouraging the establishment of a strategic alliance of industrial technology innovation featuring an organic combination of production， learning， research and application，promoting the organic link between innovation achievements and industrial needs， and comprehensively boosting “public entrepreneurship and innovation”.

Overcoming Weak Points

To complete the building of a moderately prosperous society， we need to achieve coordinated development and narrow the gap. It is just like a wooden barrel that can contain more water after its shortest board has been patched up. To deal with complex economic and social relations， we need to take into account all parties. It is just like playing the piano： good music comes from fine coordination.

In an interview， Gao Yunjian， secretary of the Party committee of Zhuocun Village of Laiyang City， talked of its selection as one of the provincial “beautiful villages” to help promote local tourism， including the holding of the first Cherry Blossom Festival. Located by the Wulong River， this village has a highend agricultural park and industrial park covering thousands of acres. During the 12th Five-Year Plan （2011-2015）， the per-capita disposable income of rural residents of Shandong Province saw an average annual growth rate of 10.1 percent， and the urban-rural income ratio fell from 2.70 to 2.44.

It is a great challenge in the coming years to ensure continuous growth of farmers' incomes and further narrow the urban-rural income gap.

According to Wang Zehou， Director of the Rural Work Leading Group Office of Shandong Provincial Party Committee：“To ensure the growth of farmers' incomes， we need to adjust agriculture and enhance supply-side structural reform. At the same time， farmers should be transferred into other work areas. It is unrealistic to only depend on the large and medium-sized cities to absorb them. We must energetically develop the county economy and accelerate the construction of small towns and new rural communities.”

Meanwhile， Shandong has further reduced regional disparities by optimizing the spatial pattern. In this regard， Hou Fengyun，Director of the Department of Economics，Shandong University， said： “Although the problem regarding lack of coordination and imbalance of regional development remains very prominent， Shandong Province has achieved a lot gratifying results through years of efforts.

“Coordination should exist not only between urban and rural areas and regions，but also between the material progress and cultural and ideological progress. It's not just about doing great works， but also implementing a good system. Government officials should learn to use dialectics and be good at‘playing the piano'.”

Green Development

Focusing on the objectives of the 13th Five-Year Plan of Shandong Province， the green development concept of improving ecological environmental quality， increasing the utilization rate of energy resources and advocating a low-carbon， energy-efficient mode of production and life has become deeply rooted among the people， and the practice of green development is being intensely explored.

Chen Guang， Vice Chairman of the CPPCC Shandong Provincial Committee says： “Development can't go beyond the carrying capacity of natural resources and environmental capacity of the region， which is the bottom-line thinking consistent with green development.”

He vividly interpreted green development as “not opening new accounts and gradually repaying old debts”.

Early last year， almost all the province-controlled river sections in Dongying City didn't reach the required standard， so the relevant principal of Dongying City was summoned to meetings with the provincial environmental protection department. Subsequently， Dongying put forward 10 major measures and made unprecedented efforts to rebuild sewage treatment plants and conduct diversion of rain water and sewage to be treated separately. As a result，all the river sections reached the necessary standard last November.

Last June， due to an irrational industrial structure， Binzhou faced a very arduous task of pollution control and emission reduction. The Ministry of Environmental Protection suspended examination and approval for the environmental assessment of projects in Binzhou concerning water and gas - except those of energy conservation， emission reduction and promotion of people's livelihood. This profound lesson made Binzhou greatly determined to control pollution and reduce emissions while implementing the new Environmental Protection Law. It has achieved initial success.

In regard to ecological restoration，social forces are also active. At the United Nations Climate Change Conference held last year， the ecological restoration project of Daru Mountain in Shandong Province was a typical case promoted by the Chinese Government. With sea， beach， islands and springs， the mountain has excellent natural resources. However， due to excessive exploitation， it had turned into a barren mountain by a muddy beach.

Liu Xinli， Chairman of Rushan Victoria Bay Tourism Development Corporation， explained： “In the past decade， we have planted over 22 million trees and shrubs of various kinds on the mountain of magmatic rocks，dredged countless sludge left by breeding，drawn in fresh water to transform 133-odd hectares of saline-alkaline shallows and built 53-plus hectares of wetland， forming a complete ecosystem. Now， there are hundreds of plant species and dozens of animal species inthe area. ”

Green economic development has benefited a lot of regions and enterprises in Shandong. Many enterprises in Liaocheng are engaging in resource recycling. Shandong Tralin Group takes crop straws as raw materials to produce unbleached paper. the black liquor is turned into fulvic acid fertilizer，and the intermediate water is reused in production after being purified by an artificial wetland. “Tralin mode” has become a typical example of China's circular economy.

Xiangguang Copper has adopted “double flashing technology” to smelt copper efficiently. Exhaust gas is transformed into acid， waste heat is used for power generation， and tailings are used to extract rare and noble metals.thus， a provincial-level “urban mineral product” demonstration base has emerged.

In the past， people looked forward to having enough food and worked hard for survival. Now， environment protection is a common aspiration. Good ecological practices are being pursued. In recent years， the public welfare forest area has increased 2，000-fold to over 3，333 hectares in Mengyin County of Linyi. All the polluting breeding sheds have been banned in the region. Rivers have been treated under ecological concepts and the natural revetments of rivers retained. Fish and shrimp growth has been restored in all 44 rivers.

Last year， three tourism and health preserving projects - each with an investment of over 1 billion yuan （$153 million） - were established by Yunmeng Lake. The nectarines of Mengyin have been sold to Dubai，Singapore and other markets.

Development and protection are promoted for mutual benefit. this is the force behind Shandong's concept of green development that is blooming and becoming fruitful everywhere. Shandong will establish the most stringent environmental protection system to ensure and consolidate the existing achievements and make further ecological progress.

Efforts to Alleviate Poverty

To achieve development， the province needs to adhere to the concept of sharing development， emphatically solve problems concerning social justice， hold the bottom line of people's livelihood and let the people share equally in the fruits of development. This is the fundamental starting point and goal of China's economic development.

The “wooden barrel effect” tells us that the weakest link determines the overall quality of the national economy. At present，Shandong Province still has some three million people living under the poverty line in 64，290 villages of 1，538 townships in 17 cities. Most of them are elderly with a low level of education. this is a weak point for economic development.

During the 13th Five-Year Plan，Shandong Province will adhere to scientific poverty alleviation， stress practical results and achieve precise results to lift all poor people out of poverty according to provincial standards. In 2016， the province will resolutely make a good start in tackling key problems in poverty reduction to ensure at least 1.2 million poor people exit poverty and see improvements in their lives.

Hu Zhirong， member of the CPPCC Shandong Provincial Committee， pledges：“We will adopt precise poverty relief measures and allocate resources more accurately to meet the needs of each poor person and each impoverished household.”

The e-commerce of Caoxian County in Heze is very well developed， having enormous power for poverty relief. Tan Xianghai，head of the county， told reporters that its Internet platform helps sellers reduce their costs and increase their profits. Some poor households have been able to escape poverty after receiving only one online order. Currently， many townships in the county have begun to implement a policy to support e-commerce. the government provides computers to the poor families who want to engage in e-business and teaches them how to run online shops.

Consideration is also given to relevant rent exemption and construction of broadband and other infrastructure projects.

In the next five years， Shandong Province - taking five major principles as guidance and focusing on improving the quality and efficiency of development - will accelerate the establishment of necessary support systems， mechanisms and development modes for coping with the new normal of economic development， maintain strategic focus， and try to enter the front rank in building a strong economic and cultural province. In the process，they will complete the building of a moderately prosperous society in an all-round way.
