亞歐互聯(lián)互通產(chǎn)業(yè)對(duì)話會(huì)在重慶舉行通過(guò)《重慶倡議—?jiǎng)?chuàng)新引領(lǐng)行動(dòng)，推進(jìn)亞歐互聯(lián)互通》

2015年5月27日至28日，亞歐互聯(lián)互通產(chǎn)業(yè)對(duì)話會(huì)在重慶悅來(lái)國(guó)際會(huì)議中心舉行。此次對(duì)話會(huì)的主題是“創(chuàng)新引領(lǐng)行動(dòng)，推進(jìn)亞歐互聯(lián)互通”。來(lái)自40個(gè)亞歐會(huì)議成員的近600名政府官員、工商界、學(xué)術(shù)界代表圍繞會(huì)議主題進(jìn)行了深入、熱烈且富有成果的討論。會(huì)議通過(guò)了《重慶倡議—?jiǎng)?chuàng)新引領(lǐng)行動(dòng)，推進(jìn)亞歐互聯(lián)互通》。

中共中央政治局常委、國(guó)務(wù)院副總理張高麗出席開(kāi)幕式并發(fā)表主旨演講。中共中央政治局委員、重慶市委書記孫政才出席開(kāi)幕式并致辭。

柬埔寨副首相因蔡利、斯洛伐克副總理卡日米爾出席開(kāi)幕式并致辭。盧森堡首相貝泰爾以視頻方式發(fā)表了開(kāi)幕式致辭。中國(guó)國(guó)際經(jīng)濟(jì)交流中心理事長(zhǎng)曾培炎主持開(kāi)幕式。

本次會(huì)議由中國(guó)外交部、國(guó)家發(fā)改委、商務(wù)部主辦，重慶市人民政府、中國(guó)國(guó)際經(jīng)濟(jì)交流中心承辦。

會(huì)議共設(shè)置了一場(chǎng)全體會(huì)議和五場(chǎng)分組論壇，議題涉及亞歐互聯(lián)互通新機(jī)遇與產(chǎn)業(yè)合作未來(lái)、以重點(diǎn)領(lǐng)域合作提升區(qū)域聯(lián)通水平、推進(jìn)互聯(lián)互通中貿(mào)易投資和金融合作創(chuàng)新、互聯(lián)網(wǎng)+、打造各界共同參與合作的新格局、探索亞歐互聯(lián)互通未來(lái)發(fā)展之路等。會(huì)議還圍繞中歐班列、亞洲基礎(chǔ)設(shè)施投資銀行等熱點(diǎn)議題進(jìn)行了案例分析。法國(guó)前總理德維爾潘、新加坡工商聯(lián)合會(huì)主席張松聲、蒙古工業(yè)部長(zhǎng)額爾登巴特、盧森堡SES公司副總裁德豪爾、馬耳他交通和基礎(chǔ)設(shè)施部長(zhǎng)米茲在全體會(huì)議上進(jìn)行了精彩發(fā)言。47位來(lái)自亞歐各地的發(fā)言人在分論壇中分享了他們的觀點(diǎn)。

會(huì)議通過(guò)了《重慶倡議—?jiǎng)?chuàng)新引領(lǐng)行動(dòng)，推進(jìn)亞歐互聯(lián)互通》，呼吁亞歐會(huì)議成員在推動(dòng)亞歐基礎(chǔ)設(shè)施互聯(lián)互通，構(gòu)建亞歐開(kāi)放型貿(mào)易投資體系，促進(jìn)亞歐金融市場(chǎng)開(kāi)放和投融資創(chuàng)新，提升亞歐產(chǎn)業(yè)鏈、價(jià)值鏈和創(chuàng)新鏈合作水平，深化亞歐人文交流，完善亞歐政策溝通與協(xié)調(diào)機(jī)制等方面做出共同努力。同時(shí)，歡迎由歐洲成員舉辦第二屆亞歐互聯(lián)互通產(chǎn)業(yè)對(duì)話會(huì)。

本次對(duì)話會(huì)的成功舉辦，進(jìn)一步開(kāi)啟了亞歐人民相互了解之門，也給重慶的發(fā)展帶來(lái)了新的機(jī)遇。重慶將以此為契機(jī)，積極從為亞歐互聯(lián)互通提供基礎(chǔ)設(shè)施支撐、拓展亞歐互聯(lián)互通產(chǎn)業(yè)合作道路、提升對(duì)外開(kāi)放合作水平和深化同亞歐國(guó)家及地區(qū)的人文交流等方面對(duì)接會(huì)議成果。

ASEM Industry Dialogue on Connectivity in Chongqing Adopted Chongqing Initiative - Advancing Asia-Europe Connectivity through Innovation

ASEM Industry Dialogue on Connectivity was convened in Yuelai International Convention Center in Chongqing from May 27th to May 28th， 2015. The dialogue was themed by Advancing Asia-Europe Connectivity through Innovation. 600 officials of 40 ASEM member states as well as representatives from the business community and academia focused their discussion on the theme and carried out productive discussions. The dialogue adopted Chongqing Initiative - Advancing Asia-Europe Connectivity through Innovation

H.E. Zhang Gaoli， member of the Standing Committee of the Political Bureau of CPC Central Committee， Vice Premier of the State Council attended the opening ceremony and delivered a keynote speech. H.E. Sun Zhengcai， Secretary of CPC Chongqing Municipal Committee attended the opening ceremony and delivered a speech.

H.E. Yim Chhay Ly， Deputy Prime Minister of Cambodia， H.E. Peter Kazmir， Deputy Prime Minister of Slovakia attended the opening ceremony and delivered speeches. H.E. Xavier Bettel， Deputy Prime Minister of Luxembourg delivered a speech during the ceremony through a video. Mr. Zeng Peiyang， Chairman of China Center for International Economic Exchanges hosted the opening ceremony.

The conference was undertaken by the Ministry of Foreign Affairs， the National Development and Reform Commission，the Ministry of Commerce， Chongqing Municipal Government and China Center for International Economic Exchanges.

The conference consisted of a plenary session and five sessions. The subjects covered New Opportunities and Industrial Cooperation Outlooks for Asia-Europe Connectivity， Upgrading Regional Connectivity through Cooperation in Key Areas， Innovating Trade， Investment and Financial Cooperation in Connectivity， Internet +， Building A New Architecture with Broad Participation and Asia-Europe Connectivity-the Way Forward. The sessions also covered case studies including China-EU Train， AIIB and other hotspots. Dominique de Villepin， former Prime Minister of France， Mr. S.S.Teo， Chairman of Singapore Business Federation， Dondogdorj Erdenebat， Minister of Industry of Mongolia， Christophe De Hauwer， Senior Vice President of SES as well as Joe Mizzi， Minister of Transport and Infrastructure of Malta had wonderful speeches during the sessions.

Chongqing Initiative on Advancing Asia-Europe Connectivity Through Innovation has been passed， a call on ASEM members to make concerted efforts to promote the infrastructure connectivity， build an open system for trade and investment， facilitate the opening-up of the financial markets and innovation of financing and investment， upgrade cooperation in industrial chain， value chain and innovation chain， deepen cultural and people to people exchanges and improve policy communication and coordination mechanism. The dialogue sends a welcoming signal for the hosting of the 2nd ASEM Industry Dialogue on Connectivity by an European country.

The successful convening of the dialogue further opens the door for people in Asia and Europe to understand each other and opens the window for Chongqing. By leveraging the opportunities， Chongqing will actively realize the outcomes of the meetings concerning the support in Eurasia infrastructure connectivity， the expansion of industrial cooperation means，the upgrading of cooperation level in opening up and the deepening of cultural and people to people exchanges in the area.
