中國—東盟中心新任秘書長楊秀萍履新

5月26日，中國—東盟中心新任秘書長楊秀萍抵達(dá)中國—東盟中心秘書處履新，受到中心全體工作人員熱情迎接。中國外交部亞洲司副司長白天宣讀了中國外交部2015年5月22日的照會，宣布經(jīng)中國—東盟中心聯(lián)合理事會討論決定，由楊秀萍擔(dān)任中心秘書長，自2015年5月21日起，任期三年。

楊秀萍表示，任內(nèi)將與全體同事們一道，履行使命，恪盡職守，為中國—東盟更美好的明天、為中國—東盟合作更美好的未來、為20億中國和東盟人民更美好的生活福祉而努力。

第二屆中國—東盟國際肚皮舞藝術(shù)節(jié)在中國南寧啟動

由中國肚皮舞協(xié)會、《中國—東盟博覽》雜志社共同主辦的第二屆中國—東盟國際肚皮舞藝術(shù)節(jié)啟動儀式于2015年6月1日上午，中國—東盟博覽會文化展期間在中國廣西南寧國際會展中心隆重舉行。

本屆藝術(shù)節(jié)標(biāo)榜激情、時尚、青春、性感、健康，目前已收到來自東盟國家以及韓國等國內(nèi)外近百家舞蹈團體報名，預(yù)計各分賽和總決賽參與舞者將超過1000人。中國—東盟國際肚皮舞藝術(shù)節(jié)總決賽頒獎盛典將于2015年9月東博會期間在廣西南寧舉行。

越南大幅提高木薯出口關(guān)稅

越南《經(jīng)濟時報》5月13日報道，為保障國內(nèi)生物燃料生產(chǎn)的原料供應(yīng)，越南財政部日前發(fā)出通知，對木薯出口關(guān)稅進行大幅調(diào)整，稅率從零關(guān)稅上調(diào)至5%。新稅率從2015年6月20日起執(zhí)行，實行新稅率后，經(jīng)營木薯出口的企業(yè)將多承擔(dān)每噸24,338萬越南盾出口關(guān)稅，木薯出口價格將為每噸462,419萬(扣除出口關(guān)稅)。相對于越南國內(nèi)每噸430萬越南盾的收購價，木薯出口企業(yè)仍有每噸32,4192萬越南盾的利潤空間。

越南擬限制木片出口

越南《經(jīng)濟時報》5月14日報道，2014年，越南出口697萬噸木片，出口額近10億美元。中國是越南最大的木片出口市場，占總出口量的60%；其次是日本、韓國和新加坡。越南農(nóng)業(yè)與農(nóng)村發(fā)展部林業(yè)總局稱，到2020年，越南木片年出口量將降至300萬噸，相當(dāng)于減少50%，年均減少10%。越南將通過上調(diào)木片出口稅、降低木制品出口稅的措施來限制木片出口。

2015東博會文化展在中國廣西南寧舉行

5月29日，以“共建21世紀(jì)海上絲綢之路?促進中國—東盟文化合作”為主題的2015中國—東盟博覽會文化展在中國廣西南寧國際會展中心舉行。來自中國、東盟、韓國等國家的“一帶一路”沿線特色文化產(chǎn)品齊聚一堂，為觀眾打造了一場文化盛宴。

據(jù)統(tǒng)計，本屆文化展共有450家中外企業(yè)參展，室內(nèi)展示總面積達(dá)2.5萬平方米，參展參會客商6.18萬人次，比去年增加170%。此外，文化展舉辦的泰國風(fēng)情節(jié)、韓國禮儀文化主題系列活動吸引了大批觀眾參與。

2015東博會旅游展成果豐碩

5月31日，2015中國—東盟博覽會旅游展在桂林國際會展中心圓滿落幕。歷時3天的展會亮點紛呈，取得了豐碩成果。據(jù)悉,旅游展上，中國智慧城市建設(shè)成果、智能旅游實物展示以及東盟特色旅游產(chǎn)品等最受觀眾青睞。

東博會旅游展的成功舉辦，將承擔(dān)起中國—東盟友好交流、經(jīng)貿(mào)合作、文化往來的使命，為古代海上絲綢之路增添新的內(nèi)涵，注入勃勃生機與活力，強勁推動中國—東盟自貿(mào)區(qū)升級版建設(shè)，更好地服務(wù)21世紀(jì)“海上絲綢之路”建設(shè)。

5月29日，在南寧國際會展中心2樓展廳主舞臺，東博會文化展首次舉辦的影視文化藝術(shù)交流活動隆重舉行。廣西原創(chuàng)青少年勵志電影《長翅膀的紅舞鞋》拍攝工作宣告啟動；中國與東盟首部聯(lián)合創(chuàng)作拍攝電影《越來越囧》與中國—東盟禮儀大賽簽約，引進越南一線演員、奧黛冠軍、形象大使參加今年的中國—東盟禮儀大賽活動。

新加坡成亞洲最佳商業(yè)城市

新加坡《聯(lián)合早報》5月21日報道，根據(jù)國際房地產(chǎn)咨詢公司仲量聯(lián)行根據(jù)各種指標(biāo)進行商業(yè)城市排名，新加坡超越日本成為亞洲最佳商業(yè)城市，在全球則高居第三位。

這份報告分析了全球超過200個受認(rèn)可的城市表現(xiàn)研究，顯示新加坡在其中六個最重要的指標(biāo)超越東京。新加坡在高等教育、流動性、科學(xué)、寬帶網(wǎng)絡(luò)和科技等方面領(lǐng)先亞洲各地。

越南橡膠貨足價廉

越南橡膠在經(jīng)歷一段黃金期后，目前價格已經(jīng)降到頂峰時期的三分之一，接近生產(chǎn)成本價，庫存量大，銷售困難。據(jù)越南橡膠工業(yè)集團高層透露，2011年價格高峰時為5000美元/噸，而現(xiàn)在的價格為1500美元/噸，下降了70%。

目前，越南是世界上橡膠產(chǎn)量最大的四個國家之一，但產(chǎn)量的80%作為原料出口，每年出口收入只有20-30億美元，而國內(nèi)工業(yè)所需成品橡膠又要大量進口。

相關(guān)橡膠加工企業(yè)可考慮進口越南橡膠，降低原料成本。

中國企業(yè)將投資興建印尼第一高樓

印尼《國際日報》5月25日報道，中國安中國際石油集團下屬安中國際石油（新加坡）置業(yè)私人有限公司將與印尼媒體集團合作，在印尼雅加達(dá)投資8萬億印尼盾（約合6.2億美元），興建印尼第一高樓，該項目由中國工商銀行提供貸款。安中媒體投資公司經(jīng)理穆爾迪迦特表示，即將興建的印尼第一高樓為雙子塔建筑，各59層，總高達(dá)303米，占地面積1.89萬平方米，建筑總面積30.6萬平方米，預(yù)計工期為30個月，建成后將成為雅加達(dá)的新地標(biāo)。

印尼“綠色投資”可享稅收優(yōu)惠

印尼政府最新頒布實施的2015年第18號政府條例規(guī)定，企業(yè)在特定業(yè)務(wù)領(lǐng)域或特定地區(qū)投資可獲得稅收優(yōu)惠，包括地?zé)?、凈水、天然氣加工、發(fā)光二極管、無害廢物處理在內(nèi)的10個行業(yè)投資項目屬“綠色投資”，可獲得稅收優(yōu)惠。

印尼投資統(tǒng)籌機構(gòu)主席弗蘭基·斯巴拉尼表示，“綠色投資”項目獲得稅收優(yōu)惠，有助于國民經(jīng)濟中綠色產(chǎn)業(yè)投資份額的提高，“印尼的綠色投資每年若增長20%，其投資總額或?qū)⒂?019年達(dá)到560億美元”。

新加坡將延長中國游客簽證有效期最長可達(dá)10年

5月15日，中國北京—新加坡移民關(guān)卡局宣布將為中國公民開放新的簽證舉措。其中，包括自2015年6月1日起，新加坡移民關(guān)卡局頒發(fā)給中國公民的新加坡多次有效簽證（MJV）將最長可達(dá)10年有效期，以方便中國旅客到訪新加坡。若主申請人獲得此項資格，其配偶、年齡未滿21歲的子女將獲得同樣的有效期限。

桂林對東盟10國旅游團實施6天入境免辦簽證政策

從5月28日起，中國廣西桂林正式啟用對東盟10國旅游團實施6天入境免簽政策。而且，桂林是中國唯一獲批此兩項入（過）境簽證便利政策的城市。

東盟10國是桂林重要的近程海外客源市場，實施免簽后，東盟游客入境時間延長，入境目的將由純觀光旅游轉(zhuǎn)向度假休閑、商務(wù)考察、博覽會展等多元化旅游，將進一步促進桂林與東盟國家的經(jīng)貿(mào)往來以及旅游交流合作。

緬甸2016年移動通信覆蓋將超過70%地區(qū)

《緬甸新光報》5月14日報道，據(jù)緬甸通信公司負(fù)責(zé)人透露，手機智能卡執(zhí)行1500緬幣價格銷售以來，移動通信基站建設(shè)迅速擴大，預(yù)計至2016年底緬甸的移動通信網(wǎng)絡(luò)覆蓋將超過70%的地區(qū)。

目前緬甸市場銷售的手機智能卡主要有緬甸通信公司的MPT智能卡、挪威電信公司智能卡和卡塔爾電信公司智能卡，其中緬甸通信公司的MPT卡由于網(wǎng)絡(luò)覆蓋面廣最受市場歡迎。在互聯(lián)網(wǎng)領(lǐng)域，緬甸通信公司正在與國外公司合作，爭取在提高網(wǎng)速方面取得突破性進展。中國通信企業(yè)可以主動把握合作機遇。

據(jù)新加坡《聯(lián)合早報》5月19日報道，新加坡郵政和阿里巴巴合作，通過“阿里巴巴商家送貨計劃”，為東盟商家提供物流和咨詢服務(wù)。

根據(jù)這個計劃，Alibaba.com的新加坡注冊會員使用新郵政Speedpost速遞服務(wù)時可享有折扣。此外，泰國和馬來西亞會員使用Ezyparcel服務(wù)時也享有優(yōu)惠，新加坡郵政的專家也將為會員提供物流方面的咨詢服務(wù)。

廣西防城港至廣州動車開行 架粵港澳至東盟快速通道

5月21日，廣西防城港北—廣州南動車組列車正式開行，這意味著粵港澳地區(qū)的游客從此可“一乘直達(dá)”廣西中越邊境，從陸海通道直通東盟國家。

防城港市與東盟海陸相連，當(dāng)?shù)卣诜e極開辟新的海上航線，打造中國—越南—柬埔寨—泰國—馬來西亞—印度尼西亞—文萊—菲律賓東盟國際海上郵輪航線，使21世紀(jì)“海上絲綢之路”北部灣段、東盟段海上游航線成為北部灣—東盟旅游圈的新興海上旅游產(chǎn)業(yè)代表。同時發(fā)展跨國旅游業(yè)務(wù)，利用邊境旅游異地辦證和東興口岸落實簽證政策，謀求開通中越跨境自駕游和海陸循環(huán)游。

1 China regulates private investment through franchising

May 6, 2005 (Xinhua) -- China's top economic planner unveiled new laws allowing private investors to build projects in the energy, transportation, water and environmental protection sectors through franchising. The rules, which will take effect from June, will "protect the legal interests of private capital and guarantee stability and continuity of franchising operations," said Li Kang, head of the National Development and Reform Commission's (NDRC) department of laws and regulations, at a press conference. The government will encourage policy banks and financial development institutions to offer "differentiated" credit support to these franchise projects, including loans of up to 30 years. The government is striving to boost infrastructure investment to lift growth, which slowed to a six-year low of 7 percent in the first quarter of the year.

2 China to prioritize rural e-commerce development

May 8, 2005 (Xinhua) -- Rural e-commerce development will be a top focus this year, as China aims to foster a new growth pillar in the countryside, the Ministry of Agriculture (MOA) said. E-commerce not only provides rural residents much easier access to products, but has also become an important channel for the sale of produce, the MOA said in a statement on its website. Booming e-commerce is conducive to higher rural consumption and also attracts entrepreneurial talent to rural areas, according to the MOA. The MOA vowed to build a unified, orderly rural e-commerce market and efforts will be made to strengthen resource sharing, financing and credit system services.

3 China lifts price controlon most medicines

May 5, 2005 (Xinhua) -- China will lift price controls on most medicines starting from June 1, the country's economic planner said. Medicine prices will be decided by the market, said the National Development and Reform Commission (NDRC) in an online notice to promote medicine price reforms. Only narcotics and some listed psychotropic drugs will continue to be controlled by the government, with ceiling retail prices, it said. The reform will turn the government into a defender of orderly medicine market competition and help keep prices reasonable, said Chang Feng, head of the medicine price research institute of China Medical University. Public health departments must boost supervision on medical institutions and check improper medicine and medical equipment use, as well as excessive checkups and treatment, the notice said.

4 Overseas investors' rights protected in Shanghai-Hong Kong stock link

May 19, 2005 (Xinhua) -- The China Securities Regulatory Commission (CSRC) clarified that overseas investors' shareholding rights are recognized on the mainland in the Shanghai-Hong Kong Stock Connect. Article 18 of the Administrative Measures for Registration and Settlement of Securities (the "Settlement Measures") states that "securities shall be recorded in the accounts of the securities holders, unless laws, administrative regulations or CSRC rules prescribe that the securities shall be recorded in accounts opened in the name of nominee holders," the CSRC said in a statement. Hence the Settlement Measures expressly provides for the concept of nominee shareholding, the CSRC said.

5 “Made in China 2025” plan unveiled

May 19, 2005 (Xinhua) -- China's State Council has unveiled a national plan, dubbed "Made in China 2025," focusing on promoting manufacturing, a notice said. The plan was authorized by Premier Li Keqiang, according to the notice. "Made in China 2025" is the first 10-year action plan designed to transform China from a manufacturing giant into a world manufacturing power. Nine tasks have been identified as priorities: improving manufacturing innovation, integrating information technology and industry, strengthening the industrial base, fostering Chinese brands, enforcing green manufacturing, promoting breakthroughs in 10 key sectors, advancing restructuring of the manufacturing sector, promoting service-oriented manufacturing and manufacturing-related service industries, and internationalizing manufacturing.

6 China expands asset securitization to boost real economy

May 15, 2005 (Xinhua) -- China is expanding its asset securitization pilot program so that banks can channel more money to areas where it's most needed. Credit asset securitization (CAS) worth 500 billion yuan ($81.8 billion) is in the pipeline, according to a statement released after a State Council executive meeting. CAS is a process where banks' credit assets with poor liquidity and predictable income are sold in the form of securities in the capital market to generate liquidity and redistribute capital. Money generated from the scaled-up CAS operation will be mainly used in refurbishing rundown housing, water projects and extending railways in central and west China, the State Council said.

6 BRICS bank may open by year end

May 16, 2005 (China Daily) -- The BRICS Development Bank will be operational as early as the end of this year or the beginning of 2016, and membership will not be limited to the group's five-member nations, Vice-Finance Minister Shi Yaobin said. Shi said the institution will be open for all United Nations members, with inclusion agreed by its board of governors. He also disclosed preparation work for the new multilateral lender is well underway, including the creation of its articles of association to be approved by each nation's legislature, the establishment of the multilateral secretariat, and the formulation of its mandate and some specific policies. The details were revealed in a statement on the Ministry of Finance's website. It also said the first meeting of the bank's board of governors will be in early July during the BRICS summit in Russia, at which it will formally appoint its president and vicepresidents.

8 China reforms resource tax for rare earths

May 1, 2005 (Xinhua) -- China will levy a resource tax on rare earths, tungsten and molybdenum based on sales value instead of production quantity, the Ministry of Finance announced. The new tax, taking effect from May 1, is set at 6.5 percent for tungsten, and at 11 percent for molybdenum. Resource taxes for light rare earths are set at 11.5 percent, 9.5 percent, and 7.5 percent, respectively in Inner Mongolia Autonomous Region, Sichuan province, and Shandong province, while for medium and heavy rare earths it is generally set at 27 percent. The ministry also said that the resources will be exempt from export tariffs from May.
