黃河三角洲區(qū)位條件優(yōu)越，自然資源豐富，開發(fā)前景廣闊，其開發(fā)建設引起了國內(nèi)外的廣泛關注。國家先后將發(fā)展黃河三角洲高效生態(tài)經(jīng)濟列入“十五”計劃和“十一五”規(guī)劃；中共山東省委、省政府把黃河三角洲開發(fā)建設作為“一體兩翼”戰(zhàn)略布局中北翼的重點推進實施，制定了具體的發(fā)展規(guī)劃和支持政策，為黃河三角洲開發(fā)建設帶來了

重大歷史機遇。

東營作為黃河三角洲的主體和中心城市，作為全省惟一進入國家規(guī)劃的獨立行政區(qū)域，在黃河三角洲開發(fā)建設中承擔著主戰(zhàn)場的重要責任。我們在歷屆領導班子工作的基礎上，對東營今后一個時期的發(fā)展進行了深入研究探索，總的是深入貫徹科學發(fā)展觀，以改革開放和科技進步為動力，以完善基礎設施為先導，以園區(qū)經(jīng)濟為載體，推進科學發(fā)展、和諧發(fā)展、率先發(fā)展，建成人與自然更加和諧，經(jīng)濟社會更加協(xié)調(diào)，生態(tài)效益、經(jīng)濟效益與社會效益有機統(tǒng)一，城鄉(xiāng)一體化發(fā)展的高效生態(tài)經(jīng)濟區(qū)。

在戰(zhàn)略定位上，東營市堅持生態(tài)文明發(fā)展方向，走生態(tài)文明建設道路，著力構筑現(xiàn)代產(chǎn)業(yè)體系，建設高效生態(tài)經(jīng)濟區(qū)。建設生態(tài)文明是黨的十七大提出的新的更高要求的奮斗目標，也是黃河三角洲最鮮明的特色，是與長三角、珠三角及環(huán)渤海其它城市最顯著的區(qū)別。

在戰(zhàn)略步驟上， 東營市實施“三步走”戰(zhàn)略:第一步，從2007年到2010年，進一步打好基礎，快速起步，積蓄力量，拉開大規(guī)模開發(fā)建設的格局，形成快速崛起之勢;第二步，從2011年到2015年，構筑起以生態(tài)文明為特色的現(xiàn)代產(chǎn)業(yè)體系，建成全省重要的先進制造業(yè)基地、精細化工基地、區(qū)域性交通樞紐和物流中心、休閑度假勝地，形成全省新的經(jīng)濟增長極;第三步，從2016年到2020年，全市綜合實力大幅提升，全面建成小康社會，率先基本實現(xiàn)現(xiàn)代化，建成全國最具活力的生態(tài)文明示范區(qū)。

在戰(zhàn)略布局上， 東營市立足黃三角、面向環(huán)渤海、依托大腹地、放眼全世界，著力推進東進、西擴、南融、北接，東進就是向東打開出海通道，沖出渤海灣，連接東北亞，融入經(jīng)濟全球化;西擴就是以濟南省會城市圈為依托，向西拓展市場，開辟港口腹地;南融就是向南融入山東半島城市群，打造先進制造業(yè)重要板塊;北接就是向北對接天津濱海新區(qū)，主動接受輻射，促進開放開發(fā)。

在產(chǎn)業(yè)布局上， 東營市依托東營港建設臨港產(chǎn)業(yè)區(qū)，打造生態(tài)化工基地和能源供給基地;依托國家級自然保護區(qū)建設生態(tài)旅游區(qū)，打造黃河口特色旅游產(chǎn)業(yè)基地;依托千萬公頃灘涂建設生態(tài)漁業(yè)畜牧區(qū)，打造漁業(yè)生態(tài)養(yǎng)殖基地、畜產(chǎn)品生產(chǎn)基地和良種繁育基地;立足東營經(jīng)濟開發(fā)區(qū)建設高端產(chǎn)業(yè)區(qū)，打造先進制造業(yè)和高新技術產(chǎn)業(yè)基地;以治理貫穿中心城的60公里長的廣利河為龍頭，集中建設黃河水城，構筑“四區(qū)一城”的主體產(chǎn)業(yè)格局。

近兩年來，我們堅持著眼長遠打好基礎，立足當前快速突破，緊緊抓住主體產(chǎn)業(yè)區(qū)建設、重大基礎設施建設、生態(tài)環(huán)境建設三大突破點，全面拉開了大開發(fā)大建設格局，呈現(xiàn)出快速崛起之勢，第一步鎖定的目標正在加速推進。

主體產(chǎn)業(yè)區(qū)建設全面啟動，“四區(qū)一城”建設取得重大進展，特別是與中海油的合作全面展開，由中海油收購經(jīng)營東營港，整合重組煉化企業(yè)，并投資建設大型煉化項目，實現(xiàn)了引進戰(zhàn)略合作伙伴和市場化運作的重大突破;高端產(chǎn)業(yè)區(qū)引進了一大批高新技術項目，生態(tài)工業(yè)園、軟件園建設拉開框架，構建起了電子信息、汽車及零部件、光伏、風電設備制造、石油裝備制造、軟件六個產(chǎn)業(yè)鏈;生態(tài)旅游區(qū)被評為國家4A級景區(qū);現(xiàn)代漁業(yè)示范區(qū)起步區(qū)基礎工程全面開工，一批項目正在加快實施;黃河水城建設進展迅速，沿廣利河開發(fā)建設體育公園、文化公園、科技公園、清風湖景區(qū)，整治沿河岸線，明年貫通城市水系，基本構筑起“黃河水城”框架，打造一條文化服務業(yè)產(chǎn)業(yè)帶。

重大基礎設施建設加快推進，“三路兩港一場”建設進展順利，威烏高速公路建成通車，黃大鐵路已開工，德龍煙鐵路前期工作進展順利;東營港引橋及2×3萬噸級碼頭已建成，2×5萬噸級液體化工碼頭已經(jīng)立項，廣利港即將開工建設;東營機場跑道改擴建已完成，正在建設新的航站樓。

生態(tài)環(huán)境建設取得重大進展，集林網(wǎng)、路網(wǎng)、水網(wǎng)于一體的“三網(wǎng)”綠化工程加快推進，已完成綠化總面積2.1萬公頃，植樹3480萬株，初步構建起了“三網(wǎng)”綠化工程的主體框架。原生態(tài)濕地系統(tǒng)、“三網(wǎng)”綠化工程、黃河水城，構成了東營生態(tài)環(huán)境的鮮明特色。

體制機制創(chuàng)新取得重大突破，“四區(qū)一城”全部搭建起了融資平臺，市場化運作水平進一步提高。2008年以來，在國際經(jīng)濟形勢復雜多變、發(fā)展遇到很大困難的情況下， 東營市繼續(xù)保持了經(jīng)濟平穩(wěn)較快健康發(fā)展的良好態(tài)勢。1—11月，全市實現(xiàn)規(guī)模以上工業(yè)增加值1585.68億元、利稅1192.3億元，同比分別增長15%、66.5%;財政總收入322.59億元，其中地方財政收入64.73億元，增長22%。前三季度城鎮(zhèn)居民人均可支配收入14493元，同比增長15.5%;農(nóng)民人均現(xiàn)金收入6306元，增長19%。

加快推進黃河三角洲開發(fā)建設，事關全省發(fā)展大局，事關東營的前途和未來。我們要堅持以科學發(fā)展觀為指導，抓住中央和省實施擴大內(nèi)需、促進經(jīng)濟增長重大機遇，大力推進“四區(qū)一城”建設，加快構筑高效生態(tài)產(chǎn)業(yè)體系;推進重大基礎設施建設，盡快完善立體交通體系;推進生態(tài)環(huán)境建設，形成具有東營特色的生態(tài)支撐體系，奮力開創(chuàng)黃河三角洲開發(fā)建設的新局面，加快培育形成全省重要的經(jīng)濟增長極，為建設經(jīng)濟文化強省做出應有的貢獻。

Scientific Development Accelerates

Development of the Yellow River Delta

As the principal part and central city of the Yellow River delta as well as the only administrative region of Shandong Province that has been listed in the national plan， Dongying City undertakes the important responsibility of the main battlefield in the development and construction of the Yellow River Delta. On the foundation of the work done by the past sessions of leadership， we have made deep studies and explorations on the future development of Dongying. We will further implement the scientific outlook on development， take reform and opening-up as well as scientific and technological progress as the power， regard improving the infrastructure as the prerequisite， take terrain and zone economy as the carrier， and promote the scientific， harmonious and leading development so as to turn Dongying into a high-efficiency ecological economic zone featuring greater harmony between man and nature， coordination between the economy and society， integration of ecological， economic and social returns， and the integrated development of the urban and rural areas.

As far as strategic procedures are concerned， Dongying City implements the “three-step” strategy. For the first step， from 2007 to 2010， Dongying will continue to lay sound foundations， make a rapid jump-start， reserve strength， and expand the development and construction scale， thus forming a climate for rapid advance. For the second step， from 2011 to 2015， Dongying will build up a modern industrial system featuring ecological civilization， thus developing Dongying into an important base of advanced manufacturing industry， a fine chemical industry base， a regional transport hub and logistics center， and a leisure and holiday resort. For the third step， from 2016 to 2020， the comprehensive strength of the whole city will be greatly increased， thus turning Dongying into a well-off society and a national demonstration region full of vitality.

Regarding the industrial layout， taking advantage of Dongying Harbor， Dongying will construct a harbor-neighboring industrial zone， build an ecological chemical industry base and an energy supply base. Taking advantage of the national-level natural reserve， Dongying will turn the Yellow River estuary into an ecological tourism zone and a characteristic tourism industry base. Taking advantage of the vast stretch of seashore， Dongying will build a zone for ecological fishery and husbandry， thus turning itself into a base for ecological breeding， livestock production， and rare variety breeding. Based on Dongying Economic Development Zone， Dongying will build a high-end industrial zone and a base for advanced manufacturing and high-tech industry. Taking the 60-kilomter Guangli River that crosses the downtown area as the head， Dongying will build the Yellow River conservancy city.

The construction of the main industrial zone has already started. Great progress has been made in the construction of “four districts and one city.” Dongying’s cooperation with China National Offshore Oil Corp. is now in full swing. By means of purchasing Dongying Harbor， China National Offshore Oil Corp. will re-organize the refinery enterprises in Dongying and invest in the construction of a large refinery project， thus realizing the important breakthrough in introducing strategic partners and marketing operations. The high-end industrial zone has attracted a number of high-tech projects and six industrial chains—electronic information， vehicle and spare-parts， photovoltaic， wind power equipment manufacturing， petroleum equipment manufacturing and software—have been formed. The ecological tourism area has been chosen as a national AAAA scenic site. The construction of Yellow River City has been launched rapidly. Along the Guangli River， the Sports Park， cultural park， scientific and technological park， and Qingfeng Lake Scenic Site have been constructed.
