Overseas investment insurance is a non-profitable insur-ance provided by the government of a state for herenterprises which have invested in the developing countries or areas against political risks. Such a gov-ernmental guarantee system was first established in the UnitedStates in the middle of last century. Nowadays most developedcountries and some of the developing countries have followedAmerican practices and set up similar systems to encourage theirenterprises to make investment in developing areas which areoften regarded to be more easily to have political risks. In recentyears, the amount of Chinese overseas investment is ever increas-ing which calls for the perfection of Chinese overseas investmentinsurance system.
