11. Zhao Donghua： to include family public service for women and children into the government purchasing catalogue

\"We hope that family public service for women and children could be included into the government purchasing catalogue，\" Zhao Donghua， a NPC member， Vice Chairperson and Secretary of Secretariat of All-China Women's Federation， submited a proposal to the NPC entitled the Suggestion to Include Family Public Service for Women and Children into the Government Purchasing Catalogue.

Zhao Donghua said， with the fast development of current economy and society， and the further acceleration of urbanization， the overall development of women， prioritized development of children and traditional family functions are under huge impact. Polarization of women groups intensifies； employment modes are more flexible； ideologies are more plural； and interest appeals diversifies. Stability of family structure declines， single-parent， empty nest， stay-behind and child-lost families spring up in quantity. Many signs show that the current public service can not meet the increasing demand of women， children and family.

“我們希望能將婦女兒童和家庭公共服務(wù)納入政府購買公共服務(wù)目錄。”3月5日，全國人大代表、全國婦聯(lián)副主席、書記處書記趙東花向人大提交了《關(guān)于將婦女兒童和家庭公共服務(wù)納入政府購買公共服務(wù)目錄》的建議。

趙東花表示，當(dāng)前經(jīng)濟(jì)社會(huì)的快速發(fā)展，城鎮(zhèn)化進(jìn)程的進(jìn)一步加快，對(duì)婦女全面發(fā)展和兒童的優(yōu)先發(fā)展以及傳統(tǒng)的家庭功能帶來巨大沖擊。婦女群體分化加速、就業(yè)方式靈活、思想觀念多元、利益訴求多樣。家庭結(jié)構(gòu)穩(wěn)定性下降，單親家庭、空巢家庭、留守流動(dòng)家庭、失獨(dú)家庭大量涌現(xiàn)，種種跡象顯示，目前的公共服務(wù)無法滿足婦女兒童和家庭日益增長的需求。

12. Xu Xiao： to strengthen the teams of midwives

徐曉：加強(qiáng)助產(chǎn)士隊(duì)伍建設(shè)

\"Midwives are the most professional and reliable people in the labor process of women，\" Xu Xiao， a NPC member， president of Henan Woman Entrepreneur Association put an urgent suggestion—that is to strengthen the team of midwives.

Xu said， according to the survey of WHO， in 1970s， the cesarean section rate in China was only 5%， which now reaches 46.5%， increasing 9 times compared with 30 years ago， It is far below the warning line of 15% set by WHO.

“助產(chǎn)士是守護(hù)在女人生產(chǎn)過程中，最專業(yè)、最可靠的人?！比珖舜蟠怼⒑幽鲜∨髽I(yè)家協(xié)會(huì)會(huì)長徐曉就中國助產(chǎn)士隊(duì)伍建設(shè)問題，在全國兩會(huì)上提出“一個(gè)迫切的建議”——那就是加強(qiáng)助產(chǎn)士隊(duì)伍建設(shè)。

徐曉介紹，據(jù)世界衛(wèi)生組織發(fā)布的調(diào)查報(bào)告顯示，20世紀(jì)70年代，我國的剖宮產(chǎn)率僅為5%左右，但是現(xiàn)在已達(dá)到46.5%，30年增加了9倍，遠(yuǎn)遠(yuǎn)超過了世界衛(wèi)生組織15%以下的警戒線。

13. Zhu Yongxin： to safeguard the parent-kid

\"Our survey found that around 30 million children can not see their parents for a whole year， over 80% of children have the sense of leaving behind. And they have a larger chance of being hurt than non leave-behind children，\" Zhu Yongxin， a member of the Standing Committee， Vice Secretary-General of CPPCC， Vice Chairperson of central office of China Association for Promoting Democracy. He submitted the bill of \"safeguarding the parent-kid reunion right and curing the issue of leave-behind children\"， suggesting national legislative bodies to make overall plans and coordination according to existing laws and regulations to increase the clauses on enhancing the right of parent-kid reunion.

“調(diào)查中我們發(fā)現(xiàn)，每年大約有三千萬左右的孩子見不到自己的父母親，80%以上的留守兒童都有孤獨(dú)感，受傷害的概率比非留守兒童要大得多?！比珖f(xié)常委、副秘書長，民進(jìn)中央副主席朱永新在此次“兩會(huì)”上，提交了“關(guān)于保障兒童親子團(tuán)聚權(quán)，根治‘留守兒童’問題”的提案，建議國家立法機(jī)關(guān)對(duì)現(xiàn)有相關(guān)法律法規(guī)進(jìn)行統(tǒng)籌協(xié)調(diào)，增加親子團(tuán)聚權(quán)的相關(guān)條文。

14. Macao delegation： to add raping children crime， and impose heavy penalty for special groups

澳門代表團(tuán)：增設(shè)奸淫兒童罪 重處特殊人員

Macau delegation said， mainland China can learn from Macau in related legislation on crimes against minors and adding the crime of raping children； add the article of aggravation penalty， and criminals committing sexual crimes who have special duties for minors， are living together with minors or national functionaries， should be given severer punishment pursuant to the law.

The existing law do not have enough protection for boys， and suspects committing sexual crime against boy are at large； punishment for the civil servants， or school teachers， medical staff， or family members and other special groups who committed sexual assaults are too little to produce any deterring effect in penal law， \" Rong Yongen， a NPC member， Vice Chairperson of Macao Women's Federation， said when receiving an interview from Legal Daily.

澳門代表團(tuán)認(rèn)為，澳門對(duì)性侵未成年人犯罪相關(guān)立法值得內(nèi)地借鑒，應(yīng)增設(shè)奸淫兒童罪；增設(shè)加重處罰條款，對(duì)未成年人負(fù)有特殊職責(zé)的人員、與未成年人有共同生活關(guān)系的人員、國家工作人員，實(shí)施性侵害犯罪的，應(yīng)依法從重處罰。

“我國現(xiàn)行法律對(duì)男童保護(hù)不夠，性侵男童的犯罪嫌疑人得不到應(yīng)有處罰；一些公職人員或?qū)W校老師、醫(yī)護(hù)人員、家庭成員等特殊人員性侵未成年人后，被判處刑罰過輕，達(dá)不到刑法上阻嚇的社會(huì)效果?！比珖舜蟠?、澳門婦女聯(lián)合總會(huì)副會(huì)長容永恩在接受《法制日?qǐng)?bào)》記者采訪時(shí)表示。

15. Sun Xianzhong： to abolish Crime of Whoring

孫憲忠：盡快廢除“嫖宿幼女罪”

Sun Xianzhong， a NPC member， Section Chief， Civil Law Office， Institute of Law， Chinese Academy of Social Sciences suggested abolishing the Crime of Whoring a Girl under the Age of 14 as soon as possible. Sun said， recent years， cases relating with Crime of Whoring a Girl under the Age of 14 has caused a furor in the society. Many men of law， social organizations， and the general public at large has questioned the terming of charge， and there are loud appeals to abolish it and give severe punishment for criminal who committed sexual assault against young girls .

全國人大代表、中國社會(huì)科學(xué)院法學(xué)研究所民法室主任孫憲忠建議，盡快廢除“嫖宿幼女罪”。孫憲忠說，近年來，涉及“嫖宿幼女罪”的案件引發(fā)社會(huì)熱議。眾多法律界人士、社會(huì)組織和不少公眾對(duì)這一罪名表示質(zhì)疑，社會(huì)各界要求廢除“嫖宿幼女罪”、嚴(yán)懲性侵幼女犯罪的呼聲不斷。
