The Republic of Belarus is situ- ated in the heart of Europe， in the East the Republic borders the Russian Federation. in the Souththe Ukraine， in the West Poland， and in theNorth Lithuania and Latvia. BeIarus is thegateway between Asia and Europe， bear-ing strategic importance. In reccnt years，Belarus has experienced rapid economicgrowth. According to the United NationsHuman Development Report 2007， Belarushas jumped from No.67 to No.64 in the listof 177 countries ranked in terms of humandeveloplnent index， moving from a categoryof countries with medium level of humandevelopment to a category of high level.
