Demand for cement clinker is 5.20 million tons (0.7)， but the total annual output in that region is only 2 million tons and the gap is 3.2 million tons. After completion of the Phase I of the project， the gap between supply and demand can be eliminated basically. With economic development and increase in investment on fixed assets， demand for cement will increase accordingly. Rejection of outdated production facilities and depletion of resources of existing enterprises also provide certain market space for the project. In addition， cement is in short supply in Russia and the product can be exported to Russia. The project can be built by two stages. According to the actual conditions of the cement market in Heilongjiang Province， two cement clinker production lines with a production capacity of 5，000 tons/day can be built in the first phase.
