作為一種古老的犯罪行為，海盜曾經(jīng)在相當(dāng)長的時(shí)間里淡出了人們的視線。但是，20世紀(jì)90年代以來，伴隨著東南亞海盜事件的上升，全球海盜事件開始急劇增加，僅登記在案的全球海盜犯罪事件就由之前的每年幾起、幾十起猛增到每年幾百起。日益猖獗的海盜攻擊事件不僅給人們的生命和財(cái)產(chǎn)安全帶來了極大的威脅，還危及到國際海洋運(yùn)輸和貿(mào)易的安全與秩序。此外，裝載有毒有害物質(zhì)的船只如果受到海盜的攻擊還可能造成海洋或鄰近海岸環(huán)境生態(tài)的嚴(yán)重污染。因此，發(fā)現(xiàn)海盜行為特點(diǎn)，找出海盜日益猖獗原因，了解國際社會(huì)態(tài)度，采取有效措施已成為一項(xiàng)刻不容緩的歷史重任。

Derived from old times, piracy had faded out of the line of sight of people for a long time. But since 20th Century 90's with the rising of pirate attacks, piracy has rapidly increased all over the world. Pirate attacks do harm to not only people’s life and property, but also international ocean transportation and trade security and order. In addition, if the attacked ships are transporting dangerous goods, the attacks may cause severe pollution. So it can’t be delayed any more to fi nd the character and reason of piracy, and to cause the attention of international society so as to take eff i cient measures of anti-piracy.
