The State Council: Strictly Enforce Access System in High Energy Consumption Industries

The General Office of the State Council recently printed and distributed the “Action Plan for Implementing and Enforcing Quality Development Outline 2016” (The “Action Plan”). The “Action Plan” clarified work highlights in 2016, including strengthening quality rectification to phase out outdated capacity and diffusing surplus capacity, in high energy consumption and high pollution industries such as coal, iron & steel, electrolytic aluminum, and petrochemical industries, strictly enforce production permission and other industry access system, phase out outdated capacity and diffusing surplus capacity according to standard.

The “Action Plan” pointed out to strengthen motivation for quality and brand enhancement, including extensively carrying out quality enhancement campaign, striving to improve laborers’ occupational skills and quality competence, actively propelling quality technology innovation, encouraging adoption of advanced management system and advanced standards, vigorously driving forward brand construction.

Specifically speaking, it includes carrying out service industry quality enhancement special campaign in key fields. Promote banking and financial institutions to reinforce service quality, intensify protection efforts for financial consumers. Carry out vehicle-use gasoline and diesel products quality enhancement campaign. Carry out VOC-containing coating quality standard enhancement campaign. Set up key project library for industrial technology upgrading, intensify supporting and guiding efforts for quality technology upgrading of enterprises in manufacture industry. In key industrial fields, popularize advanced quality engineering technology such as reliability design, experiment and verification along with design for manufacturability. Extensively carry out grassroots innovation activities in various forms such as quality improvement, and quality problem-tackling, propel mass innovation of quality technology.

Strengthen quality rectification to phase out outdated capacity and diffusing surplus capacity. In high energy consumption and high pollution industries such as coal, iron & steel, electrolytic aluminum, and petrochemical industries etc, strictly enforce production permission and other industry access system, phase out outdated capacity and diffuse surplus capacity according to standard. Adhere to the practice to combine dedicated quality safety rectification on agricultural products with day-to-day law enforcement supervision, strengthen agricultural product quality safety law enforcement and supervision of finished oil market, severely crack down on and heavily penalize law-breaking criminal behaviors such as illegal addition, counterfeit production and sales, and private abusive slaughtering.

Promote foreign trade to pursue quality imports and exports. Lower enterprise import/export cost, speed up customs clearance. Innovate on service outsourcing inspection and supervision model, provide convenience of customs clearance for import/export industrial products needed for docking international service outsourcing business. Quicken the pace to cultivate new trade method, give proper support to cross-border e-commerce export trade. Implement Free Trade Zone strategy for countries along the “One Belt One Road” route, propel negotiation of RCEP (Regional Comprehensive Economic Partnership). Propel self-owned brand export growth plan.
