The rapidly-developing information technology has brought internet to millions of families. Modern society entered an “Internet Age”， connecting more and more people and making them “netizens”. Although we indulge ourselves in the convenience brought by internet in workplaces and during daily life， the unsafe factors are concomitant. The widespread violence and pornographic contents are poisoning the netizens， especially the ones still in adolescence. The task of cleansing the internet environment and protecting the adolescent netizens has become the joint challenge for countries， especially the countries with high population of internet users.

隨著科學技術的迅猛發(fā)展，互聯網以驚人的速度進入千家萬戶。網絡技術不僅將現代社會帶入一個“網絡時代”，也讓越來越多的人們加入到網民大軍中。然而，網絡技術在給人們的工作、生活等方面帶來便利的同時，網絡不安全因素如影隨形。網絡世界中的暴力、色情、血腥等內容對廣大網民，尤其對尚處成長期的青少年來說，更是危機四伏。如何凈化網絡環(huán)境，保護青少年網絡安全，已經成為世界各國，尤其是網絡發(fā)達國家共同面對的挑戰(zhàn)。
