抱團(tuán)取暖：“兩國(guó)雙園”海上絲路開(kāi)花結(jié)果

在歷史發(fā)展的進(jìn)程中，一個(gè)圓滿的句號(hào)，往往預(yù)示著一個(gè)美好的開(kāi)始。

時(shí)至寒冬，但中馬欽州產(chǎn)業(yè)園區(qū)依然熱氣騰騰：塔吊林立，機(jī)械穿梭，人來(lái)人往，現(xiàn)代化的廠房鑲嵌青山綠水間，絲毫沒(méi)有冬的蕭瑟。管委會(huì)工作人員笑言，在這里，沒(méi)有“寒冬”，只有“暖冬”。

暖心的圖景背后，是中馬欽州產(chǎn)業(yè)園區(qū)、馬中關(guān)丹產(chǎn)業(yè)園區(qū)開(kāi)放開(kāi)發(fā)三年風(fēng)雨歷程的縮影，記錄的是“姐妹園區(qū)”與眾不同的嬗變、巨變之路。

旗艦項(xiàng)目——蹄疾步穩(wěn)，行穩(wěn)致遠(yuǎn)

中馬欽州產(chǎn)業(yè)園區(qū)和馬中關(guān)丹產(chǎn)業(yè)園區(qū)是中馬兩國(guó)領(lǐng)導(dǎo)人直接倡議和推動(dòng)的重大合作項(xiàng)目。兩國(guó)政府共建“姐妹園區(qū)”，開(kāi)啟中馬“兩國(guó)雙園”合作新模式。

2013年10月4日，中共中央總書記習(xí)近平同馬來(lái)西亞總理納吉布舉行會(huì)談，決定將兩國(guó)關(guān)系提升為全面戰(zhàn)略伙伴關(guān)系。習(xí)近平總書記強(qiáng)調(diào)“結(jié)合各自發(fā)展戰(zhàn)略擴(kuò)大經(jīng)貿(mào)合作，實(shí)現(xiàn)雙邊貿(mào)易額2017年1600億美元的目標(biāo)，將欽州、關(guān)丹產(chǎn)業(yè)園區(qū)打造成兩國(guó)投資合作旗艦項(xiàng)目，帶動(dòng)兩國(guó)產(chǎn)業(yè)集群式發(fā)展”。被譽(yù)為21世紀(jì)海上絲綢之路產(chǎn)業(yè)合作旗艦項(xiàng)目的“兩國(guó)雙園”揚(yáng)帆啟航。

2012年4月1日，規(guī)劃面積為55平方公里的中馬欽州產(chǎn)業(yè)園區(qū)開(kāi)工建設(shè)。馬來(lái)西亞總理納吉布在開(kāi)園儀式上致辭時(shí)動(dòng)情地說(shuō)：“今天我學(xué)到一個(gè)新名詞，那就是‘欽州速度’。今后當(dāng)我希望盡快推進(jìn)一個(gè)項(xiàng)目時(shí)，我會(huì)說(shuō)，應(yīng)該用‘欽州速度’來(lái)完成?！?/p>

凡事預(yù)則立。為高效推動(dòng)“兩國(guó)雙園”開(kāi)發(fā)建設(shè)，雙方之間建立聯(lián)合合作機(jī)構(gòu)。經(jīng)過(guò)三年的艱苦創(chuàng)業(yè)，“兩國(guó)雙園”初具規(guī)模，實(shí)現(xiàn)從“打基礎(chǔ)”到“質(zhì)提升”的飛躍。截至2015年年底，園區(qū)累計(jì)完成基礎(chǔ)設(shè)施投資20多億元人民幣，7．87平方公里啟動(dòng)區(qū)基礎(chǔ)設(shè)施和配套體系初步形成，園區(qū)基本具備成片開(kāi)發(fā)和產(chǎn)業(yè)項(xiàng)目“即到即入園”條件。在馬來(lái)西亞，馬中關(guān)丹產(chǎn)業(yè)園區(qū)建設(shè)進(jìn)展同樣順利，馬來(lái)西亞政府投資20億馬幣用于園區(qū)外部道路、港口等配套設(shè)施建設(shè)，并已全面動(dòng)工。

“姐妹園區(qū)，花開(kāi)并蒂?！痹诖蛟熘袊?guó)—東盟自貿(mào)區(qū)升級(jí)版和“一帶一路”建設(shè)的大背景下，“兩國(guó)雙園”開(kāi)啟了21世紀(jì)海上絲綢之路產(chǎn)業(yè)合作的嶄新范式，也成為中國(guó)推進(jìn)“一帶一路”戰(zhàn)略的先行探索和生動(dòng)實(shí)踐。

招商引資——筑巢引鳳，鳳棲高桐

2015年上半年，總投資6．5億元人民幣的港青油脂項(xiàng)目建成投產(chǎn)；總投資9億元人民幣的慧寶源生物制藥項(xiàng)目一期完成設(shè)備安裝。

2015年10月19日，中馬欽州產(chǎn)業(yè)園區(qū)和馬中關(guān)丹產(chǎn)業(yè)園區(qū)在廣西南寧首次聯(lián)合招商，共簽下超過(guò)60億元人民幣的投資合作大單。

2015年10月25日，中馬欽州產(chǎn)業(yè)園區(qū)與維龍（鎮(zhèn)江）電工研究院有限公司簽訂中馬維龍智能環(huán)保氣體絕緣輸變電產(chǎn)業(yè)基地項(xiàng)目，總投資40億元人民幣。

一個(gè)個(gè)招商引資和項(xiàng)目建設(shè)的利好消息讓“兩國(guó)雙園”精彩不斷、好戲連臺(tái)。

2015年以來(lái)，中馬欽州產(chǎn)業(yè)園區(qū)適應(yīng)新常態(tài)，大膽探索平臺(tái)型產(chǎn)業(yè)發(fā)展新模式，通過(guò)搭建產(chǎn)業(yè)發(fā)展平臺(tái)，推進(jìn)產(chǎn)業(yè)集群化發(fā)展。迄今，已確定合作建設(shè)中國(guó)—東盟植物藥與天然藥研究與產(chǎn)業(yè)化基地、易通浩光電產(chǎn)業(yè)園、中國(guó)—東盟衛(wèi)星應(yīng)用產(chǎn)業(yè)化基地、弘信創(chuàng)業(yè)工場(chǎng)（物流電商平臺(tái)）、中馬科技園（創(chuàng)新孵化平臺(tái)）等五個(gè)產(chǎn)業(yè)發(fā)展平臺(tái)，項(xiàng)目總投資85．8億元人民幣，建成后年產(chǎn)值可達(dá)336億元人民幣。

馬中關(guān)丹產(chǎn)業(yè)園區(qū)則利用臨近關(guān)丹港及東海岸經(jīng)濟(jì)特區(qū)優(yōu)勢(shì)，積極發(fā)展高新技術(shù)、不銹鋼制品、碳纖維電氣和電子信息通訊、可再生能源等產(chǎn)業(yè)。首個(gè)入園現(xiàn)代鋼鐵項(xiàng)目總投資達(dá)80億元人民幣，年產(chǎn)量為350萬(wàn)噸，項(xiàng)目投產(chǎn)后將成為馬來(lái)西亞最大的鋼廠，為當(dāng)?shù)貏?chuàng)造4000個(gè)就業(yè)崗位。“將中馬欽州產(chǎn)業(yè)園區(qū)和馬中關(guān)丹產(chǎn)業(yè)園區(qū)打造成示范性園區(qū)是我們的目標(biāo)，日新月異的園區(qū)是兩國(guó)友好合作的標(biāo)志，我們感到非常驕傲?！眮?lái)欽州考察的馬來(lái)西亞彭亨州議員兼基礎(chǔ)設(shè)施及環(huán)境事務(wù)委員會(huì)主席拿督里哈吉蘇菲說(shuō)?！拔覀冋J(rèn)為中馬欽州產(chǎn)業(yè)園區(qū)和馬中關(guān)丹產(chǎn)業(yè)園區(qū)是中馬兩國(guó)企業(yè)投資發(fā)展的最佳港灣?！弊灾螀^(qū)副主席張曉欽表示，相比過(guò)去單個(gè)企業(yè)單槍匹馬到異國(guó)投資，中馬“兩國(guó)雙園”將為企業(yè)提供更加放心的環(huán)境，更加完善的配套，更加實(shí)惠的政策，更加系統(tǒng)的服務(wù)。

互聯(lián)互通——強(qiáng)強(qiáng)合作，前景可期

時(shí)來(lái)天地皆同力。

自“兩國(guó)雙園”啟動(dòng)以來(lái)，廣西舉全區(qū)之力支持“兩國(guó)雙園”開(kāi)發(fā)建設(shè)，促其在構(gòu)建“西南、中南新的戰(zhàn)略支點(diǎn)”中發(fā)揮引擎作用，特別是充分發(fā)揮國(guó)家財(cái)政專項(xiàng)資金的放大效應(yīng)，加速了中馬欽州產(chǎn)業(yè)園區(qū)基礎(chǔ)設(shè)施配套。

為實(shí)現(xiàn)“兩國(guó)雙園”之間的互聯(lián)互通，中馬兩國(guó)開(kāi)通欽州港-關(guān)丹港集裝箱直航航線。此航線的“北部灣之星”客箱船，不僅搭載游客開(kāi)啟南海探索之旅，更使欽州港發(fā)往馬來(lái)西亞關(guān)丹的貨物，由原先經(jīng)深圳或香港中轉(zhuǎn)的10天，縮短至4天，為海鮮、時(shí)令水果、蔬菜等準(zhǔn)空運(yùn)貨物的進(jìn)出口拓展了空間和渠道。

“中馬欽州產(chǎn)業(yè)園區(qū)是自貿(mào)區(qū)運(yùn)作方式的4．0版產(chǎn)業(yè)園區(qū)，要緊扣中國(guó)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與世界經(jīng)濟(jì)體系升級(jí)，積極融入世界產(chǎn)業(yè)價(jià)值鏈?！敝旭R欽州產(chǎn)業(yè)園區(qū)管委會(huì)常務(wù)副主任高樸說(shuō)，園區(qū)將積極探索平臺(tái)型產(chǎn)業(yè)發(fā)展新模式，重點(diǎn)引進(jìn)龍頭商、先導(dǎo)商和集成商。

中國(guó)國(guó)際工程咨詢公司董事長(zhǎng)肖鳳桐看好“兩國(guó)雙園”的美好前景。他表示，位于21世紀(jì)“海上絲綢之路”關(guān)鍵節(jié)點(diǎn)的中馬欽州產(chǎn)業(yè)園區(qū)和馬中關(guān)丹產(chǎn)業(yè)園區(qū)肩負(fù)著重要?dú)v史使命，在產(chǎn)業(yè)鏈條上充分互補(bǔ)，在基礎(chǔ)設(shè)施上充分共享，在管理機(jī)制上有效協(xié)同，是國(guó)際經(jīng)貿(mào)合作創(chuàng)新模式的具體實(shí)踐。通過(guò)5～10年的開(kāi)發(fā)建設(shè)，“兩國(guó)雙園”將成為中國(guó)與東盟的資本、商品、技術(shù)、信息、人才交流合作中心，通過(guò)物理聯(lián)通、制度聯(lián)通、人與人的聯(lián)通，構(gòu)建中國(guó)與東盟海上互聯(lián)互通新機(jī)制，為中國(guó)與“一帶一路”沿線國(guó)家的產(chǎn)業(yè)合作提供創(chuàng)新探索。

2015年是中馬兩國(guó)建交41周年，中國(guó)廣西欽州港與距離1200海里的馬來(lái)西亞關(guān)丹港，聯(lián)手書寫了抱團(tuán)取暖的恢宏篇章。

以累累碩果向中馬建交41周年獻(xiàn)禮，“兩國(guó)雙國(guó)”將繼續(xù)書寫21世紀(jì)海上絲綢之路合作共贏的時(shí)代傳奇！

CMQIP and MCKIP Get together to Bear Fruitful Results

E ver since the establishment of China-Malaysia Qinzhou Industrial Park (CMQIP) and Malaysia-China Kuantan Industrial Park (MCKIP) three years ago,the two parks have worked together and undergone huge changes.

Flagship Projects Maintain Sustained Growth

Designated as the “China-Malaysia Investment Cooperation Flagship Projects” by leaders of both sides,CMQIP and MCKIP created a new pattern for international cooperation in industrial parks -- “two countries,twin parks”.

On October 4th,2013,President Xi Jinping held talks with Prime Minister Najib Razak of Malaysia during his trip to Malaysia.The leaders of both countries agreed to lift the bilateral relation to the comprehensive strategic partnership and achieve an annual bilateral trade target of USD 160 billion by 2017.President Xi Jinping proposed to build the Qinzhou Industrial Park in China and the Kuantan Industrial Park in Malaysia into fl agship projects of investment cooperation,and to promote cluster-type development of industries of the two countries.

CMQIP and MCKIP have begun to take shape currently and obtained leap-forward development,starting a brand-new cooperation pattern of the 21st Century Maritime Silk Road.By the end of 2015,CMQIP has made an investment of 2 billion yuan in infrastructure construction,with infrastructure and related supporting system in an initiating area of 7.87 square kilometers having been established.Malaysia government also invested RM 2 billion in MCKIP for supporting facilities construction.

Attracting outside Investment

CMQIP,together with its partners,has decided to spend 8.58 billion yuan in constructing fi ve platforms including a research and industrialization base for China-ASEAN botanical and natural medicines,Yitonghao photoelectric industrial park,China-ASEAN satellite application industrialization base,Hongxin entrepreneur incubator and China-ASEAN high-tech park.Once completed,it will generate an annual output of 33.6 billion yuan.

MCKIP’s fi rst investor,Guangxi Beibu Gulf Iron and Steel Investment Co.,Ltd.,has invested 8 billion yuan to begin operations of steel mill project.It will become Malaysia’s largest steel mill with an annual output of 3.5 million tons and create 4,000 jobs for local residents.

Cooperation Wins Rosy Prospects

To realize the connection between CMQIP and MCKIP,China and Malaysia opened the first ship route for container liners from Qinzhou Port (China) and Kuantan Port (Malaysia).It has greatly shortened the journey between Guangxi and Malaysia,providing an efficient,convenient,and economical logistic channel for import and export enterprises from China’s southwest to link Southeast Asia.

“CMQIP,the 4.0 version of industrial park operated by the China-ASEAN Free Trade Area,needs to focus on China’s industrial structure adjustment and the upgrading of world economic system,thus to integrate into the world industrial value chain,” said Gao Pu,Executive Deputy Director of Management Committee of CMQIP.

The year 2015 marks the 41th anniversary of the establishment of China-Malaysia diplomatic relations.Qinzhou Port in China and Kuantan Port in Malaysia have made concerted efforts to write a new chapter for joint development.

CMQIP and MCKIP gift China-Malaysia 41th anniversary with their abundant achievements,and the model of “two countries,twin parks” will continue writing a glorious legend concerning win-win cooperation of the 21st Maritime Silk Road.
